The Ministry of Road Transport and Highways’ rules effective 1 June 2022 list three private-car bands, but those figures are not verified as the rates in force in October 2026. A comprehensive or package-policy quote can differ between insurers because it also includes own-damage cover, which insurers price individually.
What the third-party premium pays for
Third-party motor insurance covers the insured’s legal liability for injury to another person or damage to another person’s property, as described in the Insurance Regulatory and Development Authority of India’s (IRDAI) motor-insurance guidance. It is the liability component of motor insurance, not cover for repairing the policyholder’s own car. Third-party liability insurance is mandatory for vehicles plying on public roads in India.

The distinction matters when you look at a quote. A liability-only policy covers the third-party liability component. A package policy, often called comprehensive insurance, combines third-party liability with own-damage cover for the insured vehicle. The total shown for the package is therefore not just the regulated third-party premium.

The third party is someone other than the policyholder whose injury or property damage gives rise to the insured’s liability. The premium discussed here is the price of that liability cover, not a prediction of whether a claim will occur or how much a future claim might cost. It also should not be confused with the value of the policyholder’s own car: own-damage cover is a separate component in a package policy.

Which factors determine a private-car base premium?
For a private car, the located MoRTH rules group the base premium by engine capacity. The figures below are the rule amounts effective from 1 June 2022. They are historical rule figures, not confirmation of the rate currently in force in October 2026.
| Private-car engine capacity | MoRTH rule base premium | Rate date and qualification |
|---|---|---|
| Up to 1,000 cc | ₹2,094 | Rule figure effective 1 June 2022; later applicability not established |
| Above 1,000 cc and up to 1,500 cc | ₹3,416 | Rule figure effective 1 June 2022; later applicability not established |
| Above 1,500 cc | ₹7,897 | Rule figure effective 1 June 2022; later applicability not established |
Engine capacity means the vehicle’s displacement in cubic centimetres (cc). The bands use strict boundaries: a car rated at exactly 1,000 cc falls in the “up to 1,000 cc” band; exactly 1,500 cc falls in the “above 1,000 cc and up to 1,500 cc” band. A car above 1,500 cc falls in the highest band shown.
For these private-car bands, the stated basis is engine capacity. The located rules do not calculate the amount from the car’s current market value or the policyholder’s claim-free record. Vehicle class and category-defining details still matter: do not use the private-car bands for a vehicle that is registered in a different class. IRDAI’s guidance identifies registration details and vehicle class among information commonly used in motor insurance.
In practical terms, the engine-cc band tells you which listed regulated base amount corresponds to a private car under the 2022 rules. It is not a formula in which a higher market price automatically produces a higher third-party base premium. Nor does the figure alone describe every component in a combined policy quote. Keep the vehicle’s class, the applicable rate notification and the policy type in view when interpreting the amount.
How to identify the applicable band
- Check the vehicle’s registration documents. Find the engine-capacity or displacement entry, expressed in cc. Use the registered vehicle details rather than estimating from the model name or badge.
- Confirm the vehicle class. The figures in the table are for private cars. If the registration identifies another vehicle category, these bands may not apply.
- Match the cc figure to the boundary. Use the band containing the recorded capacity: up to 1,000 cc; above 1,000 cc through 1,500 cc; or above 1,500 cc.
- Check the applicable notification before relying on a price. The amounts shown here come from rules effective 1 June 2022. A later amendment located in 2024 changes specified C1b rates in Tables II and VII, rather than revising the general private-car bands, but the available information does not establish whether another later notification changed those bands.
- Read the quote’s policy type and components. Confirm whether the amount is for liability-only cover or for a package policy. A package total includes insurer-priced own-damage cover, so it cannot be checked against the third-party band alone.
This method identifies the regulated base-premium band in the located rules; it does not produce a personalized final quote or establish every amount that may appear on an insurer’s invoice. The exact current applicability of the listed figures has not been established. Before relying on a specific amount, confirm the applicable rate through a current official notification or an authoritative insurer source.
For example, if the registration documents show a private car with a capacity of exactly 1,500 cc, the 2022 table places it in the middle band, not the “above 1,500 cc” band. If the documents show 1,501 cc, it falls in the highest band shown. These examples explain how the boundaries work; they do not confirm that the 2022 rupee amounts remain in force today.

