The company operating the charger may be different from the company billing you. A mobility service provider can use roaming agreements to let its customers charge on other operators’ networks.
The clearest rules come from the European Union’s Alternative Fuels Infrastructure Regulation (AFIR), not from one uniform “European” system. EU requirements have scope and deployment dates, while non-EU countries may follow different rules. Prices, payment hardware, connector layouts and app coverage still vary by location.

The two companies behind a public charging session
Charge point operator (CPO)
A charge point operator runs the physical site. It installs or maintains the charger, manages availability, controls the charging session and often sets a base tariff. The operator may also sell electricity directly to drivers, but it does not have to be the company whose app you use.

Mobility service provider (MSP or eMSP)
A mobility service provider sells charging access to drivers. It can authenticate you with an app, RFID card or another account-based method, calculate the session price and issue the receipt. An MSP may operate some chargers itself while also offering access to other operators through roaming.

What e-roaming does
E-roaming exchanges authorization, session and payment data between an MSP and a CPO. Your account with one service can therefore work at a charger owned by another business. A roaming listing is not a guarantee that the point is available to you, that the displayed tariff is current or that the price matches the operator’s direct price. Check those details for the exact stop before plugging in.
| Party | What it controls | What you see |
|---|---|---|
| Charge point operator | Physical charger, maintenance, status and often the underlying tariff | Screen, terminal, connector and site instructions |
| Mobility service provider | Account authentication, billing, receipts and roaming access | App, RFID card, customer support and contract price |
| Roaming platform or agreement | Data and payment interoperability between businesses | A charger appearing in your service’s map or app |
How do I pay for EV charging in Europe?
Route 1: ad hoc payment at the charger
AFIR defines ad hoc recharging as buying a charging service without registering or entering a contract beyond purchasing that particular session. At covered publicly accessible points, this is the no-long-term-account route. For points deployed from 13 April 2024, the regulation requires an ad hoc option using a payment instrument widely used in the Union, subject to the regulation’s power and equipment conditions.
The European Commission’s AFIR guidance gives debit cards and widely used credit cards as examples. Payment-card functionality in a digital wallet can also qualify when the applicable conditions are met. A cash option does not, by itself, replace the electronic-payment requirements described for the relevant points. Older sites, lower- or higher-power equipment and installations outside AFIR’s scope can have different obligations, so inspect the actual terminal.

Route 2: an app or RFID card tied to a contract
An MSP account lets you start a session through its app, an RFID card or another authenticated method. You accept the provider’s terms, and the provider bills the session under the tariff shown for that charger. This route can be useful when the site has no usable card terminal, when you want one receipt history or when your service has roaming access along a route.
An app that requires registration and acceptance of terms is not, merely because it is available at the charger, the ad hoc option described by the Commission. It is a contract-based service. You may still choose it, but compare its price and coverage with the charger’s direct payment route first.

Your first public charging session: a practical sequence
- Confirm that the point is public and currently available. Use a current operator or service map, but treat the status as information rather than a promise. A reserved, offline or faulted point may still appear in a map.
- Match the connector and power to your car. Check whether the point is AC or DC, the connector type, the maximum power and whether your vehicle can accept that power. A high-power label does not make the car charge at that rate.
- Check whether you need a cable. Public DC chargers generally have a fixed cable. Public AC points are generally socketed, so you may need to bring a compatible cable. Verify the inlet on your vehicle and the socket at the site before driving there.
- Compare the exact prices before starting. Look at the charger’s ad hoc price and the tariff shown by your app or RFID service. Include energy, time, session, parking, occupancy or other applicable components. The relevant price should be available before charging through a freely available electronic source; a public website or a freely downloadable app can be sufficient.
- Choose authentication. For ad hoc charging, tap or insert the accepted card or use the terminal’s supported contactless method. For contract charging, open the provider app, select the exact connector and authorize, or present the RFID card as instructed.
- Follow the site’s start order. Some chargers ask you to authenticate first and then connect; others require the cable first. Read the screen and connector labels rather than assuming every model behaves the same way.
- Verify that energy is flowing. Look for a charging indicator on the car and a session status on the charger or app. “Authorized” does not always mean that charging has begun; a connector lock, vehicle setting or communication error can stop the start sequence.
- End the session deliberately. Stop it in the app, at the terminal or in the vehicle as instructed. Wait for the charger to release the connector before pulling it out. Leaving a vehicle connected after charging may trigger an occupancy fee where the tariff permits one.
- Save the receipt and final price. Compare the final amount with the pre-session tariff, noting energy delivered, elapsed time and any additional charge. Keep the transaction reference if you need operator or MSP support.
How to know what a public charger will cost
Compare the same session, not a headline rate
Price information is meaningful only when it applies to the point, connector and service you intend to use. A map may show several connectors at one address, with different power levels or tariffs. Select the actual connector and check whether the price is per kilowatt-hour, per minute, a session fee, an occupancy fee or a combination.
At points above 50 kW, AFIR provisions require kWh-based price information and permit an occupancy fee in addition. AFIR does not generally regulate every transaction fee, and it does not make retail prices identical between operators or countries. A no-extra-charge roaming rule prevents an MSP from adding extra charges merely because a session crosses a national border; it is not price harmonization.
Check all applicable components
- Energy charged, normally expressed in €/kWh where that tariff applies.
- Time-based charges, if the provider uses them.
- A one-time session or connection charge.
- Parking or occupancy charges after charging finishes, where stated.
- Taxes and any other component shown in the provider’s price information.
- Different rates for direct payment and an MSP’s roaming service.
Take a screenshot or note the tariff before starting when the connection is important. A price shown after authorization is too late to be a useful comparison.
Do I need an app to charge an electric car?
No. You do not need an app when the specific public point offers a compliant ad hoc payment method that your card or wallet can use. You may need an app or RFID card when the point lacks a usable terminal, when its terminal is out of service, or when you prefer a contract service with roaming coverage and centralized receipts.
For a new owner, carrying both options is more reliable than choosing one permanently: keep a widely used bank card for covered points and maintain at least one contract service for locations where direct payment is unavailable. Do not assume that downloading an app means every charger in its map will accept your account; access depends on the provider’s roaming arrangements and the point’s operational status.

