The HOPPER is a roofed, pedal-assisted electric cargo bike—not a conventional car. Hopper Mobility describes it as a Pedelec, and its August 2023 owner’s manual classifies it as an EPAC under EN 15194:2017. Its unusual mix of weather protection, enclosed storage and three purpose-built layouts makes it an option for some urban trips that might otherwise be made by car.
What the HOPPER is—and what it isn’t
Hopper Mobility positions the HOPPER between a conventional cargo bike and a car for city use. It has covered bodywork and lockable storage, but the company calls it a Pedelec; the owner’s manual uses the classification “EPAC according to EN 15194:2017.” That is not the same as being a registered passenger car. The company said in a June 2025 announcement that registration and a driving licence are not required. Treat that as the manufacturer’s statement, not independent legal advice. Hopper Mobility’s announcement and August 2023 owner’s manual provide the relevant descriptions.
Hopper says the rider’s pedalling drives a generator, while sensors relay the pedalling movement to the motor. The company describes the system as “pedal-by-wire,” without a chain or belt, and lists reverse travel and digital shifting. These are manufacturer descriptions of how the system works; they are not independent test findings. The Hopper FAQ explains the pedalling and motor arrangement.

Prices are Hopper shop starting prices, not quotes, and can change. The shop overview lists the configurations; the Cargo HOPPER product page has Cargo-specific details. Choose by the job you need done: the Passenger’s second seat trades off against the Cargo model’s larger stated storage volume, while the Dog layout is intended for an animal rather than a general-purpose passenger seat. Confirm dimensions for items or animals that must fit inside.

Current specifications—and why older figures differ
Hopper Mobility’s current overview lists a 212 cm length, 105 cm width and 149 cm height, approximately 155 kg weight, up to 150 kg payload, pedal assistance up to 25 km/h, claimed range up to 60 km and a removable 1,440 Wh battery. These are manufacturer figures, not independently verified measurements. Hopper notes that range depends on use and environmental conditions. See the current product overview.
Do not combine those values with figures from the owner’s manual version 1.0, marked August 2023. That document lists 135 kg empty weight, 165 kg payload and up to 65 km range. It also gives storage volumes of 126 litres for the two-seater and 216 litres for Cargo, and dimensions of 212 cm long, 105 cm wide without mirrors (115 cm with mirrors) and 150 cm high. The manual lists charging time up to eight hours with a 3 A charger. Those are figures from an earlier document version, not a second set of current specifications. Hopper’s service page lists an English handbook version 2.1 dated January 2025 and says the German handbook is the most up to date.

The same 2023 manual specifies a 250 W continuous-rated hub motor, assistance to 25 km/h and start-up assistance up to 6 km/h. For a purchase decision, use the current configuration and documentation Hopper supplies for the exact model rather than assuming an older manual’s payload, range or storage figures still apply.
Could it replace a car for your trips?
That depends on the trips, not on the car-like body. There are no controlled head-to-head test results here against a named car or cargo bicycle, so a universal claim that the HOPPER replaces a car would go beyond the available evidence. Assess the practical fit against your regular journeys:

- People or things: Decide whether you need the Passenger’s rear bench, the Cargo layout’s larger stated volume or the Dog configuration.
- Route and weather: Consider your hills, road conditions, trip length and how much weather protection matters to you.
- Parking and storage: At about 212 cm long and 105 cm wide in Hopper’s current figures, it needs more room than an ordinary bicycle. Check the actual parking space, access and storage arrangement.
- Range and charging: Compare your daily distance with Hopper’s claimed range, allowing for the company’s warning that conditions and use affect it. Confirm that you have a suitable place to recharge the removable battery.
- Cost and timing: Weigh the starting price and delivery estimate against the trips it could realistically replace; the Cargo listing showed an estimated 10-month wait when checked, which may change.
- Try before choosing: A test ride can help you judge handling, fit and the experience of riding this type of covered vehicle.
Ordering, delivery, test rides and support
When checked in 2026, Hopper’s Cargo product page showed an estimated 10-month delivery lead time, with delivery charges extra and dependent on distance; it also offered free pickup in Hamburg. The shop said online orders were available only with a German delivery address, and directed customers elsewhere to contact Hopper. These are changeable commercial details, so confirm price, availability, delivery and order eligibility with the Cargo listing or shop before placing an order.
Hopper says free test rides are available. Its June 2025 announcement named Hamburg, Bremen, Lippstadt, Freiburg and Munich as test locations and described rides at the Little John Bikes ePedalics store in Bremen. Those locations come from a dated announcement, not a guarantee of current availability; use Hopper’s current booking information to check where rides can be arranged. In the same announcement, Dr. Robert Peschke, CEO of Little John Bikes GmbH, said the retailer was pleased to offer HOPPER test rides at its Bremen store. That is a partner’s statement in the company announcement, not an independent assessment of the vehicle.

Subsidies are not automatic. Hopper’s FAQ says eligibility depends on the individual program and describes possible BAFA support for qualifying businesses and freelancers using an e-cargo bike for commercial goods transport. Private buyers should not assume they qualify or budget on the basis of a guaranteed grant; check the relevant program and current terms with the provider.
Hopper lists a replacement battery, side panels, GPS tracker and replacement charger among its accessories. Check compatibility with the exact model and current accessory pricing before ordering. Manuals and maintenance videos are available through the service page; Hopper says its German documentation is the most current.
