Ask for a written, itemized quotation for the exact two-wheeler variant and the city where you will register it. Then separate the ex-showroom price from road tax, registration-related charges, insurance, accessories and any other dealer additions. Verify the registration and tax components with the relevant state transport authority or Vahan service, and compare insurance quotes only when the insurer, cover, policy period and add-ons are equivalent.
There is no single nationwide “on-road” amount. The total changes with the vehicle variant, registration location, applicable local schedule, insurer, selected cover and optional equipment. Online calculators and preliminary dealer quotes are useful for planning, but the accepted invoice and official receipts are the amounts to reconcile before payment.

What “on-road price” actually includes
“On-road price” is a bundled figure for getting a specific vehicle registered and legally usable at a particular location. It is not automatically the same as the ex-showroom price printed on a manufacturer or dealer page.

- Vehicle price: the exact make, model, variant and current ex-showroom price.
- Government and registration items: road or motor-vehicle tax, the registration fee and any separately listed card, number-plate or other authority-related charges.
- Insurance: the insurer, policy type, policy period, third-party liability cover, own-damage cover, insured declared value, selected add-ons and final premium.
- Optional additions: accessories, packages, handling or other dealer-side items that are not part of the vehicle’s basic price.
A manufacturer’s displayed “showroom price” can itself bundle some items. For example, Hero MotoCorp’s Delhi Splendor+ price information says its showroom price includes registration charges, road tax and third-party insurance, while also stating that the final on-road price varies with city, road tax, registration charges, insurance cost and accessories. Treat that as a model-and-location-specific example, not a universal definition. Ask the dealer to unbundle every included amount so two quotes can be compared on the same basis.
Fix the comparison before you ask for prices
Most misleading comparisons start with different assumptions. Record the inputs first and give the same information to every dealer or insurer.
Vehicle identity
Write down the manufacturer, model, exact variant, fuel or powertrain where relevant, and the current ex-showroom price. A base variant and a higher trim can have different taxes, equipment and insurance values. A quote for an older stock vehicle or a different engine version is not a valid comparison with the vehicle you intend to buy.
Registration destination
Specify the state and city in which the vehicle will be registered. Registration is handled by the applicable registering authority, and the tax and fee schedule is location-specific. A dealer in one city may be selling the same model that will ultimately be registered in another jurisdiction; make sure the quote states the actual destination rather than the showroom address.
Insurance assumptions
Decide what cover you are asking insurers to price: policy type, duration, third-party liability, own-damage protection, insured declared value and any add-ons. If these inputs differ, a lower premium may simply represent less cover rather than a better deal.
Request a line-item dealer quotation
Ask for the quotation by email, message or printed document before paying a booking amount. It should identify the vehicle and registration location and show each amount separately.

- Confirm the vehicle line. Check the exact model and variant, ex-showroom price, any stated manufacturing or stock details, and whether the displayed price includes a component that another seller lists separately.
- Require separate tax and registration lines. The quote should distinguish road or motor-vehicle tax from the registration fee. Ask the seller to identify any card, number-plate or other registration-related amount separately instead of hiding it in a single “RTO” total.
- Require a full insurance breakdown. Record the insurer, policy type and duration, third-party and own-damage components, insured declared value, add-ons and final premium. “Insurance” without these details is not sufficient for comparison.
- List accessories individually. A crash guard, luggage item, cosmetic package or other accessory should have its own description and price. Do not accept a package total when you have not agreed to each item.
- Identify every remaining dealer charge. Ask what the charge is for, whether it is required for registration or delivery, and whether you can decline it. The evidence available does not support a blanket claim that every dealer-side fee is unlawful or that every fee is optional; insist on an explanation for the particular line.
- Check the quote date and validity. Taxes, insurance premiums, inventory prices and local schedules can change. A dated quote tells you which assumptions the dealer used and when to request an updated version.
Keep the written quote. It is much easier to reconcile a final invoice when the original assumptions are visible than when the only evidence is a verbal total.

Verify registration and tax with official services
Parivahan Sewa states that a vehicle may be driven in a public place only after registration. Its permanent-registration guidance lists the application and supporting documents, directs the applicant to pay the applicable fee and tax, and points to state transport authority websites for local details. Use that guidance to check the destination authority and the current schedule rather than assuming that a dealer’s bundled “RTO” figure is the complete official amount.
Use the actual registering authority
Start with the state transport department or the Vahan service for the state and city where the vehicle will be registered. Confirm that the vehicle class is a private, non-transport two-wheeler if that is your situation, because the applicable process and charges can depend on classification.
Match the authority’s categories to the quote
Compare the authority’s descriptions with the dealer’s lines: registration fee, motor-vehicle tax, number-plate or card charges, and any other clearly identified item. If the authority shows multiple components, do not accept a single dealer figure without asking how it was calculated.
Understand the published registration-fee reference
A Government of India G.S.R. 523(E) notification surfaced through the official Parivahan search result lists ₹1,000 for new motorcycle registration and ₹2,000 for renewal. Those are figures in that notification, not a complete current, state-specific out-the-door total for every buyer. Confirm current applicability, taxes and additions with the registering authority before treating them as your payable amount.
Do not confuse tax timing with the tax amount
Parivahan’s motor-vehicle-tax FAQ describes tax for a private or non-transport vehicle as generally collected once for a 15-year lifetime period. After 15 years, tax can be paid when registration is renewed for a further five years. This explains when tax is collected; it does not tell you the amount due at purchase in your state. Use the local schedule for the actual figure.

