The real cost of an electric car in Pakistan is not its charging bill. Calculate the complete ownership total for the EV and a comparable petrol car over the same years and kilometres: purchase and financing, registration and taxes, home and public charging, fuel, insurance, servicing, tyres, repairs, charger installation and resale. Then divide each net total by kilometres driven. This method shows when an EV is genuinely cheaper, when it is not, and which assumptions drive the result.
What “real ownership cost” includes
Energy is only one line in a vehicle budget. A lower rupees-per-kilometre charging figure does not prove a lower total cost if the EV costs more to buy, attracts different financing or insurance rates, needs electrical work, depreciates differently or has expensive tyres and repairs.

Use one ownership period and one distance assumption for both vehicles. For example, choose five years and 15,000 kilometres per year, then apply those exact figures to the EV and its reasonably comparable petrol alternative. Keep nominal rupees visible: if you model future inflation or fuel-price changes, state the scenario rather than presenting it as a known price.
Your basic calculation is:
Net ownership cost = all cash outflows during ownership − expected resale proceeds

Cost per kilometre = net ownership cost ÷ total kilometres driven
Also show annual cash flow. A vehicle can have a lower five-year total but still require a much larger down payment or an expensive charger in the first month.
Build an apples-to-apples comparison
Choose comparable vehicles
Compare an EV with a petrol car that serves the same purpose, not with a much smaller or lower-specification vehicle. Record the exact variant, battery size, equipment, warranty, on-road price and expected delivery date. For each car, obtain current offers instead of relying on a headline list price.

- Use the same ownership horizon and annual kilometres.
- Use the same treatment of down payment, loan interest and fees.
- Use insurance quotes for the same driver, location, coverage and insured value.
- Use local servicing, tyre and repair quotations where available.
- Estimate resale at the same age and mileage, and label uncertainty.
Keep assumptions editable
Create a worksheet with separate cells for annual kilometres, years, home-charging share, public-charging share, electricity price, petrol price, consumption, insurance, maintenance, tyres, finance and resale. Do not hide several variables inside one “running cost” number. A change in any one input should update both the total and the cost per kilometre.
EV cost worksheet
1. Purchase, taxes and registration
Start with the actual on-road amount: vehicle price, sales taxes that apply to the transaction, registration, number plates, documentation and any dealer or bank charges. Record whether a quoted price is for a completely built unit or a locally assembled vehicle. Taxes and registration differ by province and by vehicle, so a Pakistan-wide registration figure is not reliable.
2. Financing
Separate the cash price from borrowing cost. Add interest, processing fees, insurance required by the lender and any lease charges over the selected period. If you compare cash purchase with finance, show both cases; otherwise a financing difference can be mistaken for an EV efficiency advantage.
3. Home charging equipment and electrical work
Ask the dealer exactly what is supplied: a portable charging cable, a wallbox, neither, or installation as part of a package. Price the missing items separately. Include an electrical assessment, cable route, breakers, earthing and protection, labour, wiring, parking-bay work and any connection or load upgrade. A wallbox with a higher rating than the car’s onboard AC charger will not make the car charge faster than its own limit.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Confirm the connector and maximum AC charging power from the exact vehicle documentation. Do not buy a generic charger without checking connector compatibility, voltage and local safety requirements. If you rent, live in a shared building or park away from your meter, include permission and metering costs where applicable.
4. Home charging energy
Use wall energy whenever possible. If a meter or charger display records the electricity drawn from the wall, that reading already includes charging losses; do not add a second loss factor.

- WORKS WITH EVERY NON-TESLA EV: Standard J1772 connector plugs straight into Ford, Chevrolet, Hyundai, Kia, Nissan, BMW, Volkswagen, Audi, Rivian, Lucid and every other EV or plug-in hybrid sold with a J1772 port - no adapter needed. Tesla drivers can charge too, using the J1772 adapter that comes with the car.
