Plan on roughly $1 million to $5 million for a small electric-bus depot retrofit, while a high-power depot serving about 200 buses can reach tens of millions. The decisive variables are fleet size, charger power, simultaneous charging, utility capacity and civil construction—not the charger cabinet alone. Published benchmarks range from about $1.05 million for five 150 kW chargers plus planning to C$61.6 million for a modeled 200-bus facility that needs a new substation. Because those figures use different currencies, years, scopes and locations, treat them as benchmarks rather than a universal price.

What an electric-bus charging depot budget covers

A depot project is a complete power-and-facility program. A credible estimate combines the following cost blocks:

As an Amazon Associate I earn from qualifying purchases.

  • Operating and load model: number of buses, route energy, battery size, reserve policy, dwell time and how many vehicles charge at once.
  • Charging equipment: DC chargers, power cabinets, dispensers, plug-in hardware, overhead pantographs and any on-route opportunity chargers.
  • Electrical infrastructure: utility service entrance, switchgear, transformers, medium-voltage distribution, protection, communications and the utility interconnection.
  • Civil and site work: trenching, paving, foundations, drainage, traffic circulation, fire protection, fencing, lighting and modifications to existing buildings.
  • Professional services: engineering, design, permitting, construction management, commissioning and training.
  • Contingency and escalation: an allowance for design development, unknown site conditions and price movement. Every figure should state its currency and price year.

Charger hardware is therefore only one line in the capital budget. A utility upgrade or new substation can cost more than the charging equipment.

Project or item Published amount What the amount includes
Central Ohio Transit Authority (2024 plan, 2023 dollars) $1,187,218 per 40-foot battery-electric bus Vehicle allowance, separate from depot construction
COTA depot charger allowance $119,000 per charger $52,000 materials plus $67,000 installation; charger ports paired with cabinets at a 2:1 ratio
COTA design allowance $400,000 Design for two depots
Riverside County (November 2023) $170,000 each Five 150 kW chargers with two dispensers; five units total would be about $850,000 before other work
Riverside County planning $200,000 Depot planning; combined with the five-charger allowance, the two published items total about $1.05 million
Riverside County on-route charger About $900,000 One charger including design and equipment
Sonoma County facility (2023) $4,172,123.40 contract; $4,797,942 not-to-exceed Construction contract with a 15% contingency authorized
Los Angeles Metro procurement (2024) $6,470,605 Firm fixed price, including tax and delivery, for four 360 kW depot chargers and four 450 kW opportunity chargers
Transport Canada grid archetype (2024) C$61.6 million Modeled 200-bus depot: C$39,550,124 for distribution-grid costs and C$21,986,991 for charging infrastructure
Auckland upgrade estimate $650,000–$4.4 million per depot Electrical upgrades before mitigation, as estimated by Auckland Transport and cited by Waka Kotahi NZ Transport Agency

These examples explain why a small retrofit may fall near $1 million to $5 million before unusual land, building or utility expenses, while a large high-power installation can cost tens of millions. They should not be converted into a single “price per bus” without matching the fleet, power and site scope.

Why the cost per bus charger varies

Fleet size and duty cycle

Start with the service schedule, not a charger catalogue. Record each bus’s daily miles, energy use, battery capacity, end-of-line arrival state, required reserve and available dwell time. A bus that can charge for several hours overnight may need a lower-power connection than one that returns for only a short window. Simultaneous charging, rather than the nameplate count alone, sets the depot’s peak demand.

Battery size and reserve policy also change the answer. Depot-only charging can require larger batteries or additional buses to cover work when a vehicle is unavailable to charge. Conversely, carefully placed opportunity charging can reduce onboard battery requirements but introduces expensive high-power equipment outside the depot.

Charging hardware configuration

Specify whether the project uses a charger per bus, shared power cabinets feeding several dispensers, or overhead pantographs. COTA’s plan pairs charger ports and cabinets at 2:1, so a “charger count” may not equal the number of power cabinets. Riverside’s $170,000 figure is for a 150 kW unit with two dispensers, not a separately priced dispenser.

Power level matters as much as quantity. The documented equipment range includes Riverside’s 150 kW chargers, Los Angeles Metro’s 360 kW depot chargers and 450 kW opportunity chargers, and COTA’s lower per-charger allowance that does not specify one universal power rating. A 150 kW depot charger price cannot be applied to a 360 kW system without checking the cabinet, dispenser, controls and installation scope.

Utility service and grid upgrades

Electrical work includes the utility connection, metering, switchgear, transformers, protection, medium-voltage conductors, communications and sometimes a new substation. Transport Canada states: “The costliest archetype, transit bus depot charging, requires more than 10 MW capacity, necessitating the construction of a new substation.” Its 200-bus model assigns C$39.55 million to distribution-grid costs—more than the C$21.99 million charging-infrastructure component.

Existing service capacity can make two otherwise similar depots radically different in price. Auckland’s estimate of $650,000 to $4.4 million per depot, before mitigation, illustrates the spread for electrical upgrades alone. Ask the utility early whether a new feeder, transformer bank, medium-voltage service or substation is required, and whether the utility or the project pays for each item.

Civil construction and building modifications

Trenching and conduit routes, pavement cuts, equipment pads, drainage, bus circulation, bollards, fire protection, fencing and lighting can dominate a constrained site. Sonoma’s $4.17 million construction contract, authorized up to $4.80 million with a 15% contingency, demonstrates that a facility package can exceed the purchase price of its chargers. Existing depots may also need structural work, ventilation, electrical-room upgrades or relocation of maintenance functions.

Design, permitting and commissioning

COTA carries $400,000 for design across two depots. Engineering must coordinate the utility, civil layout, traffic movements, protection settings, communications, charger management and commissioning tests. New facilities can require lengthy planning, permitting and construction, so schedule risk belongs in the budget as well as the project plan.