Why third-party and comprehensive quotes can differ
IRDAI distinguishes between the two policy components. Its policyholder guidance says the third-party liability premium is laid down by the regulator and is the same across insurers. It also explains that insurers rate own-damage cover individually. As a result, two insurers can quote different totals for package policies even though the standardized third-party component is the same.
Recommended Free Tools
That difference is not evidence that one insurer has discounted the standard third-party base rate. The quotes may instead differ in their own-damage pricing or in the cover and terms being offered. When you compare package or own-damage quotes, IRDAI advises checking the coverage, deductibles and insured declared value (IDV). IDV is the declared value used for the insured vehicle under the policy; compare the figures and terms in the actual quotes rather than treating different totals as equivalent cover.
- Liability-only versus package: First make sure both quotes cover the same policy type. A package-policy total includes own-damage cover; a liability-only premium does not represent the same combination of cover.
- Own-damage premium: For package policies, separate this component from third-party liability when the quote provides a breakdown. Insurers price own-damage cover individually.
- IDV: Compare the declared vehicle value shown on each package quote. A different IDV means the own-damage terms are not directly identical.
- Deductibles and coverage: Check the deductible and what the policy covers before treating a lower total as a better price for equivalent protection.
IRDAI’s policyholder page captures the standardization point directly: “Premium for Third Party Liability are laid down by IRDAI and it is same for all insurers.” The statement concerns the third-party liability premium. It should not be read as saying every motor policy has the same total price, because a package policy adds own-damage cover that each insurer rates individually.
When a quote screen shows only one combined number, look for a component-wise premium breakdown or ask the insurer to clarify which portion is third-party liability and which is own-damage. Then compare like with like: the same policy type, the same relevant vehicle details, and the terms shown for own-damage cover. If two liability-only quotes appear to differ, first verify that they are for the same vehicle class and policy cover and that the amounts are being compared on the same basis. The standardized-rate guidance does not make two differently composed policy totals comparable.
What the 2022 and 2024 rules do—and do not—establish
The MoRTH notification containing the three private-car figures came into force on 1 June 2022. A 2024 amendment located for this topic changes specified category C1b rates in Tables II and VII; it does not revise the general private-car bands described above. That amendment alone is not proof that the 2022 private-car amounts remain applicable today. The available official-rule information does not establish whether another later notification changed the private-car figures.
Accordingly, treat ₹2,094, ₹3,416 and ₹7,897 as figures stated in the 2022 rules, not as confirmed October 2026 prices. If a precise current amount is essential, obtain the applicable current official rate notification or confirmation from an authoritative insurer source. A quote also depends on the vehicle details and policy type entered, so verify those before comparing the result with a rule band.

The distinction between a dated rule figure and a currently applicable rate is important. A rate table gives a useful way to understand how a private-car band was set at the time the rules took effect, but the date attached to the notification matters. The 2024 amendment’s references to specified C1b categories and Tables II and VII do not, by themselves, answer whether a later notification updated the private-car amounts in the table above. Do not infer that the figures are current simply because a later amendment does not mention those general bands.
How to interpret a price that does not match the band
If a quote appears different from the amount in the table, first check what the number represents. It may be the total for a package policy rather than the third-party component, or it may reflect a vehicle category other than private car. A current rate notification may also affect whether the 2022 figure is applicable. Use the following checks before concluding that the standardized third-party premium itself varies by insurer:
- Confirm that the quote is for a private car and that the engine capacity matches the registration record.
- Check whether the displayed amount is liability-only or includes own-damage cover.
- For a package quote, inspect any available breakdown and compare the own-damage terms, IDV, deductibles and coverage.
- Check which official rate notification applies on the date of the quote; do not assume the 2022 rule figures are current merely because they appear in older guidance.
IRDAI’s policyholder guidance provides the governing distinction: the standard third-party premium is the same across insurers, while own-damage premiums are set by individual insurers. Use that distinction to compare like with like, and confirm the applicable rate when a current rupee amount is needed.
If you are using an online comparison service, treat its results as a way to compare available quotes, not as proof that insurers can vary or discount the standardized third-party base rate. Check that each result is for the policy type you intend to buy and review the actual coverage and terms. A low combined total alone does not show that the own-damage component, IDV or deductibles match another quote. IRDAI advises comparing quotes, but no particular comparison service or current partner offer is established here.

Does my claim-free record determine the third-party base premium?
The listed private-car third-party bands are not calculated from the policyholder’s claim-free record. The sourced distinction is that third-party liability premiums are standardized across insurers, while insurers price own-damage cover individually. Check the individual policy terms rather than assuming a claim-free record changes the regulated third-party amount.

A comprehensive or package policy combines third-party liability with own-damage cover. IRDAI says the third-party premium is the same across insurers, but own-damage cover is rated by each insurer. Are the ₹2,094, ₹3,416 and ₹7,897 figures current?
They are the private-car amounts in the MoRTH rules effective 1 June 2022. Their applicability in October 2026 has not been established here. Check a current official notification or an authoritative insurer source for a current amount.
What should I do if an insurer quote does not match the table?
Check that the quote is for a private car, that the engine capacity is taken from the registration record, and that you are comparing a liability-only amount rather than a package total. If it is a package policy, separate the own-damage component where possible and compare IDV, deductibles and coverage. Also confirm which rate notification applies on the quote date.
Is third-party car insurance mandatory in India?
IRDAI describes third-party liability insurance as mandatory for vehicles plying on public roads in India. It covers the insured’s liability for injury or damage to others; it is not a substitute for own-damage cover for the policyholder’s car.