- PLUG IN, NO HARDWIRING: Level 2 charger delivers up to 40A to fully charge most EVs overnight. Plugs into a 240V, 4-prong NEMA 14-50 outlet (the RV/range type - NOT a dryer outlet) on a dedicated 50A circuit. The extra-long 25 ft cable easily reaches across a garage or driveway. Before ordering, check your car's port type and that you have the right outlet.
- CONTROL & SAVE FROM YOUR PHONE: A stronger built-in antenna keeps the charger online even in a garage or basement. Use the free app to start/stop charging, set speed (6-40A), get reminders, and track energy use and cost. Schedule off-peak overnight charging to cut your electric bill. Requires 2.4 GHz WiFi.
- SAFETY-CERTIFIED & WEATHERPROOF: Independently tested and certified (UL, ETL, FCC, Energy Star). A fully sealed IP66 / NEMA 4 housing stands up to rain, snow, heat and dust indoors or out, and internal steel shielding protects the electronics for years of reliable use.
- GLOW-IN-THE-DARK HOLSTER: The included high-visibility holster glows in the dark so you can find and dock the plug easily at night. Holds the connector securely when not in use.
Home energy cost = annual kilometres × wall kWh per 100 km ÷ 100 × marginal all-in PKR per kWh × years
Use measured consumption for the driver’s city/highway mix. If only a vehicle display figure is available, note that it may exclude some losses and accessories. The electricity rate should be the extra-unit cost on your own bill, including applicable duty, sales tax, financing-cost surcharge, fuel-price adjustment and income tax. Your tariff category determines which items apply.
5. Public charging
For each public session, use the customer-facing station price and add session, parking, idle or reservation fees. A wholesale electricity tariff or a station’s regulated input cost is not automatically the price paid by the driver. Record the proportion of kilometres charged publicly and the kWh purchased, rather than assuming every kilometre costs the same.
Public charging cost = kWh purchased × posted customer price + session, parking and idle fees
Check the station’s app, display or receipt immediately before charging. Availability and prices can vary by location and date.
6. Insurance, servicing, tyres and repairs
Obtain an EV insurance quote for the chosen cover and repeat it for the comparable petrol car. Add scheduled inspections, fluids, filters, brake work, suspension, air-conditioning, software or diagnostic charges, tyres and puncture repairs. Electric cars usually have fewer engine-related service items, but that does not establish a universal maintenance saving; local parts, labour and warranty terms decide the result.
Record tyre size and replacement interval separately. A heavier vehicle or a high-performance tyre can offset energy savings. Include a contingency only if you can justify it with a quote or a stated assumption.
7. Battery exposure
Do not invent a probability or a replacement price. Enter a battery repair or replacement amount only when the warranty, manufacturer documentation or a credible quotation establishes one. Otherwise show the row as “not included—no evidenced amount” and explain that the result does not price an unverified failure.
8. Resale
Subtract expected sale proceeds at the end of the period. Use evidence for the same age, mileage, battery warranty status and condition where possible. If EV resale data are thin, model a low, central and high resale case rather than claiming a precise value. The resale assumption can change the ownership ranking more than several years of charging.

Petrol-car cost worksheet
Fuel formula
Use observed fuel economy for the comparable car, not a laboratory claim:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Fuel cost = annual kilometres ÷ actual kilometres per litre × pump price per litre × years
Measure fuel economy over the intended route or use a conservative owner log. Recheck the pump price close to publication and close to the purchase decision. For a multi-year projection, show a stated fuel-price scenario—flat, rising or sensitivity bands—instead of presenting today’s price as certain.
Other petrol costs
Add purchase taxes and registration, finance, insurance, scheduled maintenance, repairs, tyres and other consumables using the same definitions and period as the EV. Subtract the petrol car’s expected resale value. Do not omit oil, filters, belts, exhaust work or cooling-system repairs merely because the EV has no equivalent line.
