How EV Battery Financing Could Reshape India’s Electric Car Market

Battery-as-a-service can separate an EV battery’s cost from the vehicle’s upfront price, but subscription charges, loan terms, contract responsibilities and swapping access determine the real trade-off.

Separating an electric car’s battery cost from its purchase price can lower the amount a buyer needs to finance upfront, but it does not make the battery free or guarantee a lower total cost. The buyer instead pays for battery access over time—through a lease, subscription or usage-based service—and must compare those charges with loan interest and the contract’s allocation of battery risks.

In India, battery swapping is one possible form of that service, but swapping and battery-as-a-service (BaaS) are not the same thing. The policy and financing sources cited here describe a developing framework, not proof that a particular passenger-car offer is widely available or cheaper for every buyer.

What battery financing changes

In a conventional EV purchase, the car and its battery are bought together, and the buyer typically finances the combined vehicle price. Battery-as-a-service separates those costs: the customer buys the vehicle without the battery, then pays a recurring or usage-based charge for battery service. NITI Aayog’s April 2022 draft Battery Swapping Policy described this model as potentially applicable to both fixed and removable batteries.

The immediate effect is on the payment profile. With less of the vehicle price included in the purchase or loan, the initial outlay or loan amount may fall. In exchange, the buyer takes on battery-service payments that accumulate over time. Whether that trade is attractive depends on the contract, the amount financed, the length of ownership and how much the battery service costs—not simply on the headline vehicle price.

Three different ways to pay for an EV battery

Structure What the buyer pays for What to establish before comparing
Vehicle purchase with battery ownership The car and battery are part of the vehicle purchase; the buyer may finance the combined amount. Vehicle price, loan amount, interest and term, battery warranty, maintenance and replacement terms, and resale treatment.
Battery lease or subscription (BaaS) The vehicle is purchased without its battery, with battery access paid for separately on a recurring or usage basis. Initial price and loan amount, recurring or usage-based fees, contract duration, fee changes, battery performance and replacement obligations, and exit terms.
Swapping-based battery service The buyer pays for access to a compatible service that exchanges a depleted battery for a charged one; the exact charging basis depends on the operator’s offer. Per-swap or other charges, compatible battery and vehicle, station availability on actual routes, operating hours, and contract terms.

These structures can overlap: swapping is a way to provide battery service, while BaaS describes separating battery access or cost from the vehicle purchase. A BaaS arrangement does not necessarily require swapping, and a swap network does not by itself establish that a car is sold without its battery.

How to compare the total cost

Compare alternatives over the same ownership period. A lower vehicle price is not enough to show that an option is cheaper if it brings recurring fees, a different loan, or costs when the buyer exits early. Use the actual quote and contract for the specific car and service.

  1. Set the comparison period. Choose how long you expect to keep the vehicle and use the same period for each option.
  2. Calculate the vehicle financing. Record the vehicle price, down payment, amount borrowed, interest rate, loan term and total scheduled loan payments. Do not treat the principal alone as the full financing cost.
  3. Add battery-service charges. Include the lease, subscription or usage charges for the full comparison period. Check whether fees are fixed, usage-dependent or subject to revision.
  4. Read the battery terms. Identify who is responsible for maintenance, degradation, replacement and performance guarantees, and what happens if the battery fails to meet the contract’s stated conditions.
  5. Account for resale and exit. Check who owns the battery, whether the service contract transfers to a new owner, what early termination costs, and how battery condition affects resale.
  6. For swapping, test real access. Confirm that the car and battery are compatible and that stations are available where and when you expect to travel. A network’s broad presence does not establish convenient coverage for a particular journey.

The result is a buyer-specific total, not a universal ranking. A battery service that reduces the initial amount to borrow may still cost more over a particular ownership period; conversely, someone who values lower upfront financing or the service obligations included in a contract may consider the changed payment profile worthwhile.

