How Ports Can Plan Charging Infrastructure for Electric Yard Equipment

Ports should size charging infrastructure from real equipment use, shift schedules and replacement plans—not a generic charger-per-vehicle rule. This guide covers fleet baselines, demand modeling, utility design, charging windows, costs, emissions and implementation metrics.

Ports should not begin with a charger count. Begin with the terminal’s actual equipment, work patterns, replacement schedule and electrical constraints; then model energy demand and design charging around the shifts that create it. The result is a phased plan connecting equipment procurement, utility service, chargers, operating procedures, emissions targets and community priorities.

What a port is actually planning

“Yard equipment” is a fleet category, not one machine. A container terminal may operate yard tractors (terminal tractors), cranes, forklifts, reach stackers, top handlers and other container-handling equipment. The mix changes with cargo type and terminal layout. The U.S. Environmental Protection Agency (EPA) identifies yard trucks, cranes and container handlers as major cargo-handling-equipment (CHE) emission sources at a typical container port.

As an Amazon Associate I earn from qualifying purchases.

Set the planning boundary before collecting numbers. A plan might cover one terminal, several tenant-operated terminals, the entire port, or a connected drayage and freight operation. Keep cargo equipment separate from drayage trucks, locomotives, vessels and harbor craft when building the inventory; EPA’s port-inventory guidance treats these as distinct mobile-source sectors. Record who owns each asset and who controls its daily operation, because an infrastructure project can fail if the terminal, landlord and equipment operator have different responsibilities.

The decision should also be explicit. Examples include replacing diesel terminal tractors at their normal end of life, meeting an emissions target, avoiding local air-quality impacts, or testing battery-electric and hydrogen fuel-cell equipment before a larger conversion. Each objective changes which assets are prioritized and which performance measures matter.

Build an asset and activity baseline

Create one row for every vehicle or machine. A useful baseline contains:

  • Equipment class, make or model, and primary work area.
  • Fuel type, annual fuel consumption and refueling location.
  • Age, engine tier and expected replacement date.
  • Annual operating hours, hours by shift, idle time and typical duty cycle.
  • Operating location, route length, payload pattern and grade where relevant.
  • Operational criticality, assigned backup equipment and acceptable downtime.
  • Ownership, operator, maintenance responsibility and charging access constraints.

Use measured fuel records, telematics and shift logs rather than a fleet-average assumption. EPA recommends tracking annual hours and engine tier and targeting older, high-hour equipment first. A high-hour tractor near replacement may produce more near-term emissions benefit than a newer unit that runs only occasionally.

EPA describes 1,000 annual operating hours in each of the preceding two years and at least three years of remaining life as criteria consistent with certain Diesel Emissions Reduction Act (DERA) upgrade-eligibility contexts. Those figures are program-related criteria, not universal engineering thresholds or a rule that every port should apply to replacement decisions.

Separate utilization from availability

Two machines can each show 2,000 annual hours while having very different charging needs. One may work predictable two-hour shifts with long breaks; another may run continuously and be dispatched whenever a vessel is alongside. Record the time each unit is actually moving, waiting, loading, charging or unavailable. This distinction determines whether opportunity charging can work or whether additional standby equipment is needed.

How to estimate electricity demand

Estimate demand from duty cycles, not from the number of vehicles alone. For each candidate electric asset, calculate energy required per shift from observed work, then model charging losses, reserve state of charge, seasonal conditions and battery degradation. Aggregate the results by charging window: between tasks, during breaks, between shifts and overnight.

A scenario model should vary at least these inputs:

  • Fleet mix: battery-electric, hydrogen fuel-cell and remaining combustion equipment.
  • Shift length, number of shifts and overlap between shifts.
  • Utilization, idle time, payload and route distance.
  • Charging behavior, including target state of charge and maximum charging rate.
  • Fleet growth, vessel-call peaks and seasonal operating changes.
  • Equipment availability requirements and the number of spare units.

The California Energy Commission’s project at International Transportation Service in Long Beach used cargo-equipment data to establish a fuel-use baseline, estimate future electricity or hydrogen demand for different equipment mixes, and then estimate fixed infrastructure, costs and operational or fueling changes. Its public summary does not establish a universal charger count or power rating; those outputs depend on the terminal’s own fleet and schedule.

How many chargers does a terminal need?

There is no defensible port-wide answer without site data. A terminal needs enough charging capacity to restore the energy used during its busiest operating periods while keeping equipment available. The calculation is a reliability exercise, not simply vehicles divided by chargers.

For each time window, compare the fleet’s required energy with the energy that available chargers can deliver during that window. Then test peak conditions: a vessel call that increases moves, a delayed shift that compresses charging time, extreme temperatures, a charger out of service and a vehicle arriving with less state of charge than planned. If the model only works under average conditions, the design is undersized.

