A passenger requests a trip, but the vehicle—not a hidden driver—executes the route within its approved operating conditions.
The exact hardware, maps, service boundaries and support procedures differ by operator. Waymo’s public description, often summarized as “Sense, Solve, Go,” is a useful example of the general loop, not a specification for every robotaxi.

What a robotaxi’s automated driving system actually does
A robotaxi replaces the human driver with a stack of computers, sensors, software and vehicle-control systems. The stack must answer the same practical questions a driver answers continuously: Where am I? What is around me? What might each road user do next? Which maneuver is legal and safe? How do I carry it out smoothly?
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThese functions run repeatedly while the vehicle moves. A route planner may select streets for the trip, but a local planner must still react to a cyclist entering the lane, a delivery van blocking a curb, a changing traffic signal or an emergency vehicle approaching from behind.

The four-part driving loop
| Stage | What it does | Typical output |
|---|---|---|
| Sense | Collects observations from vehicle sensors. | Distances, shapes, images, speeds and directions of detected objects. |
| Interpret and locate | Combines sensor data and determines the vehicle’s position on a mapped road network. | A continuously updated 3D scene and a vehicle location. |
| Predict and decide | Estimates how traffic may move and selects a route, maneuver and trajectory. | A planned path with speed and yielding decisions. |
| Act | Converts the selected trajectory into vehicle commands. | Steering, acceleration and braking. |
Waymo describes motion control as managing acceleration and braking in heavy traffic. In a production system, these decisions also have to account for passenger comfort, legal rules, road geometry and the limits of what the sensors can see.
How the sensors see the road
A representative Waymo sensor suite uses lidar, cameras and radar. They provide different kinds of evidence, so combining them can be more robust than relying on one type alone. This is an example of one operator’s design; other robotaxi systems may use different combinations or hardware generations.
Lidar: three-dimensional structure
Lidar emits laser pulses and measures their returns to build a three-dimensional representation of nearby objects. Waymo says lidar helps measure an object’s size and distance. That depth information can outline a stopped vehicle, curb, pedestrian or road barrier even when the object’s color is unhelpful.
Cameras: visual details
Cameras provide detailed visual information, including traffic-signal color, lane markings, signs and the appearance of road users. Vision is especially useful for recognizing classifications and cues that are difficult to express using distance measurements alone.
Radar: movement and difficult conditions
Radar measures the speed and direction of objects and can help track moving traffic. Waymo also describes radar as supporting operation in challenging weather. Radar does not replace the other sensors: its measurements have different strengths and limitations, so the ADS combines them.
Sensor fusion
Sensor-fusion software aligns observations from the different sensors into one working model. Lidar can contribute depth and shape, cameras can identify a signal’s color, and radar can help maintain a track on a moving object. If one sensor’s view is partially blocked, the other observations can still contribute to the scene model.

How maps and live perception work together
Robotaxis commonly use detailed maps to localize themselves and plan a trip. A map can encode lane geometry, intersections, traffic controls and pickup locations. The vehicle compares current sensor observations with mapped features to estimate where it is and which road segment it occupies.
Free tools Windows power users keep installed
One-click scans. No signup required.
A map is not a substitute for seeing the live road. Construction, temporary signs, parked vehicles, fallen branches and other changes may not match the stored map. Sensors continually scan the current environment, while the map supplies context for localization and routing. The ADS must be able to react when reality differs from the mapped baseline.
How the software turns observations into a maneuver
Perception and tracking
Perception software identifies and tracks relevant objects: cars, trucks, motorcycles, bicycles, pedestrians, animals, traffic cones and other obstacles. Tracking links observations across time so the system can estimate whether an object is stationary, approaching or changing lanes.
Waymo says its perception software can account for an object that becomes occluded—for example, a pedestrian briefly hidden by a parked vehicle. The system should not drive faster than its visible distance and reaction capability allow. This principle is often expressed as not “outdriving” what the vehicle can see.
Prediction
Prediction estimates possible future movements. A person standing near a crosswalk may remain on the sidewalk, step into the crossing or turn away. A vehicle beside the robotaxi may maintain speed, merge or brake. The ADS considers several plausible outcomes rather than assuming every road user will behave perfectly.

Planning and decision-making
Planning chooses a legal route through the road network and a short-term trajectory through the immediate scene. It determines when to yield, stop, change lanes, turn, merge or proceed. The planner must balance safety margins with traffic flow and passenger comfort, and it can revise the plan many times per second as new data arrives.

