Get the car’s identifier before you travel or pay, run it through the official recall service for the country where it is registered, then have the manufacturer or an authorized dealer confirm and document any open repair. A clean result is not a lifetime guarantee: databases have coverage and timing limits, so recheck close to handover.
The five-minute answer
- Ask for the vehicle identification number (VIN) or registration number before arranging a viewing. In the United States and Canada, the VIN is normally the key. The United States also supports a license-plate search, and the United Kingdom uses the registration number for its main government recall check.
- Verify the identifier belongs to the car being sold. Compare the VIN on the vehicle with the documents. A search is only useful if the number is accurate.
- Use the official government lookup for the car’s jurisdiction. Do not assume a service in one country covers an imported vehicle or a car registered elsewhere.
- Use the manufacturer’s VIN tool as a second check when available. Manufacturer systems can contain information before it appears in a government database.
- If a recall is open, get confirmation from the manufacturer or an authorized dealer and have the seller complete the remedy before handover. Keep the repair order or other written evidence.
This process checks safety recalls associated with the particular vehicle. It does not replace a mechanical inspection, title check, theft check, finance check or review of service history.

What you need before searching
Obtain the identifier early
Ask the seller for the VIN before travelling, placing a deposit or paying. In the United States, a VIN has 17 characters and is commonly visible at the lower-left corner of the windshield and on the registration card. In the United Kingdom, request the registration number and then compare the vehicle identification number and engine number with the V5C log book when you see the car. Canadian searches generally use the 17-digit VIN.

Check that the number matches the vehicle
- Read the VIN from the car rather than relying only on a typed message or photograph.
- Compare the windshield plate, door-jamb label, registration or title document and any seller-provided paperwork.
- Look for transcription errors, especially confusing letters and numbers. If any character differs, stop and resolve it before relying on the result.
- For a UK purchase, also compare the engine number with the V5C, as the government used-car checklist advises.
Collect the supporting details
Have the make, model, model year and registration available. UK buyers should also request the MOT test number and check the supplied details against DVLA records, MOT history and recall status. These extra checks do not prove that a specific recall repair is complete, but they help identify a vehicle or registration mismatch.

United States: NHTSA VIN or plate lookup
Enter the vehicle’s VIN in NHTSA’s specific-vehicle recall tool, or use the license-plate option if that is more convenient. The result is intended to show unrepaired safety recalls associated with that VIN. NHTSA says its VIN search can include recall information supplied by the manufacturer that may not yet be posted elsewhere on NHTSA’s site.
Save or print the result with the date and VIN. If the seller says a listed campaign was repaired, do not treat the seller’s statement as the final record; ask the manufacturer or an authorized dealer to verify completion.
United Kingdom: registration-first process
Use the GOV.UK recall service with the registration number. If the registration is unavailable, the alternative lookup asks for manufacturer, model and year. That fallback is useful for discovering that a model has a recall, but it is not equivalent to a VIN-level confirmation that this particular car still needs work.

Use the government used-car checklist as a parallel identity check: request the registration, make, model and MOT test number; compare the details with DVLA records; review MOT history; and, at the vehicle, match the VIN and engine number to the V5C log book.
Canada: government database and manufacturer tool
Search Transport Canada’s Road Safety Recalls Database, which its guidance says includes recalls issued in Canada from 1970 to the present. Then check the manufacturer’s VIN-based service when one exists. Transport Canada specifically advises using manufacturer tools and says an authorized dealer can use the VIN to confirm outstanding repairs.
Canadian regulations requiring online recall information took effect on January 1, 2025, with designated manufacturers required to comply by mid-2026. As of your purchase date, verify directly that the relevant manufacturer’s VIN tool is operating and that it covers the vehicle you are considering.

How to perform the check step by step
- Request the VIN or registration in writing. Ask for a clear photograph as well as the typed identifier so you can compare them.
- Match the identifier to the vehicle and documents. Do this before a deposit, long journey or final negotiation. In the UK, check the VIN and engine number against the V5C.
- Select the country that covers the vehicle’s registration. A U.S. lookup is not a worldwide database, and the same principle applies to UK and Canadian systems.
- Run the government search. Record the date, the identifier entered and every result, including a message that no unrepaired recall was found.
- Run the manufacturer’s VIN search. Use it even when the government result is clean, because manufacturer-supplied information can appear on its own system first.
- Read the notice, not just the headline. Note the defect, affected component, risk, remedy, parts availability and any driving instruction. A model-level result is a prompt for further verification, not proof that the individual vehicle is affected or unrepaired.
- Call an authorized dealer or the manufacturer with the VIN. Ask whether any safety recall remains open, whether parts are available, whether the repair has already been recorded and whether the work is free under the applicable recall program.
- Make the repair a condition of handover. Ask the seller to arrange the remedy before you take possession. Request a repair order, invoice showing the recall campaign, or other written confirmation with the VIN.
- Search again immediately before completion if time has passed. Affected VINs can be added continuously, so a check performed days or weeks earlier may not be current.
- Keep the evidence. Store screenshots, dealer emails, repair paperwork and the date of each check with the purchase records.
What a “no recalls found” result really means
A clean result means the service did not report an open recall within its current coverage. It does not certify that the vehicle has never had a recall, that every campaign worldwide has been captured, or that the vehicle is mechanically safe.