Charger quantity and charger power are separate decisions. More lower-power chargers may fit overnight parking and reduce simultaneous peak demand. Fewer higher-power units may support short breaks but can require larger service upgrades and create queuing risk. Shared dispensers can improve utilization only when connector standards, parking geometry and dispatch rules allow the relevant equipment classes to use them.

Translate demand into electrical infrastructure

Once scenarios produce an hourly load profile, electrical engineers can size the physical system. The plan should document:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Existing service capacity, transformer loading and spare breaker capacity.
  • Utility interconnection requirements, upgrade scope, lead times and cost responsibility.
  • Medium-voltage or low-voltage distribution, switchgear, transformers and protection.
  • Charger locations, cable routing, bollards, drainage, lighting and collision protection.
  • Communications, network controls, metering and cybersecurity requirements.
  • Fire protection, emergency isolation, maintenance access and safe traffic flow.
  • Space reserved for later chargers, larger conductors or on-site energy resources.

Do not treat the utility upgrade as an administrative detail. A terminal may have enough theoretical land for chargers but insufficient service capacity at the required voltage. Obtain a written utility screening, identify network-reinforcement assumptions and align the interconnection schedule with equipment procurement. A charger that arrives before energized service is an idle capital asset.

Design for phasing

Place conduits, equipment pads and switchgear with the next phase in mind, while installing only the charging hardware justified by the first fleet tranche. Phasing can reduce initial capital exposure and let operators validate real energy use, but temporary arrangements should not compromise safe clearances or force expensive rework.

When can electric yard tractors charge?

Charging windows must be written into the operating plan. Common windows include:

  • Between shifts: useful when tractors return to a controlled parking area and the gap is reliably long enough.
  • During scheduled breaks: can support high-utilization fleets, but only if breaks are predictable and connectors can be handled quickly.
  • Overnight: generally offers the longest window and may reduce peak power, provided the fleet is not required for overnight vessel or gate operations.
  • Opportunity charging: places equipment near a work zone for short, repeated sessions; it can reduce battery size but adds traffic, equipment-protection and queue-management requirements.

A Port Electrification Handbook search extract from the U.S. Department of Energy’s Pacific Northwest National Laboratory notes that ports have considered night and between-shift charging for forklifts, reach stackers, top handlers and terminal tractors, with approaches varying by equipment and operation. Treat the handbook observation as a starting point: validate charging time, connector handling and safety procedures for the specific models under consideration.

Revise dispatch and fueling routines together. Assign parking locations, define who plugs in, set minimum state-of-charge rules, create a procedure for a failed session and ensure maintenance staff can isolate a charger. If charging occupies spaces needed for staging, the infrastructure can reduce throughput even when electrical capacity is adequate.

Compare battery-electric, hydrogen and transitional scenarios

Use a common scorecard rather than choosing a technology from headline range claims. The CEC blueprint compared pathways using operational fit, energy demand, fixed infrastructure, cost, protocol changes, emissions, air quality and stakeholder input.

Decision axis Questions to answer Evidence required
Duty-cycle fit Can the equipment complete its assigned work with available charging or fueling windows? Shift logs, telematics, payload and route data
Energy demand What hourly electricity or hydrogen demand occurs in normal and peak operations? Measured fuel use and scenario model
Infrastructure What service, distribution, chargers, storage or dispensing equipment is required? Utility study and site engineering
Operations How do parking, dispatch, maintenance and emergency procedures change? Operator workshops and pilot results
Emissions and health What changes in greenhouse gases, ozone precursors and PM2.5 occur locally? Port-specific emissions and air-quality analysis
Procurement Can equipment be delivered when infrastructure is ready, with parts and service support? Supplier commitments and replacement plan
Community outcomes Which nearby neighborhoods experience exposure or benefit? Stakeholder input and modeled health benefits

Keep a transitional case in the model. Retaining some combustion equipment may be necessary while electric models, utility service or maintenance capability scale up. That is a planning assumption to test, not an endorsement of a particular technology.

  • Vehicle or equipment purchase, leasing and end-of-life disposal.
  • Chargers, dispensers, transformers, switchgear, civil works and installation.
  • Utility studies, service upgrades, demand charges and electricity tariffs.
  • Software, networking, metering, maintenance training and spare parts.
  • Temporary productivity impacts during construction and revised staffing or procedures.
  • Replacement equipment needed to preserve availability while units charge or undergo maintenance.