Compare insurance on equivalent cover
Insurance is often the largest variable after tax and registration, but a premium cannot be judged in isolation. Request the policy details with the price.
Record the insurer and policy period
Write down the insurer and whether the quote covers the required period. A one-year quote and a multi-year quote should not be compared as if they cover the same duration. Check the final premium, not only a pre-discount or calculator figure.
Separate third-party and own-damage cover
Third-party liability protects against covered liability to other people. Own-damage cover addresses damage to your vehicle under the policy terms. Ask whether each component is present and how its premium contributes to the total. A quote that omits own-damage cover may be cheaper because it provides less protection.

The insured declared value affects the own-damage portion and the claim settlement basis for a total loss or theft, subject to the policy terms. Record the IDV shown on each quote so that you are not comparing a lower premium created by a materially lower insured value.
List every add-on
Record add-ons by name and price, then compare only like-for-like offers. Add-ons can change the premium and the protection. Hero MotoCorp’s price FAQ identifies insurer choice and add-on covers as reasons insurance cost varies and notes that a buyer can choose an insurer outside the showroom. You are therefore not limited to the showroom’s insurer, provided the policy you select meets your needs and the applicable requirements.
Ask for the policy document or a full schedule
Before accepting the premium, obtain the insurer name, cover description, duration, IDV, add-ons, taxes included in the quoted premium and any exclusions or deductibles shown in the schedule. Keep the issued policy with the purchase and registration records.

How to reconcile two quotes
Put both offers into the same sequence and compare each category, not just the final total.

If one dealer’s total is lower, trace the difference to a specific row. It may reflect a different variant, a different registration location, omitted insurance cover, a lower IDV, missing accessories or a fee that has not yet been included.
A practical pre-payment checklist
- The written quote names the exact model and variant.
- The registration city and state are correct.
- The ex-showroom price is separated from all other components.
- Road tax and registration-related fees are itemized.
- The registration fee and tax have been checked against the relevant state transport or Vahan information.
- The insurance quote names the insurer, policy type, duration, third-party cover, own-damage cover, IDV, add-ons and final premium.
- Accessories and packages are listed individually and are not silently bundled into the vehicle price.
- Every unexplained dealer-side charge has been challenged and either accepted or removed.
- The final invoice matches the accepted written quote, or every change is documented.
- You receive the insurance policy and registration-related receipts.
Common mistakes and how to correct them
Comparing a city estimate with a different city’s final bill
Correct this by using the same registration destination for every quote. The applicable authority and tax schedule, not the location of an online calculator or showroom, determine the relevant local comparison.
Using a generic percentage uplift
There is no verified nationwide percentage that can turn every ex-showroom price into an accurate on-road figure. Tax and fee schedules vary by location, and insurance varies by insurer and cover. Build the total from itemized lines instead.
Accepting “RTO charges” as one unexplained amount
Ask the dealer to separate tax, registration fee and any card, plate or number-related charge. Check the categories against the official authority information.
Choosing the cheapest insurance quote without checking cover
Compare policy duration, third-party and own-damage components, IDV and add-ons first. A premium is meaningful only alongside the protection it buys.

Assuming every showroom bundle is mandatory
Ask which line is a government payment, which is insurance and which is an accessory or dealer service. The manufacturer’s example shows that a displayed showroom price can include several components, so bundling alone does not establish whether an item is required.
Treating an online calculator as the final bill
Use calculators to plan and spot unusual differences, then reconcile the result with the written dealer quote, current authority schedule, issued policy and final invoice.
What to do when the numbers do not reconcile
- Circle the first line that differs between the quote and the invoice.
- Ask the dealer for the basis of that amount and whether it is a government payment, insurance premium, accessory or dealer-side charge.
- Check the relevant state transport or Vahan information for registration and tax lines.
- Ask the insurer to confirm policy period, IDV, add-ons and final premium if the insurance line changed.
- Request a corrected invoice or written acceptance of the revised amount before paying the balance.
- Keep the quote, messages, receipts, policy schedule and registration documents together.
If the dealer will not identify a charge, pause the transaction until you understand what you are paying for. A lower headline total is not useful if it omits a statutory payment or the insurance cover you expected.

Questions to ask the dealer in one message
“Please send the final written quotation for the exact two-wheeler variant to be registered in my city and state. Show ex-showroom price, road or motor-vehicle tax, registration fee, any card or number-plate charges, insurance insurer and policy details, each accessory, and every other dealer charge as separate lines. Please mark which items are statutory, insurance-related or optional, state the quote date and validity, and confirm the amount payable on the final invoice.”
This wording creates a record and makes it harder for a bundled total to conceal a change in assumptions.
What the final total can and cannot tell you
A correctly itemized on-road quote tells you what the dealer expects you to pay for the chosen vehicle, registration destination, insurance arrangement and accepted additions. It does not prove that a different city, variant or policy would cost the same. It also does not turn the ₹1,000 new-motorcycle registration figure in the G.S.R. 523(E) notification into a universal current registration total.
The reliable decision is therefore not “which headline on-road number is lowest?” It is “which quote describes the same vehicle, same registration location and equivalent insurance, with every statutory and optional line visible?”
