Yes—some drivers who park on the street can charge from their home electricity supply, but only if their local highway authority approves a safe route across the pavement. UK government guidance describes purpose-built pavement channels and permanent cables routed beneath the pavement; neither gives residents permission to lay a cable across public land themselves. If your council has no suitable approved arrangement, a public chargepoint is the practical alternative.
Can you charge an EV from a house when you park on the street?
Potentially. A driveway is not essential to use your home electricity, but getting power from the property to a kerbside parking position may involve the public pavement. That makes local approval central: the highway authority must be satisfied with the design, construction, safety and accessibility of any apparatus installed on the public highway. The Department for Transport’s guidance on cross-pavement solutions describes options for this situation; it does not authorize a resident to cut into or place equipment on a pavement independently.

The scale of the issue is significant: UK government guidance, citing the English Housing Survey (2024), says approximately 8 million households in England—32%—lack access to off-street parking. That figure is for England, not the whole UK.

What are the options?
| Option | How it works | Key consideration |
|---|---|---|
| Approved embedded channel | A purpose-built channel in the pavement holds the charging cable while the car is charging. | Must be available and authorized by the local highway authority; an application or property assessment may be required. See DfT guidance and Leeds City Council. |
| Permanent under-pavement route | A cable is routed below the pavement from the home supply to a kerbside connection. | Requires local approval and a suitable design. See DfT guidance. |
| Cable protector or ramp | A temporary protector covers a cable laid across a surface. | Not universally permitted; local rules and pedestrian accessibility requirements apply. See DfT guidance and Salford City Council. |
| Public charging | Charge at a public kerbside or other public chargepoint. | Depends on a suitable charger being available nearby. Leeds lists public charging as an option for residents without off-street parking: Leeds City Council. |
How to find out what your council allows
- Contact your local highway authority before buying equipment or arranging work. Ask whether it permits an approved embedded channel or a permanent under-pavement connection for your address and parking layout.
- Check the application route and eligibility. Ask whether there is an active pilot, an assessment process, a required approved supplier, or other conditions. Some council schemes are limited pilots rather than a general service.
- Ask specifically about temporary cable protectors. A protector is not a universal workaround. National guidance does not cover temporary covers and mats as an approved solution; it notes that councils decide whether to permit them. Salford describes protectors as a possible fallback in some cases, subject to safe use and its local guidance.
- Check the practical arrangements and costs. Ask who installs and maintains the equipment, what charges apply, and whether your property and the usual parking position suit the approved design. Costs are set locally and are not established by the national guidance.
- If home-to-kerb charging is not approved or available, locate a suitable public chargepoint. Check the local charging network for a charger you can access near home.
Why a loose cable across the footway is not a safe default
A cable across a footway can obstruct pedestrians and create accessibility and safety problems. A cover or ramp does not automatically make it lawful or suitable: the rules depend on the local authority, and an arrangement must not be assumed acceptable just because it is sold as a cable protector. The national guidance asks highway authorities to consider construction, safety and accessibility before permitting apparatus on the public highway.

Local policies demonstrate why you need a local answer. Leeds says residents in its area cannot trail a cable across a public footpath at any height, install a private charging point on the highway, or connect to a lamppost; eligible residents can instead apply through its council-approved channel pilot. Salford identifies its channel scheme as the preferred option where the property is suitable, with a protector as a possible fallback where channel installation is not possible. Bristol City Council states: “You cannot trail a cable over the pavement to charge your car.” It describes a cross-pavement gully trial. These are local rules and schemes, not a single rule for every UK council.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What if your council has no suitable scheme?
Use a public chargepoint rather than improvising a route across public land. Leeds explicitly identifies public charging as an option for people without off-street parking. Check which nearby chargers are suitable and accessible to you; availability and local access arrangements vary. Do not treat a pavement channel as a reservation of a parking space: the cited guidance does not establish a general right to a particular kerbside space.
