“Green taxi” has two meanings in Los Angeles. Green SM is a specific all-electric taxi service that launched in the city on October 13, 2026. Separately, LADOT’s Green Taxi program covers authorized green vehicles operated under the city’s taxi system. The booking method, airport eligibility and real-time coverage can differ, so identify which service you need before requesting a car.

What “green taxi” means in Los Angeles

Green SM’s launch announcement from Green SM/VinFast Auto Ltd., dated October 14, 2026, says the service handles everyday trips, longer journeys and airport transfers. That statement does not by itself establish that every Green SM vehicle can pick up at LAX. Airport pickups are controlled by LAX and LADOT rules described below.

LADOT’s current commission information also matters when you see older references to the Los Angeles Taxicab Commission. The commission was dissolved on August 21, 2025, and authority transferred to LADOT. Current taxi-permit and program information should therefore be checked against LADOT guidance rather than an old commission page.
Which service should you choose?
Choose Green SM when you specifically want a battery-electric taxi and its app or hotline shows coverage for your pickup. Choose a permitted hybrid operator when you need another lower-emission option, a telephone reservation or a company already listed for LAX taxi pickups.

How to book a Green SM taxi
1. Start with the official Green SM app
- Open the Green SM app and enter your pickup address and destination.
- Check that the pickup pin is on a public, accessible curb or other location where a taxi can legally stop. Add a building entrance, terminal, hotel name or cross street when the address is ambiguous.
- Review the ride details and the pickup estimate shown by the app, if one is available.
- Request the vehicle and keep the app open for driver or vehicle updates.
The launch announcement confirms app booking but does not state a universal wait-time promise. Treat an in-app estimate as a current dispatch estimate, not a guaranteed arrival time. Traffic, demand and the number of available taxis can change after you submit the request.

Use the current hotline number published by Green SM when you need telephone assistance, cannot use the app or are arranging a ride for someone else. The launch announcement confirms a hotline but does not publish a number, so do not rely on an unverified number copied from a third-party listing.

Tell the dispatcher:
- Exact pickup address, including terminal, hotel entrance, apartment gate or cross street.
- Destination and whether the trip is time-sensitive.
- Passenger count and luggage needs.
- Whether you need an ADA ramp- or lift-equipped vehicle.
- Whether the pickup is at LAX or another airport, so the dispatcher can confirm the correct meeting procedure.
3. Hail a Green SM vehicle on the street
Green SM’s launch announcement says customers may hail a vehicle. Stand where a taxi can safely pull over, look for the company and taxi markings, and confirm the destination with the driver before entering. A street hail is an availability check in itself: it works only when a vehicle is nearby and free, and it does not provide the advance dispatch record or pickup estimate that an app or phone reservation can provide.
4. Reconfirm close to departure
If the trip matters for a flight, appointment or event, check the app or call again shortly before leaving. A reservation is a request for dispatch, not a guaranteed arrival time. Bell Cab explicitly states that online or app reservations do not guarantee timely service because taxi availability and traffic conditions can change; the same practical risk applies whenever demand or road conditions are uncertain.
How to check green taxi availability near you
There is no published Green SM live map or citywide wait-time dashboard in the launch material. Use the following order to get the most reliable current answer.

- Check the pickup address in the Green SM app. If the app accepts the address and returns a pickup estimate, coverage is being offered for that request at that moment.
- Call the hotline if the app shows no cars, an unclear boundary or an unusually long estimate. Ask whether dispatch can cover the exact address and how the estimate may change during the requested window.
- Ask for a specific pickup point. A nearby main entrance or cross street may be easier for a taxi to reach than a gated driveway, pedestrian plaza or restricted curb.
- Recheck immediately before travel. Availability is dynamic. A car shown a few minutes earlier may be assigned, delayed by traffic or unable to reach the pickup point.
- Use a permitted alternative if the request cannot be covered. Bell Cab offers online booking and telephone reservations, and its reservation numbers are 888-481-2345 and 310-219-3100.
What an availability answer does—and does not—mean
- “Request accepted” means the operator has received a dispatch request; it is not a promise that the car will arrive at the displayed minute.
- A pickup estimate is conditional on traffic, vehicle location and demand.
- No cars shown may mean temporary demand, a service-area limit, an address the system cannot geocode or a technical problem. Confirm by phone before assuming the service is unavailable throughout Los Angeles.
- A quoted fare or estimate should be treated as operator-specific. The Green SM launch announcement does not publish a fare table, so ask the operator what will be charged and how the fare is calculated before the ride when the app does not display it.
Booking a hybrid green taxi with Bell Cab
Bell Cab’s fleet information says the company was the first Los Angeles taxi company to add hybrid taxis. It provides online booking and telephone reservations at 888-481-2345 and 310-219-3100.