Can one charging card work across Europe?
One card can work across many countries when its provider has roaming agreements with the relevant CPOs. That is interoperability, not one pan-European network. Before relying on it, check each planned stop in the provider’s map and open the tariff for that point.
AFIR states: “Mobility service providers shall not apply any extra charges for cross-border e-roaming.” The rule concerns extra cross-border roaming charges. It does not require every provider to use the same underlying energy price, nor does it guarantee that a charger listed in one country is listed or available in another.
For non-EU destinations, treat the legal position separately. “Europe” includes countries outside the EU, and AFIR’s requirements do not automatically apply there. Local payment rules, roaming agreements and connector practices may differ.
Do I need my own cable for public EV charging?
AC charging
The Sustainable Transport Forum’s practical guidance distinguishes public AC from DC: most public DC points have a fixed cable, while public AC points are generally not equipped with one. At a socketed AC point, the driver supplies the cable between the vehicle and the charger.
The Commission’s current AFIR Q&A says relevant public AC points for light-duty vehicles installed or renovated from 8 January 2026 must use Type 2 sockets or vehicle connectors for interoperability. The requirement concerns Mode 3 under EN IEC 62196-2:2022 and applies within the regulation’s scope. It does not mean every older point has the same hardware.

A Type 2-to-Type 2 Mode 3 cable is a sensible accessory for a compatible vehicle and socketed point. First check whether the car already came with one, then confirm the cable’s current rating, connector fit and the vehicle’s AC charging capability. Some sites have a tethered cable, and some vehicles use a different inlet, so never buy or pack by cable name alone.
DC charging
Public DC equipment commonly stores the heavy cable on the charger because high-power conductors are bulky. Confirm that the plug shown on the charger matches your vehicle and that the station’s power range is suitable. A fixed cable does not remove the need to check connector compatibility.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What AFIR does—and does not—standardize
AFIR Article 5 contains requirements for publicly accessible recharging, but the details depend on deployment date, power output and other scope conditions. The Commission’s guidance says Article 5 requirements generally apply to publicly accessible points except where the regulation expressly limits a requirement.
That is why you should not expect every charger in Europe to accept one card, show the same tariff, provide a fixed cable or appear in every app. A point installed before a relevant deadline may not have the same payment hardware as a newer installation, and a non-EU point may follow a different national framework.

Common problems and what to do
The app lists the charger, but authorization fails
Check that you selected the exact connector, not merely the site. Confirm that the point is available for roaming under your tariff, then try the operator’s own payment route if a terminal is present. If neither works, record the charger ID and contact the service that attempted the transaction.
The card terminal is missing or unavailable
Use the contract-based app or RFID service if that point supports it. If no route works, move to a verified alternative rather than assuming a cash payment will satisfy the electronic-payment requirements applicable to the installation.
The displayed price differs from what you expected
Check whether you used ad hoc payment or roaming, and whether time, occupancy, parking or a session component was added. Compare the final receipt with the pre-session information for that exact connector. Dispute an unexplained difference with the billing provider shown on the receipt.
The car will not start charging
Re-seat the connector, lock the vehicle, confirm that charging is enabled in the car and repeat the charger’s stated start order. If the screen shows authorization without energy flow, cancel safely and try another connector or site. Do not force a locked plug.
Quick Recap
Cross-border planning checklist for a new owner
- Plot each stop in a current map and verify connector type, power, opening access and live status.
- For every planned stop, compare the ad hoc tariff with the price shown by your app or RFID provider.
- Carry a widely used bank card as a fallback, while remembering that payment obligations depend on the point’s deployment date, power and AFIR scope.
- Carry a compatible Type 2 AC cable if your route uses socketed AC points; check the vehicle’s equipment list first.
- Save the provider’s support number and the charger ID before beginning a session.
- Plan separately for non-EU countries instead of assuming EU payment or roaming rules continue across the border.
- Keep receipts until the card authorization and final billing are settled.