How much power does an e-bus depot need?

Calculate three loads separately: connected charger power, diversified peak power after managed charging, and the utility service capacity needed for expansion. Do not multiply the bus count by charger nameplate power and assume that is the final answer; operating windows and controls determine how many units run together.

Waka Kotahi NZ Transport Agency gives a useful illustration: “An 80kW AC charger draws up to 100kVA of power and therefore charging 50 battery electric buses simultaneously would require 5,000kVA and 100 battery electric buses would require 10,000kVA.” The example shows why kVA, power factor, transformer capacity and simultaneous operation belong in the load study. Five thousand kVA is approximately 5 MVA before applying the project’s detailed electrical assumptions.

Managed charging versus uncontrolled charging

Managed charging staggers sessions so buses meet their departure state of charge without all chargers running at once. It can reduce the utility peak and defer some upgrades, but it requires reliable schedules, communications and controls. A utility will still need a defensible peak-load forecast and may size equipment for future expansion.

Comparing depot and opportunity-charging strategies

Strategy Peak-demand profile Hardware and civil implications Operational trade-off
Depot-only overnight plug-in Concentrated during the overnight window; managed controls can spread the load More depot ports, cabinets and parking-bay work; potentially larger batteries Simple route pattern when dwell is long, but less tolerance for missed charging or late returns
Managed depot charging Lower diversified peak when schedules are coordinated Energy-management software, communications and commissioning add scope Can reduce demand exposure while preserving overnight operations; requires dependable data and controls
Opportunity or pantograph charging Short, very high-power bursts at selected locations Roadside equipment, foundations, traffic control, utility service and permitting outside the depot Can reduce onboard battery size and extend routes, but schedule and site availability become critical
Mixed depot and opportunity network Peak is distributed across several sites but includes high-power nodes Most complex coordination, interconnections and maintenance coverage Provides route resilience when locations and redundancy are planned well

The Los Angeles Metro procurement—four 360 kW depot units plus four 450 kW opportunity units—shows how a program can combine both equipment types. Compare alternatives using peak MW, grid-upgrade exposure, charger count, dwell-time tolerance, route resilience, civil complexity and room for expansion, not just the quoted charger price.

A practical method to build a reliable estimate

  1. Freeze the service assumptions. List buses by route, daily energy, battery size, arrival state of charge, departure deadline, reserve and spare ratio. Identify the maximum number charging simultaneously.
  2. Lay out the depot. Mark parking positions, charger or pantograph locations, cable paths, turning movements, fire access, drainage and maintenance areas. Note whether trenching crosses active pavement or buildings.
  3. Choose a charging architecture. Compare plug-in, shared cabinets, overhead pantographs and opportunity sites. Record the power rating and dispenser count for every unit.
  4. Run a utility load study. Calculate connected and diversified demand in kW and kVA, check existing service, request the utility’s interconnection requirements and identify any transformer, feeder or substation work.
  5. Price site and electrical packages separately. Obtain line items for chargers, cabinets, switchgear, transformers, medium-voltage work, communications, trenching, foundations, paving, building changes, design, permits and commissioning.
  6. Add contingency tied to scope maturity. Sonoma’s authorized 15% contingency is a documented example. State whether your allowance covers unknown underground conditions, escalation, utility changes or all three.
  7. Normalize the result. Label every figure with currency, price year, geography, tax and delivery treatment, number of buses, charger power, utility scope and civil scope. Only then compare alternatives.
  8. Reserve expansion capacity. Decide whether conduits, switchgear space, transformer capacity and software licenses will support later buses. A cheaper first phase can become expensive if expansion requires reopening finished pavement.

Common budgeting mistakes and how to avoid them

  • Using a charger quote as the depot budget: add design, utility, civil, permitting, commissioning and contingency.
  • Dividing total cost by bus count without defining the denominator: distinguish cost per charger, cost per dispenser, cost per bus served and cost per bus purchased.
  • Ignoring the utility schedule: an interconnection or substation can control both capital cost and the in-service date.
  • Assuming every bus charges at once—or none do: model actual dwell windows and test a conservative simultaneous-load case.
  • Mixing currencies and years: keep 2023 U.S. dollars, 2024 Canadian dollars and other regional estimates in their original form until a documented escalation and exchange-rate method is chosen.
  • Leaving out tax and delivery: Los Angeles Metro’s $6,470,605 figure explicitly includes both; other quotes may not.
  • Underestimating civil disruption: map trenching, pavement restoration, drainage and bus circulation before selecting equipment locations.
  • Forgetting operations during construction: maintain safe bus movements and charging availability while phases are built, and include temporary arrangements if needed.

What information to put in a request for proposal

Give bidders one consistent basis: fleet count and bus dimensions; route and energy assumptions; required departure state of charge; charger power and dispenser arrangement; simultaneous-charging case; existing service voltage and capacity; expansion phase; site drawings; civil limits; communications and energy-management requirements; commissioning tests; warranty and training scope; taxes, delivery and price validity. Require separate prices for equipment, electrical work, civil work, design, permits, commissioning and contingency exclusions. This prevents a low hardware quote from hiding a high utility or construction allowance.

Bottom line for a capital plan

Use $1 million to $5 million as an early orientation for a small retrofit only when the site has manageable utility capacity and civil conditions. A facility with high-power charging, major electrical upgrades or a new substation can move into the tens of millions; Transport Canada’s C$61.6 million 200-bus archetype is a clear example. The dependable path to a project-specific electric bus depot construction cost is a utility load study paired with a preliminary site design, followed by a scope-separated estimate that states fleet size, charger power, geography, currency, price year and contingency.