Online booking
- Open Bell Cab’s booking page and enter the exact pickup and destination.
- Choose the requested pickup time, allowing extra margin for traffic if the trip is tied to a flight or appointment.
- State that you want a hybrid vehicle if that matters for your trip, and request an accessible vehicle at the same time if needed.
- Save the confirmation details and check for any updated dispatch message before leaving.
Telephone booking
When calling, provide the pickup entrance rather than only a building name. Ask whether a hybrid vehicle is available for the requested time, whether the trip can be dispatched to your address and what pickup estimate the dispatcher can currently provide. Bell Cab warns that traffic and taxi availability can prevent a reservation from arriving on time, so build in a buffer for consequential trips.
How to get a green taxi at LAX
LAX applies a stricter rule than a normal city curb: only taxis displaying an official City of Los Angeles Department of Transportation seal may pick up passengers. A vehicle’s green paint, electric powertrain or app branding is not enough by itself.
Arriving at LAX
- Follow airport signs to the LAX-it pickup area.
- Use the authorized taxi queue or the airport’s taxi dispatch process rather than accepting a pickup from an unmarked curb.
- Check that the taxi displays the official City of Los Angeles Department of Transportation seal before boarding.
- If you are trying to meet a pre-booked Green SM vehicle, confirm with Green SM where the vehicle is authorized to collect you. The public launch announcement says the service offers airport transfers but does not establish LAX pickup authorization for every Green SM vehicle.
LAX lists these authorized taxi companies: Bell Cab, Beverly Hills Cab, City Cab, Independent Taxi, United Checker Cab, United Independent Taxi Drivers, United Taxi of San Fernando Valley and Yellow Cab.
For authorized taxi dispatch at LAX, call 310-646-9177. This is the appropriate channel when you need help locating an authorized taxi, confirming the pickup procedure or arranging an accessible vehicle.

Airport timing and meeting points
Airports create additional delay points: baggage claim, terminal exits, traffic on airport roads and the walk to LAX-it. Give the dispatcher your terminal and use the meeting point they specify. Do not ask a driver to collect you at a prohibited curb simply because it is closer to baggage claim; the airport’s authorized pickup process takes priority.

Request accessibility when you book, not after the vehicle arrives. Say whether the passenger uses a wheelchair, needs a ramp or lift, or needs additional boarding time. LADOT Cityride guidance describes taxi vans equipped with ADA ramps or lifts, and LAX says accessible taxis can be dispatched through taxi dispatch.
- For a Green SM app request, use any accessibility or special-instructions field available and call the hotline if the app does not let you specify the equipment.
- For Bell Cab, state the requirement during online or telephone booking and ask the dispatcher to confirm that the assigned vehicle has the needed ramp or lift.
- At LAX, call 310-646-9177 or ask airport taxi dispatch for an accessible vehicle.
- Give the operator enough time to locate the correct vehicle; an ordinary taxi assignment may not meet an equipment requirement.
Why the app or reservation may not work
The app shows no service at your address
Verify the street number, ZIP code, building entrance and pickup pin. Then call the operator. A missing result can reflect a temporary shortage, a boundary issue or an address the dispatch system cannot interpret. If the operator confirms no coverage, ask whether a nearby legal pickup point is served or use another permitted taxi company.

Expect the estimate to change when traffic builds, a vehicle is delayed on its previous trip or demand increases. Keep the phone available, remain at the stated pickup point and contact dispatch if the estimate passes the latest promised window. Because reservations are not guaranteed arrivals, leave additional time for flights and appointments.

The driver asks for an off-airport meeting point
At LAX, return to the LAX-it area or the location provided by authorized taxi dispatch. Only a taxi displaying the official DOT seal may pick up passengers. If you are unsure whether a pre-booked vehicle is authorized, call LAX taxi dispatch at 310-646-9177 before leaving the designated area.
You need a taxi outside normal app use
Use the operator’s hotline or street hail. For Bell Cab, the published reservation numbers are 888-481-2345 and 310-219-3100. For Green SM, use the current hotline listed by the company because the launch announcement does not include a telephone number.
What Los Angeles taxi-app rules mean for passengers
Los Angeles Municipal Code section 71.02.4 requires a permit for a taxi-app operator that electronically orders an on-demand taxi for a City-permitted taxicab operator. An in-house app run by a permitted taxi company is subject to the same permit and board-rule requirements.
For a passenger, the practical point is simple: an app is a booking channel, not a replacement for the city’s taxi-permit and airport rules. Use an operator that identifies itself as a permitted taxi service, follow the dispatch instructions and apply the LAX seal requirement even when the ride was requested electronically.
Before-you-book checklist
- Decide whether you mean Green SM’s all-electric service or any LADOT-authorized green or hybrid taxi.
- Enter a precise pickup entrance and destination.
- Check the current app estimate or call dispatch for coverage.
- Ask for an ADA ramp- or lift-equipped vehicle before the reservation is assigned.
- For LAX, confirm the authorized pickup process and plan to use LAX-it.
- Ask about fare information when no fare estimate or table is displayed.
- Allow extra time because traffic and taxi availability can change after booking.
- Reconfirm shortly before departure, especially for a flight or fixed appointment.
Bottom line
Use the Green SM app, hotline or a street hail for its all-electric taxis, and use Bell Cab’s online or telephone booking when a hybrid vehicle or an established LAX-authorized operator is more suitable. Availability is always time-sensitive: check the app or call immediately before travel, and at LAX board only a taxi displaying the official City of Los Angeles Department of Transportation seal.
