Battery energy storage systems (BESS) help balance Finland’s electricity grid by changing their charging or discharging power within seconds. When production falls short of consumption, a qualified battery can discharge to the grid or reduce its charging load. When there is surplus generation, it can charge or increase consumption. Fingrid, Finland’s transmission system operator, procures these balancing reserves and activates them to keep frequency near its 50 hertz target. A battery is not automatically eligible: its inverter, controls, communications, connection, available energy and operating procedures must satisfy the requirements of the specific reserve product.

Why Finland’s grid needs continuous balancing

At every moment, electricity production and consumption must be matched closely. If demand suddenly exceeds generation, the system’s frequency starts to fall; if generation exceeds demand, frequency rises. Frequency therefore provides an immediate indicator of imbalance. Fingrid corrects deviations by procuring reserves in advance and activating regulating bids when system conditions require them.

Fingrid describes the market this way: “Fingrid procures reserves from Balancing Service Providers on a market basis for every hour of the year, ensuring the ability to balance the deviations between consumption and production in various power system situations.” The statement refers to Finland’s balancing arrangements generally, not to a guaranteed contract or income stream for any particular battery.

More wind and solar generation can increase the need for fast flexibility because their output changes with weather. Conventional generators, hydropower, industrial loads, demand-response assets, energy storage and hybrid facilities can all provide flexibility. Fingrid’s reserve markets are technology-neutral, provided that a resource meets the technical and market rules for the product it wants to offer.

How a battery corrects an imbalance

When the system needs more electricity

A battery can discharge stored energy through its power-conversion system. It can also provide an equivalent upward response by reducing the power it was using to charge. The control system receives an instruction or frequency signal, changes the inverter’s output and reports its response through the required communications channel.

When the system has surplus electricity

The battery can absorb power by charging. If it was discharging, reducing that discharge also provides downward flexibility. Charging during surplus periods can help prevent curtailment and leaves energy available for a later upward response, although state-of-charge limits eventually constrain how long either direction can be sustained.

Power and energy are different limits

  • Power (MW) is the rate at which the battery can charge or discharge. It determines how large an instantaneous reserve response can be offered.
  • Energy (MWh) is the amount of electricity that can be stored. It determines how long a response can continue before the battery must recharge or reduce its offer.
  • State of charge is the operating buffer between those limits. A battery held near full cannot absorb much more energy, while one near empty cannot provide a long upward response.

Short response time makes batteries potentially useful for frequency services, but speed alone does not qualify a project. The battery must maintain the required response, recover its state of charge without violating instructions, and remain available for the periods covered by its bid.

Fingrid’s reserve products and what each one does

The products have different triggers, response speeds, procurement patterns and duration requirements. A battery suitable for one product is not automatically suitable for all five.

Reserve Primary purpose How it is activated Battery considerations
FFR (Fast Frequency Reserve) Frequency control during low-inertia conditions Very fast automatic response; procured only for hours when system conditions call for it Requires controls capable of rapid action and enough state-of-charge headroom in both directions during the contracted hours
FCR-D (Frequency Containment Reserve for Disturbances) Contain frequency deviations after a disturbance Automatic frequency response during disturbance situations Upward and downward products are separate; inverter and control performance must meet the applicable disturbance requirements
FCR-N (Frequency Containment Reserve for Normal Operation) Continuous control within the normal frequency range Automatic response to smaller, ongoing frequency movements Requires sustained two-direction operation and careful state-of-charge management
aFRR (automatic Frequency Restoration Reserve) Restore frequency toward 50.0 Hz and maintain the production-consumption balance Automatic set-point commands from the balancing system Fingrid’s current product information states a 1 MW minimum bid and a maximum full-activation time of five minutes
mFRR (manual Frequency Restoration Reserve) Correct larger deviations, release faster reserves and, when needed, manage transmission power flows Manual activation following a balancing instruction Must sustain the instructed output for the product’s required period; location and transmission constraints can affect usefulness

FFR availability is conditional rather than an all-year requirement. FCR products provide containment, while aFRR and mFRR restore the balance after the initial frequency response. mFRR can also be used for transmission-flow management, so a project’s grid location may matter in addition to its technical response.

