There is no universal hotline for a driverless car blocking an emergency scene. Identify the vehicle and operator, then use the operator’s current responder contact route for that vehicle and jurisdiction. Keep dispatch, scene safety, and your agency’s incident procedures primary.
What to do when a driverless car blocks an emergency scene
- Identify the vehicle. Note visible operator branding, vehicle markings, license plate, vehicle description, numerical identifier, and any QR code or other contact tag. If the operator is unclear, relay the plate, precise location, and description through normal dispatch or agency channels.
- Contact the operator through the vehicle-specific responder guide. Do not assume one company’s number applies to another operator or vehicle model.
- Give the operator enough information to locate the car. Be prepared to identify yourself and your agency and provide the vehicle number, license plate, and location.
- Describe the obstruction and the requested action. State that the vehicle is blocking an active emergency scene or access route, explain the immediate hazard, and say what assistance is needed. This is practical communication advice, not a universal mandated script.
- Continue scene control under agency protocol. Do not wait for an operator response before following dispatch, command, and safety procedures.
- Document the contact and impact. Record the time, location, vehicle details, contact attempt, response, and operational effect through your agency’s normal incident documentation process.
Waymo example: use the guide for the specific vehicle
For a Waymo Jaguar I-PACE, the company’s first-responder page links vehicle-specific guides. The Jaguar I-PACE emergency response guide lists 1-877-503-0840 as a dedicated 24-hour toll-free hotline for emergency responders. This is a Waymo contact for the scope described in that guide—not a general driverless-car hotline.

The guide asks responders to provide their agency, the vehicle’s numerical identifier, its license plate, and its location. Waymo states: “Waymo has established a toll-free 24-hour telephone hotline dedicated to allowing police, fire departments, and other first responders to communicate directly with Waymo’s professionally-trained specialists at any time during our vehicle testing and operation on public roads.” See the Waymo Jaguar I-PACE emergency response guide for its instructions and applicable vehicle details.
Waymo’s public help page says support staff can communicate with law enforcement through the vehicle’s in-car speakers. That rider-facing information is not a substitute for the responder guide’s contact route.

Do not assume the vehicle will clear the scene itself
Waymo’s Jaguar I-PACE guide describes intended behavior: the vehicle is designed to yield as appropriate to stationary or moving emergency vehicles and, if it detects a police or emergency vehicle behind it with flashing lights, to pull over once it finds a safe place and remain stationary during a traffic stop. These are design descriptions, not a guarantee that a vehicle will recognize a specific scene, move out of the way, or clear an access route. Report the obstruction and manage the scene using established procedures.
Great Britain pilot guidance uses a separate, limited process
In Great Britain, the Department for Transport’s guidance applies to vehicles deployed under its specified pilot scheme without a safety driver; it does not cover every trial or authorisation category. For a concern involving a listed pilot vehicle, the guidance says to contact the piloting organisation first. If the issue remains unresolved or raises a safety concern, a first responder can contact the DVSA CAMS team through the AV notifications portal.

The guidance also recommends that operators make practical vehicle-interaction information available, including identification details, instructions, QR-code or NFC-tag locations, how to disable a vehicle, how to move one causing a blockage, and how to activate manual control. These provisions should not be treated as a U.S. procedure or as a rule for every automated vehicle in Great Britain. Consult the Department for Transport guidance on self-driving vehicle trials without a safety driver for its scope and process.
What information helps identify and locate the car?
- Your name or responder identification and agency.
- Vehicle operator or visible fleet branding, if known.
- Vehicle numerical identifier and license plate.
- Exact location, including the blocked approach or access route.
- Any visible QR code or NFC/contact tag information.
- A concise description of the obstruction, immediate hazard, and assistance needed.
The agency identity, vehicle number, plate, and location are details requested by Waymo’s guide. The UK guidance highlights vehicle identification and contact-tag information. Describing the blockage and requested action makes the report operationally clear, but the cited materials do not establish a universal reporting script.

Why the contact route varies
Driverless vehicles may require responders to interact directly with the vehicle, communicate indirectly through signals, lights, or sirens, or exchange information such as registration documents. A September 2025 U.S. DOJ COPS Office article describes these interaction types and reports that a 2025 VTTI, IACP, and COPS Office white paper drew on research, a survey of 378 members of law-enforcement and first-responder agencies, focus groups, and expert interviews. The article is useful context for responder encounters; it does not establish a single reporting number or response-time guarantee.
The same COPS Office article attributes a figure of more than 44 million miles to the Autonomous Vehicle Industry Association (AVIA) in early 2025. That is the article’s report of AVIA’s figure, not a current 2026 total and not evidence of any particular operator’s ability to resolve a blockage. See the DOJ COPS Office article on first-responder interactions with autonomous vehicles.
