Karnataka’s proposed action against unsafe half-helmets may reach beyond riders to the manufacturers, distributors, warehouses and shops that supply them. The Two-Wheeler Helmet Manufacturers Association of India says fining riders alone will not remove non-compliant helmets from the market and is calling for coordinated inspections by police, transport officials and the Bureau of Indian Standards (BIS).
The state’s reported announcement is not yet documented here as a final notification. On 1 October 2026, Transport Minister Byrathi Suresh was reported as saying Karnataka had decided to act against half-helmet use and against manufacturers and sellers, including stock held in shops and warehouses, while officials examined the legal provisions needed to implement it.

What the helmet manufacturers’ association is asking for
The association wants enforcement to follow the supply chain rather than stopping with the person riding the motorcycle. Its position is that inspections should identify where unsafe helmets are made, stored, distributed and sold, then remove non-compliant stock from circulation.
It has specifically called for police, transport authorities and BIS to work together. The association also raised concern about helmets carrying counterfeit ISI marks, which can make an unsafe product appear certified. Those claims describe the association’s stated concern; the available reporting does not quantify how widespread counterfeit marking is.

Why rider-only penalties may not solve the problem
A fine imposed on a rider can address conduct on the road, but it does not by itself stop the same helmet from being offered to another customer. Supply-chain inspections would target inventory at factories, distributors, retail outlets and warehouses, where officials can check certification and seize products that fail the applicable requirements.
What Karnataka has announced—and what remains unresolved
The 1 October 2026 statement attributed to Transport Minister Byrathi Suresh described action against half-helmet use and against manufacturers and sellers. It also referred to stock at shops and warehouses. However, officials were still examining the legal provisions, and the cited reporting does not provide a final Karnataka government notification.

- 2 Visors Included: Clear + Smoked and 1 Neck Scarf for Winter Use
- Streamlined Aerodynamic Design Reduces Wind Noise and Drag
- Advanced and Lightweight Durable ABS Shell
- Quick Release Clasp and Strap and Removable Inner Lining Pads
- Meets or Exceeds FMVSS-218 and DOT Safety Standards
That distinction matters. The announcement signals intended enforcement, but it does not establish the final offence wording, penalty amounts, inspection powers, effective date or whether a particular half-helmet design will be prohibited under a published state order. Until Karnataka issues and publishes the relevant legal text, those implementation details should be treated as pending.
India already requires BIS-certified two-wheeler helmets
Separate from Karnataka’s reported state action, India has a national certification requirement. The Quality Control Order effective 1 June 2021 requires two-wheeler helmets to comply with BIS standard IS 4151:2015. The Department of Consumer Affairs says helmets manufactured or sold without that certification violate the Bureau of Indian Standards Act, 2016.

- High Resistance ABS Shell With Micrometrically Adjustable Strap
- Meets or Exceeds FMVSS-218 and DOT Safety Standards
- Helmet Liner / Cheek Pads are Lightweight, Soft and Easily Removable and Washable
- Sleek and Lightweight Design Reduces Wind Noise

This national rule is not limited to a particular shell shape. A helmet’s appearance—half-face, open-face or full-face—does not by itself prove compliance. Certification applies to the specific product and licensed manufacturer, so consumers should verify the product rather than assume that every helmet of a given style is legal or safe.
How enforcement has been operating nationally
Official figures show that certification checks are already part of a wider national enforcement effort. As of June 2025, the Department of Consumer Affairs reported 176 manufacturers with valid BIS licences for protective helmets. BIS said it had tested more than 500 helmet samples and conducted more than 30 search-and-seizure operations during financial year 2024–25. Those operations included the seizure of around 500 substandard helmets from 17 retail and roadside locations.

Department of Consumer Affairs Secretary Nidhi Khare summarized the safety principle: “Helmets save lives, but only if they are of good quality.” The figures show inspection activity and licensed manufacturers, not a finding that every unlicensed or seized helmet was involved in a road death.
What the road-death figures do—and do not—show
The scale of motorcycle risk is substantial. National Crime Records Bureau data for 2024, as reported by Autocar Professional, recorded 1,75,142 road-accident deaths in India. Two-wheeler users accounted for 84,599 deaths, or 48.3% of the total.

Government data presented in Parliament recorded 3,581 deaths linked to non-use of helmets in Karnataka in 2024. That number combines deaths where a helmet was not used; it does not separate fatalities involving a substandard helmet, a half-helmet, a counterfeit ISI mark or no helmet at all. It therefore cannot be used to claim that all 3,581 deaths were caused by unsafe half-helmets.

The Department of Consumer Affairs identifies the BIS Care App and the BIS portal as verification routes. Use them to check the current licence for the specific manufacturer, then inspect the helmet and its packaging for the required product marking.
- Identify the manufacturer. Record the exact legal manufacturer name and any licence details printed on the helmet or packaging.
- Check BIS records. Search the manufacturer’s current licence in the BIS Care App or on the BIS portal. A seller’s claim or an image of an ISI mark is not a substitute for a current licence record.
- Match the product. Confirm that the licence and marking correspond to the helmet you are buying, not merely to a different product from the same seller.
- Check the physical fit and fastening. The helmet should fit securely, sit level on the head and have a fastening system that can be tightened correctly. Certification does not replace proper fit.
- Keep purchase details. Retain the receipt and packaging so a questionable product can be traced to the seller and manufacturer.
What sellers and manufacturers may need to prepare for
If Karnataka formalizes the announced approach, businesses could face checks of displayed products as well as stock held away from the shop floor. Manufacturers and distributors should be able to document the source of inventory, maintain valid BIS licensing where required, and segregate products whose certification cannot be verified. Retailers should not rely solely on a supplier’s statement that a helmet is approved.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe exact inspection procedure, penalties and legal authority remain dependent on the state’s published provisions. Until then, the national requirement under IS 4151:2015 remains the applicable baseline for helmets manufactured or sold in India.
Are half helmets automatically illegal?
Not on the evidence currently available. Karnataka has announced an intended crackdown and is examining the legal provisions, but the cited sources do not contain a final state notification defining a blanket ban on every half-helmet. Separately, any helmet manufactured or sold without the required BIS certification violates the national certification framework. Whether a particular half-helmet is lawful therefore depends on the final Karnataka rules, its certification status and how it is used under applicable traffic law.