What Fingrid’s 2026 reserve numbers mean

Fingrid’s published national obligations for 2026 show the scale of reserve capacity it plans to secure. They are system-wide quantities, not battery-specific targets, guaranteed purchases or project-revenue forecasts.

Product and direction Fingrid’s published 2026 obligation How to interpret it
FFR 0–60 MW Procured only when low-inertia conditions require it
FCR-D up 309 MW National upward disturbance-containment requirement
FCR-D down 298 MW National downward disturbance-containment requirement
FCR-N 128 MW National normal-operation containment requirement
aFRR Approximately 50 MW National automatic restoration-reserve quantity; Fingrid’s product page specifies a 1 MW minimum bid
mFRR up 880–1,300 MW National upward manual-restoration requirement, shown as a range
mFRR down 575 MW National downward manual-restoration requirement

The obligations can change as the power system, interconnection flows and procurement arrangements change. They should not be converted into an assumption that Finland will buy a particular battery’s full output.

Can a battery sell frequency reserves to Fingrid?

Yes, in principle. Fingrid states that “Any electricity production unit, consumption site, energy storage system, or hybrid system that meets the technical and market requirements can participate in the reserve markets and support the power system’s balance through reserve operation.” Eligibility depends on the product and on the project’s demonstrated capability.

1. Choose a product that matches the asset

Start with the inverter’s response speed, the battery’s usable MWh, its permitted charge and discharge rates, expected cycling and the site’s ability to communicate with Fingrid’s systems. A product requiring continuous two-direction regulation may need a different operating strategy from one activated only during disturbances.

2. Check minimum bids and aggregation rules

Minimum bid sizes vary by reserve product. Fingrid’s current aFRR information, accessed 10 October 2026, states a 1 MW minimum bid and a maximum full-activation time of five minutes. Smaller batteries may be aggregated where the applicable product rules allow it. Aggregation does not remove the obligation to measure and control each participating unit correctly.

3. Sign the required market agreement

A reserve provider needs a valid agreement with Fingrid and operational arrangements for bidding, dispatch, settlement and communications. Fingrid describes reserve-market service providers as a possible route for technical verification, communications, trading, billing and control-room operations. Using such a provider is a business choice, not proof that any particular provider is approved or financially suitable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Complete technical and communications verification

Fingrid uses product-specific prequalification where required. Tests and communications checks demonstrate that the unit receives instructions, changes output in the required direction and reports its measured response. Documentation should cover inverter settings, protection, telemetry, metering, control logic and fallback behavior if communications fail.

5. Operate within the bid and recover responsibly

Once qualified, the operator must keep enough state-of-charge margin to deliver the contracted direction, respect activation limits and restore the battery without creating a new imbalance. Maintenance, thermal limits, degradation and unavailable capacity must be reflected in bids and operational declarations.

Grid-code and connection requirements in Finland

SJV2024 threshold

Fingrid reports that Finland’s Energy Authority confirmed the VJV2024 and SJV2024 specifications on 20 March 2025. The SJV2024 information applies to new grid energy storage facilities with rated power of at least 0.8 kW, subject to the stated connection dates and change conditions. It can also apply to an existing facility when its system technical characteristics change under the specified rules.

Grid-code compliance and reserve-market prequalification are separate gates. Passing one does not automatically satisfy the other: the first concerns how the facility connects and behaves electrically, while the second concerns delivery of a particular reserve service.

Connection capacity and location

Fingrid has identified connection capacity, location and fees as project considerations. Its 30 October 2024 announcement said that, from 1 August 2025, a storage-capacity fee would be added to grid-service fees. It also stated that future storage facilities above 30 MW connecting directly to Fingrid’s network must use specified strong main-grid connection nodes. Developers must confirm the current interpretation, available capacity and applicable charges before selecting a site.

Local network constraints can affect both the cost and the value of a project. A battery in a congested area may help a local constraint, but it may also face limited connection capacity or operating restrictions. A technically compliant design can therefore be impractical if the requested connection is unavailable or expensive.

What determines a battery project’s economics?