NHTSA says its VIN search does not show recalls that have already been repaired. It can also miss a newly announced recall until all affected VINs have been identified, most recalls older than 15 years, some recalls involving small manufacturers, non-safety campaigns and recalls for international vehicles. VINs are added continuously. These are explicit limits, not reasons to ignore the lookup; they are reasons to pair it with the manufacturer or dealer confirmation.
Imported and cross-border vehicles
A vehicle built for another market may have a different campaign record, different regulator and different remedy. A domestic database may not list an international recall. Tell the manufacturer or dealer that the vehicle is imported and provide the VIN, registration country and any prior-market documentation.

Completed repairs and ownership changes
Recall databases generally focus on whether a remedy is currently outstanding. They are not complete lifetime service histories. A completed campaign may disappear from an open-recall result, while unrelated maintenance, accident repairs or non-safety service campaigns may never appear there.

Before paying or taking possession
Ask the seller to book the repair with the manufacturer or an authorized dealer and to provide written confirmation that the campaign is closed for the VIN. Confirm that the remedy is actually available; a recall can be announced before replacement parts reach every dealer.
If the seller will not complete the work, decide whether to walk away rather than assuming you can resolve it later. Do not reduce the issue to a negotiating discount when the notice describes a serious safety risk or the remedy is unavailable.

Follow the specific safety instructions
Read the actual recall notice and manufacturer directions. GOV.UK states that a serious safety defect means the vehicle must not be driven, and that safety-recall repairs or replacement are not usually charged to the owner. Those statements apply to the UK guidance; do not generalize the charging or driving rules to another country without checking its notice and manufacturer instructions.
When the seller says it was already fixed
- Ask for the repair order or dealer record showing the VIN and campaign number.
- Call the issuing manufacturer or an authorized dealer independently to confirm that the remedy is recorded as complete.
- Check whether the paperwork describes the recall repair itself rather than a routine service visit.
- Re-run the official lookup near handover and retain the new result.
Why a model-year search is not enough
Recall notices are often announced for a model range or production period, but the remedy status belongs to an individual vehicle. Two cars with the same make, model and year can have different VIN-level outcomes: one may be outside the affected production range, one may have been repaired and another may still be open. Use model information to find the relevant notice, then obtain VIN-based confirmation.
Do you need a paid report or an OBD scanner?
The official government and manufacturer guidance supports using the vehicle identifier and an authorized confirmation route. It does not establish a need for a paid report or physical scanner to determine open safety-recall status. An OBD-II reader can reveal diagnostic trouble codes, but it is not a recall database and a clear scan does not prove that a recall is closed. A comprehensive paid vehicle-history report or independent inspection may answer other buying questions, but it is separate from recall confirmation.
Country-specific details buyers often miss
United States
- The NHTSA tool accepts either a VIN or license plate for a specific-vehicle check.
- A VIN search can include manufacturer-provided information that has not yet appeared in NHTSA’s general postings.
- Do not interpret the absence of a result as coverage of non-safety campaigns, international recalls or most recalls older than 15 years.
United Kingdom
- The registration-number service is the normal route; the manufacturer/model/year search is a fallback discovery tool.
- Use the V5C to verify the VIN and engine number at the car, and use DVLA and MOT information to confirm identity and history.
- For a serious safety defect, follow the notice’s instruction not to drive and arrange the remedy as directed.
Canada
- Transport Canada’s database covers Canadian recalls issued from 1970 to the present, according to its guidance.
- The manufacturer’s VIN lookup and an authorized dealer provide the most direct route to confirming whether a specific repair remains outstanding.
- Transport Canada’s 2025 online-information rules require designated manufacturers to provide VIN lookup access, with compliance required by mid-2026; check the current tool for the manufacturer concerned.
How common are unresolved recalls?
Transport Canada said in a February 2025 release that an estimated roughly one in five vehicles in use on Canadian roads has an unresolved recall issue. The statement was attributed to Anita Anand, Canada’s Minister of Transport and Internal Trade, who urged owners to check vehicles, tires and child car seats.
The same release reported that 116 companies issued 785 safety recalls affecting more than 8 million vehicles in Canada during 2024. These are Canadian figures for the stated period; they are not a worldwide rate and should not be applied to U.S. or UK vehicles.
Printable handover checklist
- VIN or registration received before the viewing.
- Identifier matched to the vehicle and documents.
- Correct country’s official recall lookup completed and dated.
- Manufacturer VIN lookup completed where available.
- Every open campaign discussed with the manufacturer or authorized dealer.
- Recall remedy completed before handover, or the purchase declined until it is completed.
- Dealer repair order or equivalent written confirmation retained.
- Specific driving and charging instructions from the notice followed.
- Official lookup repeated immediately before completion if the earlier check is no longer current.
- Vehicle registered with the manufacturer after purchase and contact details kept current so future notices reach you.
After you buy
Register the vehicle with the manufacturer and keep your postal address, email and telephone details current. Transport Canada recommends this step so future recall notices reach the new owner. Keep all recall paperwork with the vehicle’s service records and repeat the official lookup when you receive a notice or before a major trip.
