Shore power is a port infrastructure and operating-model project, not a purchase of plug-in equipment. A credible plan links vessel calls and berth demand to utility capacity, grid connections, quay construction, safety controls, operating responsibility and a finance structure. Ports should complete a feasibility and investment case before construction, then combine appropriate public funding, borrowing and private or utility participation under clearly assigned ownership and maintenance terms.
What shore power means for a port
Shore power—also called onshore power supply (OPS), shore-side electricity or cold ironing—allows a vessel at berth to shut down some or all onboard generators and connect to electricity from land. The connection can reduce local engine emissions and noise while a ship is alongside, but the port must provide far more than a cable and a connection box.

The project may require a utility service upgrade, substations and transformers, medium- or low-voltage distribution, frequency-conversion equipment, cable management, protection systems, civil works and quay alterations. It also requires agreements covering who requests a connection, who operates switching equipment, who pays for electricity, who responds to faults and who maintains each asset.
The European Maritime Safety Agency (EMSA) describes its guidance as intended to assist “in the planning and development of SSE options, starting with project decision-making and development of infrastructure elements, definition of responsibility frameworks and construction of control measures to assist in operation.” EMSA’s Shore-Side Electricity guidance was published in 2022 and updated on 11 November 2025.

Shore power is not automatically the right solution for every berth. Battery charging, battery swapping, power banking and microgeneration are other ship–shore electrification options identified by EMSA. Select among them only after matching the technology to vessel type, berth dwell time, energy demand, grid conditions, safety requirements and the port’s investment capacity; the available sources do not establish a universal ranking.
Start with a berth-and-vessel use case
Begin with demand, not equipment. Create a berth-by-berth inventory of vessel calls and operating patterns, then identify where a connection would be technically useful and financially defensible.
Collect the minimum demand data
- Berth location, quay length, water depth and existing electrical assets.
- Vessel classes, nameplate connection requirements, voltage and frequency needs, and whether ships are prepared for shore connection.
- Calls per year, typical arrival and departure windows, time alongside and seasonal variation.
- Hotel-load or cargo-operation demand while alongside, expected peak load and likely simultaneous connections.
- Terminal schedules, reefer loads, cranes and other electrical demand that may compete for capacity.
- Connection constraints such as tidal movement, cable reach, fender geometry, weather exposure and access for maintenance.
Screen candidate berths
Rank berths by repeatable demand and deliverability. A berth with frequent calls from compatible vessels may offer more value than a high-profile berth with rare or incompatible calls. Record assumptions separately for conservative, expected and high-demand cases; the reviewed sources do not provide a universal demand threshold or payback formula, so a port should not substitute a generic cutoff.

| Question | Evidence to document | Decision use |
|---|---|---|
| Will vessels connect? | Fleet compatibility, operator commitments and call schedules | Determines practical utilization |
| How much power is needed? | Measured or documented vessel loads, peak demand and diversity | Sizes service, transformers and distribution |
| Can the berth be built? | Quay condition, excavation limits, space and construction windows | Reveals civil and schedule risk |
| Can the grid serve it? | Utility capacity, voltage, connection point, lead time and upgrade cost | Sets the project boundary and phasing |
| Who will operate it? | Port, terminal, vessel, utility and service-provider roles | Defines procedures, contracts and liability |
Define the electrical and civil scope
Translate the demand forecast into a single-line design and a construction package. The scope normally includes the utility interconnection, incoming switchgear, transformers, protection and metering, distribution to each berth, connection units and cable-handling equipment. Depending on vessel requirements, frequency conversion may be needed. The design should also address communications, interlocks, emergency shutdown, fault detection, grounding, weather protection and safe access.

Include the work below the quay surface
Grid and connection work can dominate both cost and schedule. Allow for utility studies, easements, new substations, duct banks, trenching, excavation, cable routes, drainage, quay penetrations, reinstatement and temporary access. Coordinate with cargo operations so construction does not create an unacceptable closure or safety conflict. Rotterdam’s 2026 project description illustrates the breadth of a real scope: eight kilometres of quay and 35 connection points, together with grid connection, cabling, excavation and associated quay works—not merely ship connection cabinets. Port of Rotterdam’s 23 March 2026 announcement reports those elements.
Plan in phases when capacity is constrained
A phased design can prioritize the berths with the strongest demand while the utility develops later upgrades. Preserve routes, switchgear space and protection coordination for future connections so that an initial installation does not strand capacity. State which loads are firm, which are optional and which depend on a future grid project.
Assign safety and operating responsibility before procurement
A shore connection crosses organizational boundaries. The port may own the berth, a terminal may control cargo operations, a utility may own the incoming service, a vessel operator may control the shipboard connection and a specialist may operate or maintain the shore system. Write the boundaries into contracts and procedures before selecting equipment.

A connection should not proceed until both ship and shore confirm compatible settings and a safe state.