Pakistan energy prices: use dated figures correctly
Several published figures are useful for understanding the method but are not universal October 2026 prices.
| Figure | What it represents | How to use it |
|---|---|---|
| PKR 45.5/kWh base tariff; about PKR 71/kWh after taxes and adjustments; about PKR 95/kWh maximum EV charging-station tariff under the described structure | Ministry of Energy (Power Division) motion dated January 24, 2025 | A dated tariff framework under consideration, not proof of every station’s current customer price. Verify the station receipt or display. |
| PKR 25/kWh electricity, PKR 100/litre gasoline and PKR 110/litre diesel | National Electric Vehicle Policy modelling assumptions; publication date was not established in the cited passage | Policy-model inputs, not current retail prices. |
| PKR 358.77/litre petrol, PKR 50/kWh home charging and PKR 80/kWh public charging | AutoTrader.pk illustration, facts checked September 8, 2026 | An example for demonstrating the formula, not a Pakistan average. |
| PKR 60/kWh home and PKR 100/kWh public charging, with 12% losses; PKR 390/litre petrol | PakWheels hypothetical example | Illustrative only; do not combine its inputs with the AutoTrader example. |
The Ministry of Climate Change policy also models PKR 109.6 billion in yearly total savings and charging revenue across vehicle categories at stated five-year penetration targets. That is a national policy scenario, not a household saving estimate.
Illustrative energy-only calculation
AutoTrader.pk uses 18 kWh/100 km at home, 18 kWh/100 km in public charging, 13 km/litre for petrol and 1,500 km per month. Its assumed prices are PKR 50/kWh at home, PKR 80/kWh publicly and PKR 358.77/litre for petrol.
| Case | Calculation | Illustrative monthly energy cost |
|---|---|---|
| EV, all home charging | 1,500 × 18 ÷ 100 × 50 | PKR 13,500 |
| EV, all public charging | 1,500 × 18 ÷ 100 × 80 | PKR 21,600 |
| Petrol car | 1,500 ÷ 13 × 358.77 | PKR 41,397 |
The example explicitly excludes vehicle price, charger, taxes, repairs, tyres, financing, insurance, depreciation and battery replacement. It demonstrates arithmetic, not promised savings. PakWheels’ separate illustration applies 15 kWh/100 km plus 12% losses, PKR 60/kWh at home, PKR 100/kWh publicly, 14 km/litre and PKR 390/litre petrol; its conclusion likewise says energy savings do not establish total ownership savings.
Home charging: calculate the bill impact
Find your marginal electricity cost
Look at the tariff block that additional charging units will enter on your bill. Include the applicable taxes and adjustments shown by your utility. Average bill cost can mislead if charging pushes consumption into a higher slab. Run the worksheet with the current marginal rate and a higher-rate sensitivity.

Account for charging losses once
If the vehicle reports battery energy but your electricity meter records wall energy, use the meter figure or multiply battery energy by a documented loss factor once. If the charger receipt already states wall kWh, use that number directly. Applying both methods double-counts losses.
Consider practical access
- Confirm that the parking space is close enough for the cable route.
- Check whether the household supply can support the desired current without nuisance trips.
- Price a dedicated circuit, protection devices and weatherproofing.
- For shared parking, establish permission, billing and physical security before assigning a home-charging share.
Public charging and Pakistani regulation
NEECA’s 2024 EV Charging and Battery Swapping Regulations apply to charging and battery-swapping stations in K-Electric and NEPRA-licensed distribution territories. The framework describes residential Level 1 and Level 2 use and higher-power levels and identifies NEECA’s registration and oversight role. It helps explain how infrastructure is regulated; it does not guarantee a charger on a particular route or establish the price a driver will pay.
For a route-based cost, list the stations you can realistically use, their connector type, operating hours, advertised power and customer price. Add detours, parking and idle time where they affect the trip. A high-power station can be economically worse than home charging even if it reduces waiting time.
Taxes, registration and incentives
Registration and motor-vehicle taxes are jurisdiction- and vehicle-dependent. Punjab’s official motor-vehicle-tax page presents separate 2025–26 and 2026–27 schedules and filer/non-filer distinctions in applicable rows. Sindh’s official new-registration calculator requests invoice price, vehicle type, engine capacity, taxpayer status and other transaction inputs. Use the relevant provincial calculator or schedule for the registration location and exact vehicle.
