It is not a U.S. price estimate or a full landed-cost calculation. The available sources do not establish a Seagull U.S. launch or an announced U.S. sticker price.
How the $19,300 illustration is calculated
CnEVPost reported a starting price of RMB 69,800, equivalent to about $9,650 at the exchange rate it cited, for the 2025 Seagull. USTR’s 2024 action raised the additional Section 301 duty on China-origin electric vehicles to 100%. If—and only if—the $9,650 retail-price equivalent is treated as the vehicle’s customs value, the arithmetic is:
$9,650 assumed customs value + $9,650 illustrative 100% duty = $19,300
The China-market retail price is not established as the Seagull’s customs value. The calculation isolates the duty and should not be read as a landed cost, dealer quote, or U.S. MSRP. CnEVPost’s August 1, 2024 report and USTR’s September 2024 determination support the inputs, not an actual U.S. transaction price.

What the reported China-market prices cover
The reported prices are for three 2025 Seagull trims announced in China on August 1, 2024. They are historical reported figures, not confirmed 2026 prices or U.S. prices.

Why a U.S. showroom price would be higher or different
A real import and retail price would depend on more than the tariff. The available sources do not quantify these added costs for a Seagull, so they cannot support a reliable all-in estimate.
- Customs value: the value used to calculate duties is not necessarily the China-market retail price.
- Freight and insurance: transportation and coverage would add costs before the vehicle reached a U.S. buyer.
- U.S. compliance and safety changes: AP reported in May 2024 that modifications to meet U.S. standards could add cost, but did not give a Seagull-specific estimate.
- Distribution and dealer costs: the sources do not provide amounts for import, distribution, or retail operations.
- Taxes: any applicable buyer-side taxes would be separate from the tariff-only arithmetic above.
AP’s May 2024 report is historical context: it said BYD vehicles were not then being sold in the United States. That dated report does not establish current launch status. The sources available here do not establish a subsequent Seagull launch or its U.S. price. Read the Associated Press report.

Did the 2026 U.S.-China announcement change the calculation?
Not on the evidence available. The White House’s September 27, 2026 announcement says the two countries will consider specified product lists for possible reduced tariff treatment, subject to their domestic laws and processes. The attached U.S. import list does not include passenger vehicles, and the announcement does not establish a reduced tariff for the Seagull. The $19,300 figure answers a narrow question: what results from doubling the reported $9,650 base-trim equivalent under the stated customs-value assumption. It does not predict what BYD would charge if it launched the car in the United States. A valid comparison with U.S.-market EVs would also need aligned trims and prices, a U.S. EPA range figure, and a clear distinction between MSRP, customs value, landed cost, and showroom price; the cited sources do not supply that complete comparison.