Available project figures illustrate scale but are not benchmarks. On February 7, 2023, the Port of Virginia reported four MAFI T230e electric yard tractors entering service at Norfolk International Terminals, whose fleet then included 100 diesel yard tractors. The port estimated those four tractors would offset 266 metric tons of carbon per year. That is a port estimate for that deployment, not a transferable result for another fleet.

On September 3, 2026, the Port Authority of New York and New Jersey and CALSTART announced a $45 million incentive effort: up to $39 million in vouchers for zero-emission drayage trucks and terminal tractors and a $5 million charging-hub program. Verify current terms, timing and eligibility before relying on the announcement. The EPA’s 2024 Clean Ports selections also included a proposed Port Authority project involving electric cargo-handling equipment, drayage trucks and charging infrastructure; a funding selection is not proof that funds remain available or that another port qualifies.

No general evidence establishes a standard installation cost, utility-upgrade duration, charger power level or business-case return. Each must come from the site’s utility, engineering design, procurement quotes and operating model.

Include emissions, air quality and community impacts

Build an emissions inventory before selecting projects. EPA’s inventory methods cover cargo-handling equipment and other mobile sources at marine, Great Lakes and river ports as well as freight facilities. Keep activity data auditable: annual hours, fuel consumed, engine tier and hours per unit of cargo, such as hours per twenty-foot equivalent unit (TEU).

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the inventory to rank projects and to establish a baseline for measurement. The CEC Long Beach work included stakeholder and community input, modeled air quality and quantified health benefits associated with reduced ozone and PM2.5. Do not transfer those benefits to another port without modeling that port’s equipment, meteorology, neighboring population and operating activity.

Make engagement part of design

Invite terminal workers, tenants, nearby residents, utilities, emergency responders and local agencies before locations are fixed. Ask about truck queues, noise, construction access, electrical safety, charging visibility and the timing of emissions reductions. Document how feedback changes siting, phasing or performance commitments.

Phase the program around replacement cycles

  1. Define scope and governance. Identify terminals, tenants, equipment owners, operating responsibilities and the decision the project must support.
  2. Complete the baseline. Reconcile asset lists with fuel, telematics, maintenance and shift records; flag high-hour, older units and near-term replacements.
  3. Build operating scenarios. Model candidate equipment mixes, duty cycles, charging windows, growth and peak events.
  4. Screen the site and utility. Confirm service capacity, interconnection work, charger locations, traffic flow, safety and expansion space.
  5. Compare total impacts. Score operational fit, energy demand, infrastructure, cost, emissions, air quality, community effects and procurement risk.
  6. Pilot with measurable controls. Select equipment and charging locations that can produce reliable utilization and availability data without jeopardizing essential operations.
  7. Procure in matched phases. Align equipment delivery, utility energization, charger commissioning, operator training and maintenance support.
  8. Review and expand. Update the model with actual energy use, queues, downtime and emissions before approving the next tranche.

Measure whether the infrastructure works

Track results by equipment class and shift, not only as a monthly electricity total. Core measures include:

  • Equipment availability, charger availability and charging-session success rate.
  • Energy consumed per operating hour, move or TEU.
  • Peak demand, charging-window utilization and queue time.
  • Annual operating hours, idle hours and maintenance downtime.
  • Electricity or hydrogen use compared with the modeled scenario.
  • Emissions changes using the same inventory boundaries and methods as the baseline.
  • Cargo moved per operating hour and any changes in vessel or gate productivity.

If availability falls, determine whether the cause is insufficient chargers, poorly timed sessions, a utility constraint, battery or vehicle performance, connector faults, network controls or dispatch behavior. Correct the specific bottleneck before buying more hardware.

Common planning mistakes and fixes

  • Using a fleet-average duty cycle: segment by equipment type, shift and task.
  • Choosing chargers before understanding operations: model charging windows and queues first.
  • Ignoring tenant ownership: assign data, capital and operating responsibilities in writing.
  • Assuming utility capacity: obtain a service study and schedule upgrades with procurement.
  • Counting only normal days: test vessel-call peaks, weather, outages and charger failures.
  • Repeating a showcase project’s result: treat dated port examples as evidence of feasibility, not universal performance.
  • Measuring only carbon: include local pollutants, worker exposure, community effects and terminal productivity.
  • Building a one-time plan: refresh the model as equipment, tariffs, funding and operating patterns change.

The practical answer

A port can plan charging infrastructure confidently when its asset inventory, duty-cycle model, utility study and operating procedures agree. The right charger count is the number that meets the modeled peak energy requirement with acceptable queues and redundancy at the site’s available service capacity—not a generic ratio borrowed from another terminal. Tie each installation phase to equipment replacement, verify funding and utility assumptions locally, and publish performance measures that show whether electrification improves emissions without undermining safe, reliable cargo handling.
