A concrete driving surface sits over the railroad alignment, and linked highway and railway control systems lock one mode out before the other enters. Cars travel in alternating one-way groups; trains receive their own controlled openings. You never meet a train inside the tunnel, because the systems are designed to keep road vehicles and trains from occupying it simultaneously.
What makes the Whittier Tunnel different
Most road tunnels have separate lanes or separate tubes for opposing traffic. Whittier has one physical lane and one track alignment. The apparent contradiction is solved by time, not by extra space: a road opening sends vehicles in one direction, the opening ends, the highway gates close, and the railway system can take control. When the train movement is complete, the process reverses for the next road opening.

Alaska Department of Transportation and Public Facilities (DOT&PF) describes the arrangement plainly: “Automobiles and trains take turns traveling through the tunnel.” Its FAQ also says that “Two sophisticated computer systems using fail-safe technology ensure that trains and cars are never in the tunnel at the same time.” Those statements describe temporal separation. The tunnel is physically shared, but road and rail operations are not concurrent.
How one lane carries both tires and train wheels
A railroad tunnel first
The tunnel began as a military railroad project during World War II. The U.S. Army started the connection to Whittier in 1941, completed the rail spur in 1943, and linked the port with the Alaska Railroad at Portage. For decades, the railroad was Whittier’s only highway connection. Vehicles were transported on flatcars before a road conversion became practical.

The concrete road is built over the track
During conversion, crews removed the old rail ties and ballast and installed a driving surface made from pre-formed concrete panels. The panels have grooves aligned with the rails. When highway traffic is allowed, automobile tires run on the concrete; when the highway is closed, train wheels use the rails in the same alignment.
DOT&PF’s published design figures specify 1,800 panels. Each panel is 7.5 feet long and 8 feet wide, and adjoining concrete creates an 11.5-foot-wide paved surface. Asphalt beside the rail provides access for rail removal, repair, or replacement. The road is therefore not a separate roadway beside the railroad; it is a surface engineered around the existing track.
Ventilation and emergency infrastructure
The tunnel’s supporting systems are as important as its shared roadbed. DOT&PF’s design description lists six 75-horsepower jet fans for normal ventilation and four 300-horsepower portal fans for emergency smoke and fume purging. It also identifies emergency safe houses at roughly 1,600-foot intervals, disabled-vehicle pull-outs, drainage, and rockfall protection.

How the traffic-control changeover works
Two linked systems divide responsibility. The Tunnel Control System, or TCS, governs highway traffic. It meters vehicles, tracks their movement, operates signals and gates, and gives operators video views inside the tunnel. The Train Signal System, or TSS, controls railroad switches and signals. The systems are interlocked so that one mode cannot authorize entry while the other mode has control.
- Vehicles assemble outside the portal. Cars and trucks wait in staging lanes rather than entering whenever they arrive. The TCS controls the release rate and spacing.
- The highway opening is protected. Signals and gates indicate whether the portal is open. The system tracks vehicles after they enter and can flag a stopped vehicle for the operator.
- The road is cleared before a mode change. Once the final vehicle has exited and detection confirms the tunnel is clear, the highway gates remain closed.
- Rail control is enabled. In railroad mode, the TSS controls the train signals and switches while highway gates stay shut. The train movement proceeds only under that railway authorization.
- The train must clear before cars return. After the train exits and the system confirms the tunnel is vacant, control can be transferred back to the highway system for a scheduled opening.
- Operators retain supervision. Cameras, vehicle detection, gates, signals, and alarms give tunnel staff the information needed to stop an opening or respond to a disabled vehicle.
The exact spacing rates and operating procedures can vary by vehicle class and current operating rules. DOT&PF’s virtual-drive material explains the concept, but travelers should use the agency’s current instructions at the time of their trip.
Why cars travel in alternating one-way openings
With only one road lane, opposing traffic cannot pass inside the tunnel. DOT&PF therefore schedules departures in alternating directions, generally between Bear Valley and Whittier. The schedule page describes departures at 15-minute intervals and publishes separate summer and winter timetables.

The posted seasonal definitions are summer from May 1 through September 30 and winter from October 1 through April 30. In winter, when temperatures are 32°F or below, an opening may use only the final five minutes of the scheduled window. That cold-weather rule can reduce the practical time available for vehicles to enter.