Build an investment-grade feasibility case
Before committing to construction, test whether the proposed system is technically deliverable, used enough to justify its cost and financeable under realistic assumptions. The U.S. Department of Transportation Port Planning and Investment Toolkit is designed to help ports develop investment-grade plans and improve positioning for transportation plans, federal aid and private-sector investment.
The Pacific Northwest National Laboratory Port Electrification Handbook cautions that planning assumptions may change as funding availability, grant conditions, infrastructure costs and stakeholder priorities develop. Keep a version-controlled assumptions register and rerun the case when any of those inputs changes.
Model costs and benefits transparently
- Capital: utility studies and connection charges; substations, converters, switchgear and protection; cabling and connection equipment; excavation, quay works, design, permitting, commissioning and contingency.
- Operating: electricity, demand charges, communications, inspections, maintenance, spare parts, software, staffing and insurance.
- Benefits: potential reductions in at-berth engine use, local pollutants, noise and exposure; compliance value; and improved readiness for customer or regulatory requirements.
- Commercial assumptions: connection fees, electricity pass-through, minimum-use commitments, vessel adoption, outage treatment and cost allocation between port and terminal.
Present conservative, expected and upside cases rather than a single payback claim. The available sources do not establish a universal cost per berth, payback period, emissions reduction or electricity-price advantage. Any such figure must come from project-specific load data, utility tariffs, construction estimates and vessel commitments.
Use decision gates
- Screening: confirm compatible vessels, berth demand, preliminary grid availability and a plausible construction area.
- Feasibility: obtain utility information, survey the quay, develop a concept single-line diagram, test safety interfaces and estimate capital and operating costs.
- Investment case: compare scenarios, document benefits and risks, secure stakeholder commitments and identify eligible funding and match.
- Front-end design: fix technical interfaces, ownership, procurement packaging, permits, construction phasing and operating procedures.
- Financial close: confirm grant award or loan terms, match funding, contingencies, revenue arrangements and conditions precedent.
- Delivery and commissioning: test protection, metering, communications, emergency functions and ship–shore procedures before opening the berth for routine use.
Funding and finance routes
Most ports will need a blended capital plan. Possible sources include port capital, competitive grants, institutional lending, utility investment and public-private or energy-company delivery. Eligibility, match requirements, intake dates and eligible costs vary by jurisdiction and funding year; treat the examples below as routes to investigate, not guaranteed packages.

United States: PIDP and planning support
Under 46 U.S.C. § 54301 (2024 edition), port electrification and electrification master planning are eligible environmental and emissions-mitigation project types under the Port Infrastructure Development Program (PIDP), subject to the statute and the applicable solicitation. The general federal share may not exceed 80 percent; the statute permits a higher share for a rural project. Confirm applicant eligibility, match, cost rules and selection criteria in the current notice.
MARAD’s FY 2026 PIDP page reported $488,628,000 in discretionary awards and listed a June 1, 2026 application deadline. That deadline has passed as of October 2026. Use MARAD’s PIDP page for FY 2026 context and check it for any later funding cycle rather than treating the FY 2026 solicitation as open.

European example: Rotterdam’s blended structure
On 23 March 2026, Port of Rotterdam reported that the European Investment Bank would lend €90 million for shore-power facilities at three deep-sea container terminals. The project covers eight kilometres of quay and 35 connection points, plus grid connection, cabling, excavation and related construction. Rotterdam also reported eligibility for an EU grant of around €70 million under the Alternative Fuels Infrastructure Facility. The loan finances Rotterdam Shore Power, a joint venture between the Port of Rotterdam Authority and Eneco. The announcement describes the project structure; it does not create a financing entitlement for another port.
Choose delivery, ownership and cost recovery
Compare structures against the same technical and commercial assumptions. A port-funded model gives the authority direct control but leaves it carrying capital, utilization and maintenance risk. A utility-owned model can align the grid connection and electricity supply, while requiring clear service levels and tariff terms. A joint venture or concession can bring capital and specialist operations, but needs robust governance, performance measures, termination rights and public-access protections. Grant-funded assets may impose procurement, reporting, useful-life and clawback conditions.
For every asset, record who owns it at completion, who operates it each shift, who pays for planned and corrective maintenance, who bears outage and demand-charge risk, and how costs are recovered. Rotterdam’s Shore Power Strategy 2025–2035 describes the port authority’s role at public-use berths and coordination with terminal parties; other ports should adapt that concept to their own leases and ownership arrangements.

Quick Recap
Common failure points and corrections
- Buying equipment before confirming demand: secure vessel and terminal data first, then size the system.
- Ignoring the utility schedule: obtain written interconnection assumptions and lead times; phase berths if network upgrades cannot arrive together.
- Counting only connection hardware: include grid work, excavation, quay restoration, design, permitting, testing and contingency.
- Leaving interfaces informal: put ship, shore, terminal and utility duties into operating agreements and emergency procedures.
- Relying on a single grant: maintain a base case using port or borrowing capacity and treat grants as conditional upside until awarded.
- Using stale program dates: recheck each solicitation, match rule and eligible-cost definition immediately before submission.
- Overstating financial returns: label tariffs, utilization, emissions and payback as assumptions unless measured or contractually committed.
- Opening before proving safe operation: complete integrated ship–shore testing, staff training, drills and maintenance documentation before routine service.
