Electric vehicles are changing India’s automobile industry on two fronts: more vehicles are entering use, while government schemes are trying to build the charging and manufacturing ecosystem around them. NITI Aayog reports that EVs rose from 0.5% of new vehicle sales in 2018 to 7.7% in 2024, and that more than 6.5 million were operating on Indian roads as of June 2025. Those figures show a substantial shift, but they do not establish that adoption, charging access or domestic manufacturing capability is uniform across the country.
What is changing—and what the adoption figures measure
The shift is visible in both annual sales share and the number of vehicles already on the road, but these are different measures. NITI Aayog’s 2025 report puts EVs at 0.5% of total new vehicle sales in 2018 and 7.7% in 2024. Separately, it reports more than 6.5 million EVs operating on Indian roads as of June 2025. The first figures describe a share of new sales in particular years; the second is an estimate of the vehicle stock at a later date.
Neither measure should be confused with units supported by a government scheme. Scheme-supported counts have their own eligibility rules and reporting cutoffs, and do not represent all EV sales or the total number of EVs on Indian roads. Registration data, retail-sales data and scheme records can also differ. The official PM E-DRIVE dashboard tracks Vahan-based sales data; its published search-result description says records are as per centralized Vahan 4 and current to September 2026. That is not, by itself, a finalized and directly comparable FY 2025–26 market-share series with a total-vehicle denominator.
How the transition differs by vehicle segment
India’s EV transition is not just a passenger-car story. FAME-II incentives covered electric two-, three- and four-wheelers, while the scheme also supported electric buses. The Ministry of Heavy Industries’ segment breakdown shows the range of vehicles that received scheme support, though these totals are not market shares and do not measure all vehicles sold.

These are Ministry of Heavy Industries figures published in August 2025. They illustrate where FAME-II support went, not the relative size or profitability of each EV market. The cited material does not establish segment-by-segment market shares, nor does it provide comparable adoption figures for trucks. It is therefore safer to describe the policy’s breadth than to claim that one segment has definitively led the entire industry transition.
Two- and three-wheelers
FAME-II included purchase incentives for electric two- and three-wheelers. Their inclusion matters to the structure of the transition: public support was not confined to private passenger cars. The scheme counts show substantial supported volumes in both categories, but do not reveal how much demand would have occurred without incentives, how vehicles are used, or how adoption varies by state.
Passenger four-wheelers
Four-wheelers were also eligible for FAME-II support, but the Ministry’s reported scheme count is a subsidized-unit figure, not a complete census of electric passenger vehicles. It cannot establish the current share of EVs in all passenger-car sales or be used as a direct comparison with the road-stock total.

Buses and heavier vehicles
Electric buses bring the transition into public transport procurement and deployment, rather than only individual vehicle purchases. The available figures document buses deployed under FAME-II, but do not establish fleet-wide electrification, operating performance or cost savings. Trucks appear in the wider policy conversation, but the cited evidence does not provide truck-adoption outcomes to quantify here.

The Ministry of Heavy Industries says FAME-II ran from 1 April 2019 to 31 March 2024 with ₹11,500 crore in budgetary support. Its August 2026 release reports approximately 16.72 lakh EVs supported under the scheme and 5,299 electric buses deployed as of 31 July 2026. These are reported scheme outputs, not a measure of all Indian EVs or proof of long-term commercial viability.
The earlier Ministry segment release reported 5,165 buses deployed as of 1 July 2025. The later figure of 5,299 has a later reporting cutoff; the figures should not be added together. Likewise, the 16.72 lakh aggregate reported in 2026 should not be mixed with the dated two-, three- and four-wheeler breakdown from the 2025 release as if all measures shared one cutoff.

FAME-II also supported public charging stations. The Ministry’s August 2025 update reported 8,885 stations installed as of 1 July 2025. This is a scheme-specific progress figure. NITI Aayog’s 2025 report separately counted 25,000 public EV charging stations as of October 2024. The counts differ in both scope and date, so they are neither interchangeable nor evidence of a contradiction.
Charging infrastructure is part of the industry transition
Charging affects whether EV ownership and fleet operation are practical, and it requires coordination beyond vehicle makers. The available national counts establish that public charging infrastructure is being tracked and expanded, but they do not tell drivers whether a particular charger is working, available, compatible with a vehicle, or conveniently located. Nor do they show utilization or reliability.
Access should not be assumed to be even across India. NITI Aayog notes that state- and segment-level variation matters. A national station count can describe scale at a point in time, but cannot substitute for local information about coverage or access.

PM E-DRIVE, announced in September 2024, explicitly includes support for public charging infrastructure. The Cabinet announcement allocated ₹2,000 crore for public charging and listed planned fast-charger numbers by vehicle category:

These are announcement figures, not confirmation that all the chargers have been installed or commissioned. Charger targets, installation counts and functioning infrastructure are distinct measures.

India’s EV policies address both the purchase side and the industrial supply side. FAME-II used demand incentives for eligible vehicles, grants for electric buses and support for public charging. Its phased manufacturing programme also tied incentives to domestic manufacturing compliance. These mechanisms show policy intent to encourage uptake while linking support to local production requirements; they do not, on their own, establish how much value was added domestically.

PM E-DRIVE was announced with an outlay of ₹10,900 crore over two years. The Prime Minister’s Office described a design combining purchase incentives, public charging infrastructure, phased manufacturing and upgrades to testing agencies. That design makes the scheme an ecosystem policy as well as a vehicle-purchase measure. Its announced scope should not be mistaken for completed investment or achieved outcomes.
A separate policy channel is the Production Linked Incentive scheme for the automobile and auto-component industry, or PLI-Auto. The Government of India announced an outlay of ₹25,938 crore to support advanced automotive technology products, including EV-related capabilities. This is a manufacturing-policy commitment, not evidence of the resulting level of domestic content, supplier participation, technology transfer or commercial returns.
What the evidence says about industry-wide effects
Taken together, the figures show rising EV adoption, public support across multiple vehicle categories, bus deployment, charging schemes and a stated effort to develop advanced automotive manufacturing. That is enough to describe a real policy-led industry transition. It is not enough to assign specific employment gains, supplier profits, emissions reductions or domestic value-added gains to these programs.
