More electric vehicles on the road give insurers a larger fleet to assess and more claims experience to price—but rising EV sales alone do not show that each electric car is riskier or that every owner will pay more. The cost picture depends on the vehicle, driver, location, coverage, claims history and repair economics.
What rising EV sales mean for insurance
Sales growth expands the number of electric vehicles insurers cover and the pool of claims they can observe. The National Association of Insurance Commissioners (NAIC) says sales of electric vehicles, including plug-in hybrids, increased significantly between 2020 and 2025. It does not give a sales total in its consumer overview.
New sales and the number of vehicles already on the road are different measures. Mitchell reported that new U.S. battery-electric vehicle (BEV) sales fell about 2% in 2025, while claims for repairable vehicles continued to climb. Its February 2026 release attributes the continuing claims volume in part to more BEVs being on North American roads. That is evidence of a growing insured fleet and claims base, not proof that sales caused insurance premiums to rise.
Insurers price expected losses and expenses for a particular vehicle and policy. More claims observations can help them assess that risk as the fleet grows; they do not, by themselves, establish whether a given driver’s rate will go up or down.

Why EV repairs can affect insurance costs
When a vehicle is damaged, repair costs can contribute to the amount an insurer pays. The NAIC identifies vehicle value, specialist repair requirements, battery repair or replacement, parts availability and access to equipped repair facilities as factors that may affect EV insurance costs. Battery damage can also influence whether a vehicle is repaired or declared a total loss.
Repair costs and claim severity
Statistics Canada reported average repair costs of $6,795 for EVs and $5,122 for internal-combustion-engine (ICE) vehicles in 2023, in an analysis published in 2025. The figures apply to that Canadian data and period; they are not a current price forecast or a comparison of insurance premiums. Statistics Canada also notes that EVs are generally heavier and have a higher airbag deployment rate, factors associated with higher claim costs. It says battery replacement expenses can contribute to write-offs, while battery costs have begun trending downward in recent reports. See Statistics Canada’s analysis.

Mitchell’s North American repairable-claim data shows that the gap between BEVs and ICE vehicles narrowed to its lowest level on record in Q2 2026, while BEVs remained more costly to repair in the comparison. In the U.S., average repairable severity was $5,684 for BEVs versus $4,955 for ICE alternatives. In Canada, it was $6,645 CAD for BEVs versus $5,411 CAD for gasoline-powered automobiles. These are Mitchell’s repairable-claim severity figures, not marketwide insurance premiums or total-loss payments. The company’s Q2 2026 release gives the comparison.
Parts, calibration and repair capacity
Repair complexity can mean more diagnostics, specialized labor or calibration work, and delays if parts or qualified repair facilities are scarce. Mitchell reported that its 2025 estimates averaged 1.70 calibrations per BEV estimate, compared with 1.54 for ICE vehicles. Its estimates also allocated 86% of BEV parts dollars to original-equipment manufacturer (OEM) parts, versus 62% for ICE vehicles.

For Q2 2026, Mitchell reported OEM parts accounted for 85% of BEV parts dollars and 61% for ICE alternatives. These figures describe the parts mix in Mitchell’s data; they do not establish an unavoidable premium for an individual vehicle. Greater reliance on OEM parts can also leave BEV repairs more exposed to parts cost and availability pressures. Mitchell’s Ryan Mandell, vice president of strategy and market intelligence, said trade and geopolitical uncertainty could renew that pressure in the company’s August 2026 release.
Claim frequency is not the same as claim severity
Claim frequency describes how often claims occur; severity describes their cost. One can be lower while the other is higher. The NAIC’s summary of Highway Loss Data Institute findings says EVs have had lower claim frequencies than comparable conventional vehicles, while some severity measures were higher. It also says the difference in average total-loss payments narrowed over time: the reported gap was $1,810 in 2019, compared with nearly $14,000 in 2013.

Those measures answer different questions. A higher repair cost for a claim does not mean EVs crash more often, and lower claim frequency does not guarantee lower insurance costs. The NAIC’s overview summarizes the HLDI comparison.

There is no universal EV surcharge that applies equally to every policy. The NAIC says rates vary with the exact vehicle model, driver profile, chosen coverage, state and insurer, as well as the comparison group. A high-value model or one with costly repairs may be priced differently from another EV; the same car can also receive different quotes from different insurers.

Broader market figures should not be mistaken for an EV-specific premium estimate. In the UK, the Financial Conduct Authority says motor claims costs in a sample of 12 insurers rose £2.3 billion (34%) from 2019 to 2023. Claim frequency in that sample fell as total costs rose, and accidental vehicle and property damage accounted for 65%—nearly £1.5 billion—of the increase. The regulator attributes part of rising vehicle-damage costs to EVs and hybrids being more expensive to repair and to repair-labor shortages. How to compare insurance quotes for an EV
Compare offers for the same car and the same protection. Otherwise, a lower quote may reflect different coverage or a different deductible rather than a better price for equivalent insurance.

- Use the exact vehicle. Compare the same model, model year, trim and vehicle value; repair and parts costs can differ across vehicles.
- Hold the driver and location constant. Use the same driver details and garaging address for each insurer.
- Match the policy. Keep coverage limits, optional protections and deductibles the same in every quote.
- Get multiple insurer quotes. The NAIC says insurer and state affect rates. Some insurers and automakers offer telematics-based programs in select states, but availability and premium effects vary.
- Check the repair implications. Ask how the insurer handles repairs, parts and its repair network for the model you are considering, particularly where qualified facilities or parts availability may be limited.
- Compare the right measure. A repairable-claim severity figure, total-loss payment, claim frequency and your quoted premium are not interchangeable. Use quotes—not a broad industry repair statistic—to assess your own likely policy cost.