Why EV lending has been a barrier

NITI Aayog and the Rocky Mountain Institute’s 2021 financing report described EV lending as carrying additional friction compared with internal-combustion-engine (ICE) vehicle finance. Across vehicle categories, it reported loan-to-value ratios 10%–30% lower, interest rates 1%–9% higher, and loan tenors 6–18 months shorter for EV financing than for ICE comparisons. These are findings in a 2021 report, not current offers or guaranteed differences in a buyer’s loan quote.

The report identified uncertainty around battery resale value and health traceability, used-EV resale, technology performance and limited lending options as financing barriers. It proposed measures including risk sharing, green finance, changes to loan structures and separating battery and vehicle costs. Those were recommendations in the report, not evidence that each measure was adopted or that current lenders apply identical terms.

The same 2021 report forecast that INR 45,000–55,000 crore would be required to finance EV purchases by 2026. That figure was a forecast, not a verified total of financing delivered in 2026.

Why battery swapping needs more than a cheaper vehicle price

A swap works only when the vehicle, battery and service network are compatible. Interoperability—the ability of equipment and batteries to work across compatible systems—is therefore central to whether swapping can be convenient beyond a single fleet or operating area. A buyer also needs to know how many usable stations serve their routine routes, not just whether swapping exists somewhere in the country.

The April 2022 draft Battery Swapping Policy focused primarily on light electric powertrain vehicles and e-rickshaws/e-carts, while leaving open potential extension to other segments. It set out aims that included lowering upfront costs, developing interoperability, de-risking finance and improving battery lifecycle management. The draft should not be treated as an adopted nationwide passenger-car policy on the strength of these sources.

In a written Lok Sabha reply released on 22 December 2022, the government said the Bureau of Indian Standards (BIS) was formulating standards and attributed this statement to Union Minister Nitin Gadkari: “Battery swapping policy aims to create a framework for greater interoperability while safeguarding the innovation potential for the EV battery ecosystem.” In December 2023, a separate government release said swapping was operational in India and more stations were coming up, while deliberations on the draft policy continued. It described swapping as popularly used for two- and three-wheelers—so those statements do not establish the same level of deployment for passenger cars. The cited policy-status material ends in 2023 and does not establish what may have changed since.

Battery finance also allocates lifecycle risk

Separating a battery from the car changes more than when the buyer pays. It can also change who carries responsibility for battery condition and end-of-life value. Depending on the contract, the service provider or vehicle owner may bear some maintenance, degradation or replacement obligations; the agreement must say which. Buyers should not assume that a subscription automatically covers every repair, guarantees a particular battery range, or removes all battery-related costs.

Battery value matters again when the vehicle is sold. If the battery is separately owned or leased, the next owner may need to qualify for or assume the service arrangement. If the battery is owned with the car, its condition and resale value may affect what a buyer is willing to pay. The 2021 financing report identified uncertainty over battery and used-EV resale as a risk; the practical answer lies in the specific warranty, ownership and transfer clauses.

There is also a wider materials and recycling dimension. NITI Aayog’s India Electric Mobility Index 2024 cited projections of 600 GWh cumulative lithium-ion battery stock and 128 GWh of recyclable battery volume by 2030 from a NITI Aayog–Green Growth Equity Fund report. These are projections, not measured 2030 outcomes. The 2024 index discusses leasing, BaaS and green credit as possible affordability mechanisms and highlights recycling and material recovery as market-system issues. A financing model can shape responsibility for a battery’s lifecycle, but a contract alone does not establish that a recycling system is in place.

What the evidence says about India’s car market

Battery separation offers a clear mechanism for changing the upfront-versus-recurring payment balance, and policy analysis has treated it as one way to address affordability and financing risk. That does not by itself show how many Indian passenger cars are currently sold under BaaS, what their fees are, or whether a specific plan beats battery ownership on total cost. The cited material does not provide current car-by-car offers, fee schedules, lender quotes or passenger-car network coverage.

Before choosing, ask the manufacturer, lender or service provider for a written, model-specific quote and contract. Compare the same ownership period and include financing, service fees, battery obligations, station access where relevant, transfer rules and resale. The financing structure can make an EV easier to enter; only the full terms can show whether it suits a particular buyer.