The reserve figures do not establish a universal payback period or revenue per megawatt. Project value depends on several interacting variables:

  • Reserve prices, energy-market prices and price volatility in the relevant bidding periods.
  • Which products the unit qualifies for and how often those products are activated.
  • Power rating, usable energy, state-of-charge strategy and round-trip efficiency.
  • Cell degradation, augmentation, inverter replacement and other operating costs.
  • Grid-connection works, capacity charges, network tariffs and any site-specific reinforcement.
  • Financing terms, insurance, land, fire-safety systems and permitting.
  • Fees and revenue-sharing terms charged by an aggregator or other service provider.

A model should test both directions of operation, not just the payment for being available. Frequent cycling can accelerate degradation; holding energy in reserve can reduce opportunities in the wholesale market. Assumptions should be dated and tied to a specific connection, battery warranty and dispatch strategy.

How batteries compare with other balancing resources

Fingrid’s technology-neutral framework means a battery is one option among generation, controllable consumption, other storage and hybrid systems. The relevant comparison is operational, not a blanket claim that batteries are superior.

Comparison axis Questions for a battery project Why it matters
Response and activation speed How quickly can the inverter change output, and can it follow automatic signals accurately? Determines which fast or restoration products are technically possible
Sustainability of activation How many minutes or hours can the unit hold the requested direction? Separates short frequency support from longer restoration obligations
Direction of flexibility Can the site both inject and absorb power when called? Two-direction products require headroom in both state-of-charge directions
Qualification and aggregation Does the unit meet the minimum bid and testing rules, alone or in an aggregation? Small assets may need an approved aggregation structure
Location and connection Is capacity available at the proposed node, and are network fees acceptable? A low-cost battery cannot operate as planned without a feasible connection
Operating costs What are the cycling, efficiency, degradation and maintenance costs? Gross reserve payments do not equal net project value

Common mistakes and how to avoid them

Treating national obligations as a contract

The 2026 MW figures describe Fingrid’s system requirement. They do not reserve capacity for a specific project. Use them as market context, then obtain current product terms and procurement information.

Assuming every battery can provide every reserve

Check the exact trigger, response curve, duration, metering and communications requirements for each product. A fast inverter may still fail if the battery cannot sustain the instructed response or maintain state-of-charge headroom.

Confusing grid-code approval with market qualification

SJV2024 compliance addresses connection behavior. Reserve prequalification demonstrates service delivery. Plan both workstreams and their tests separately.

Ignoring the connection before buying equipment

Confirm node capacity, protection requirements, fees and any size-dependent connection rule before finalizing a battery order. The announced requirements for facilities above 30 MW connected directly to Fingrid’s network make location a particularly important early decision.

Quoting revenue without assumptions

Do not publish a single income number without stating the product, bid size, availability, activation, degradation, connection costs, financing, contract fees, region and date. The cited Fingrid material does not provide a universal battery revenue figure.

A practical feasibility checklist

  1. Define the intended service: FFR, FCR-D, FCR-N, aFRR, mFRR or a combination permitted by the rules.
  2. Specify MW power, usable MWh, charge and discharge limits, efficiency and state-of-charge operating bands.
  3. Obtain a connection assessment covering node, capacity, protection, grid-code obligations and applicable fees.
  4. Map the control architecture, telemetry, metering, cybersecurity and communications redundancy.
  5. Confirm the current minimum bid, aggregation option, activation duration and prequalification tests for each product.
  6. Choose whether bidding, settlement and control-room duties will be handled in-house or by a contracted reserve-market service provider.
  7. Build a dated financial model that includes reserve and energy revenues, cycling, degradation, replacements, connection charges and financing.
  8. Recheck Fingrid’s current requirements immediately before investment approval, because reserve obligations and technical rules can change.

Bottom line for Finnish BESS developers and grid readers

Batteries balance Finland’s grid by reacting quickly in either direction: discharging or reducing charging when power is short, and charging or reducing output when power is abundant. Their strongest potential contribution is fast, accurately controlled flexibility, but usefulness depends on energy duration, state-of-charge management, connection location and verified communications. Fingrid’s reserve products—FFR, FCR-D, FCR-N, aFRR and mFRR—serve different purposes, and qualification is product-specific. The 2026 reserve obligations show national demand for balancing capacity, not guaranteed battery contracts. A viable project therefore starts with a product-and-connection assessment, completes the required grid-code and reserve tests, and evaluates economics using explicit, dated assumptions.