An incentive must be current and applicable to the exact car. A Board of Investment entry reproducing Twelfth Schedule Sales Tax Act text describes an EV value-addition-tax exemption through June 30, 2026 for specified four-wheel EVs—small cars and SUVs up to 50 kWh and LCVs up to 150 kWh in stated CKD/CBU cases. That date predates the October 13, 2026 information cut-off, so do not deduct the exemption unless a fresh primary legal check confirms that it was extended and that the vehicle qualifies.
Do not assume one national EV registration fee, a permanent tax break or a filer treatment that applies in every province. Save the date and source of every tax figure in the worksheet.
Turn the worksheet into a decision
Show total, annual and per-kilometre results
Report each vehicle’s purchase cash requirement, financing cost, recurring annual cost, net ownership cost and cost per kilometre. Separately display the first-year charger and registration outlay. This prevents a low operating cost from hiding a large initial commitment.
Run sensitivity cases
At minimum, vary the assumptions that are most uncertain:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Annual distance: low, expected and high kilometres.
- Home/public charging split.
- Marginal home-electricity price.
- Public customer price and added session fees.
- Petrol price.
- EV and petrol resale proceeds.
- Insurance, tyre and repair quotes.
A simple table can show net cost and cost per kilometre for each combination. Do not announce a universal “breakeven year”; it exists only for a specific vehicle pair, financing arrangement, location, charging pattern and resale path.
Interpret the result
An EV is financially stronger when its energy and maintenance savings, plus resale, outweigh its purchase premium, financing, charger, insurance and other costs over the chosen period. A driver with inexpensive home charging and high annual mileage may reach that point sooner than a low-mileage driver dependent on public charging. The same EV can produce a different answer after a move to a higher electricity slab or a change in public-station prices.
Common calculation errors
- Using one fixed rupees-per-kilometre claim: consumption, electricity, fuel and charging access differ. AutoTrader.pk’s guidance is: “Do not trust one fixed rupees-per-kilometre claim.”
- Comparing energy only: purchase price, finance, taxes, insurance, servicing, tyres, charger work and resale determine total cost.
- Using a wholesale tariff for public charging: enter the customer-facing price and every applicable fee.
- Double-counting losses: do not add a loss factor to a wall-meter or receipt reading that already includes losses.
- Mixing examples: the AutoTrader and PakWheels illustrations use different assumptions and are not a current market comparison.
- Assuming the wallbox is included: verify the vehicle package and installation scope with the dealer.
- Ignoring the onboard AC limit: a higher-rated wallbox cannot exceed the car’s own AC charging capability.
- Carrying an expired incentive forward: verify the law and eligibility on the purchase date.
- Inventing battery-replacement exposure: include only an evidenced warranty, repair or replacement amount.
- Using list prices as on-road prices: add provincial registration, taxes and transaction charges.
A practical data-collection checklist
- Choose the EV, comparable petrol car, province, ownership years and annual kilometres.
- Get written on-road prices, finance offers and insurance quotations for both vehicles.
- Obtain the relevant provincial registration and tax calculation for each vehicle.
- Ask the EV dealer what cable, wallbox and installation are included.
- Have an electrician quote the circuit, protection, wiring, labour and any supply upgrade.
- Measure or document real EV wall consumption and petrol kilometres per litre.
- Record your electricity bill’s marginal extra-unit cost and current public-station prices.
- Collect scheduled-service, tyre and repair estimates, keeping EV and petrol definitions consistent.
- Set low, central and high resale values with the age, mileage and warranty status stated.
- Run the total, annual cash-flow and sensitivity tables; retain the date of every volatile input.
How often to refresh the calculation
Recheck fuel, public charging, electricity adjustments, taxes, registration schedules, insurance and resale assumptions immediately before purchase. Refresh them again when a major tariff, tax or vehicle-price change occurs. The method remains valid, but a dated input can quickly become misleading.