Motion control
Control software sends commands to the vehicle’s steering, throttle and brakes so the physical car follows the selected path. It monitors whether the vehicle is responding as expected and can reduce speed or stop if the planned maneuver is no longer valid.
What happens during a typical robotaxi trip
- Trip request: A rider selects a pickup and destination in the service’s app. The dispatch system assigns an available vehicle that is authorized for that area and operating condition.
- Pickup planning: The vehicle follows its mapped route to the pickup point while using live sensors to avoid traffic and obstacles. It may choose a safe stopping location rather than stopping at an exact pin if the curb is blocked.
- Onboard verification: The ADS confirms that the vehicle is positioned correctly, the doors are closed and the surrounding area is clear before moving.
- En-route driving: The sense, interpret, predict, plan and control loop runs continuously. The vehicle adjusts speed, follows lanes, yields and handles intersections according to its permitted operating conditions.
- Route changes: If a road is blocked or a situation falls outside the vehicle’s confidence or operational limits, the system can slow, stop, re-route or request fleet assistance.
- Drop-off: The vehicle selects a legal and sufficiently safe stopping point, stops, and allows passengers to exit when surrounding conditions permit.
“No human driver” does not mean “no human support”
The driving task can be performed onboard even when a fleet-support team is available. Support staff may monitor service health, communicate with a vehicle, confirm what the ADS is reporting or provide additional information when the vehicle encounters an unusual situation. That is different from a person remotely steering every turn or continuously driving the car from a control room.
Waymo’s 2020 safety-framework material described fleet response staff who could confirm what the ADS was seeing and provide additional information. The same material reported 65,000 historical miles of Level 4 operation during 2019 and the first nine months of 2020 with no human driver behind the wheel and no remote operators. Those figures and procedures are historical and company-specific; they do not establish how every operator currently handles assistance.

Where robotaxis can operate—and where they cannot
Driverless service is bounded by an operational design domain: defined roads or geographic areas, weather conditions, speeds, times and other constraints. A vehicle approved for mapped urban streets in clear or moderate weather is not automatically capable of rural roads, heavy snow, flooded streets or every construction layout.
NHTSA describes higher-automation testing and deployment in the United States as limited to designated locations and conditions. Service may be unavailable because of severe or inclement weather, technical problems or other safety considerations. A trip can therefore be declined, paused or ended even though the vehicle is generally capable of autonomous driving in its normal area.

How safety is engineered and evaluated
Layered safety work
Waymo describes evaluating hardware, ADS behavior and operations through hazard analysis, scenario testing, simulation, fleet support, risk management and field-safety reporting. That is the company’s description of its process, not independent proof of a particular crash rate or safety advantage.
Safety work includes testing ordinary traffic as well as rare, high-consequence cases: a pedestrian emerging from behind an obstruction, a vehicle running a red light, a tire or object in the lane, or a sensor becoming unavailable. Simulation can expose the system to many variations, while road testing checks how the integrated vehicle behaves in real conditions.
Collision response
Waymo says that when a collision is detected, its support team is notified and can contact riders, dispatch roadside assistance and contact emergency services. The exact response process can differ by operator and jurisdiction, so riders should follow the service’s in-vehicle instructions and emergency guidance.
Vehicle protection and cybersecurity
NHTSA says automated vehicles must comply with Federal Motor Vehicle Safety Standards and identifies cybersecurity as a critical vehicle-safety issue. In a March 10, 2022 press release, NHTSA Deputy Administrator Dr. Steven Cliff stated: “As the driver changes from a person to a machine in ADS-equipped vehicles, the need to keep the humans safe remains the same and must be integrated from the beginning.”

Robotaxis are not the same as driver-assistance cars
Most consumer vehicles sold in the United States are not fully automated. NHTSA says drivers using current consumer driver-assistance technologies must remain attentive and responsible for driving. A vehicle that can steer, brake or maintain a lane under supervision is fundamentally different from a Level 4 robotaxi operating without an onboard driver inside a defined service area.
The distinction is operational, not merely marketing language. A supervised assistance system expects a human to watch the road and take over. A driverless robotaxi is designed to perform the complete driving task within its approved conditions, with the system responsible for stopping or seeking help when it cannot continue safely.
What the published mileage figures do—and do not—show
Historical figures need their dates and conditions attached. Waymo reported 6.1 million miles of automated driving with a trained vehicle operator in Arizona in 2019. It also reported 65,000 miles of fully autonomous Level 4 operation in 2019 and the first nine months of 2020, with no human driver behind the wheel and no remote operators.
These are company-reported mileage figures from specific periods and operating arrangements. They are not a current, cross-company comparison with human drivers, and they do not demonstrate that robotaxis are risk-free or safer by a particular percentage. NHTSA recorded 39,254 people killed in motor-vehicle crashes in 2024; that broad road-safety figure is not a robotaxi statistic and cannot be used to calculate robotaxi performance.
Questions to ask when a service claims to be driverless
- Where does it operate? Look for the named streets, cities, weather limits and service hours.
- What sensors are used? Determine whether the operator describes lidar, cameras, radar or another combination, and what each contributes.
- What happens outside the operating domain? A credible explanation should state when the vehicle slows, stops, reroutes or becomes unavailable.
- What does remote support do? Ask whether staff advise the ADS, provide information, or directly control the vehicle.
- What evidence is being cited? Separate test miles, passenger-service miles, simulated scenarios, reported safety processes and independently verified outcomes.
- How are occupants protected? Check for compliance statements, crashworthiness information and emergency-response procedures.
Bottom line
A self-driving robotaxi works without a human driver by running the driving loop onboard: sensors observe the road, software fuses those observations with map and location data, prediction and planning select a safe maneuver, and motion-control systems steer, accelerate and brake. Human fleet teams may support unusual situations without remotely driving every mile. The result is driverless only within a defined operating domain, and safety claims must be read with the operator, date, location, conditions and evidence type clearly specified.