Unscheduled trains can interrupt the pattern and create occasional 15-to-30-minute delays. A displayed departure time is therefore an opening in the operating plan, not a promise that every vehicle will enter immediately. Check the live DOT&PF schedule before leaving and arrive early enough to queue in the correct staging area.
Inside-tunnel time versus total trip time
DOT&PF’s FAQ estimates the drive through the tunnel at about six minutes when traveling 25 mph. That figure covers the movement inside the tunnel only. It does not include waiting for a scheduled opening, staging, gate operation, or a delay caused by an unscheduled train. Build those outside-the-tunnel periods into any appointment or connection.
What to do when driving through
Before you leave
- Check the current DOT&PF schedule, including the seasonal timetable and any posted operating notices.
- Confirm the current toll and ticket conditions. The official site states that tickets are round-trip and provides a separate toll schedule and online ticket portal; amounts and conditions can change.
- Measure the vehicle, including load and equipment, against the current size rules. Do not rely on an old travel post or a remembered dimension.
- Plan to arrive before the opening you want. Staging and metering determine whether a vehicle makes that departure.
- If traveling in a motorhome, trailer combination, commercial vehicle, or other unusual vehicle, contact DOT&PF about the applicable opening and restrictions before arrival.
At the staging area and portal
Follow lane markings, signs, signals, and instructions from tunnel personnel. Vehicles are released in controlled groups, so leaving a gap or attempting to bypass the queue can interfere with the system’s tracking and spacing. Do not enter while a red signal or closed gate is displayed.

On the concrete surface
Keep the vehicle centered in the usable roadway and avoid driving directly on the rails. Rail steel can be slippery, and the grooves can influence steering, especially for vehicles with narrow tires or trailers. Maintain a steady speed, avoid unnecessary stops, and keep enough distance to react if traffic ahead slows.

The tunnel is narrow and has no normal pedestrian shoulder. If a vehicle becomes disabled, follow the operator’s directions and use a designated pull-out only when instructed or when the situation requires it. Do not turn around or attempt to reverse toward the portal unless directed by personnel.
Vehicle dimensions and special openings
DOT&PF’s vehicle-size information contains an important qualification about length. The normal dimensions listed are 10 feet wide, excluding mirrors, 14 feet high, and 75 feet long. The same page says a commissioner’s best-interest finding increased the length limit to 80 feet while a regulatory update is pending. Because those figures are inconsistent on the agency’s own material, verify the currently enforced limit before traveling with a long vehicle.

Special dimensions do not mean a large vehicle may simply join an ordinary departure. They refer to designated openings and operating arrangements. Obtain current instructions from DOT&PF before bringing an oversized vehicle to either portal.

Pedestrians and bicycles are not permitted through the tunnel. DOT&PF cites several reasons: rail grooves and the narrow roadway create immediate handling and footing hazards; the vehicle-detection system cannot reliably detect every pedestrian or cyclist; and the short time available to change traffic direction leaves little margin for a person to clear the alignment. The one-way schedule is designed for controlled motor-vehicle movements, not mixed road users.

Do not walk or cycle through the tunnel, even if a vehicle opening appears empty. Use an authorized transportation option instead.
How the tunnel was selected for conversion
Whittier’s isolation made a highway connection attractive, but a second full road tunnel or a road over the mountain would have required major construction. DOT&PF considered expanded rail service, electric trains, a road over the mountain, a highway through the existing tunnel, and a road to the mountain followed by conversion of the rail tunnel. The shared one-lane design was selected as the practical way to provide vehicle access while retaining rail service.
Vehicle traffic began on June 7, 2000. DOT&PF’s accomplishment material describes the tunnel as 13,300 feet long, or about 2.5 miles, and identifies it as the longest highway tunnel in North America. That designation is an agency description; the published material does not attach a year to the claim.
What happens when something goes wrong
The interlock is intended to prevent the most serious conflict: a train entering while road vehicles remain inside, or cars entering while a train has control. Detection equipment can identify a stopped vehicle, bring the relevant camera view to an operator, and close gates. The ventilation system can support normal air movement and emergency smoke or fume purging, while safe houses and pull-outs provide designated infrastructure for emergencies.
These systems reduce risk but do not remove the need for driver cooperation. A red signal, closed gate, operator instruction, or stopped vehicle ahead is a reason to wait. Never pass a gate, drive around a signal, or assume that an apparently clear portal is authorized for entry.
The FAQ reports one accident involving a car during the first six years of operation. That is a historical statement from Alaska DOT&PF with no publication date shown on the page; it is not a current accident rate and cannot be used to predict present-day risk.
Driving versus taking a train
Driving gives you control of your own vehicle but requires matching a scheduled opening, complying with size limits, paying the applicable toll, and allowing for staging and train delays. Alaska Railroad passenger trains also serve Whittier as part of the railroad’s tourism service. Passenger schedules and availability are separate from the highway opening schedule, so check the railroad directly if you are considering rail travel.
