What GM announced in June 2025
On June 10, 2025, GM said it planned to invest about $4 billion over two years across Orion Assembly in Orion Township, Michigan; Fairfax Assembly in Kansas City, Kansas; and Spring Hill Manufacturing in Tennessee. The announcement describes additional U.S. production capacity, not a complete transfer of every vehicle from one country or plant to another.
GM said the investment would give it the ability to assemble more than two million vehicles per year in the United States. That is the company’s stated capability, not a forecast or report of actual annual output. GM separately announced an $888 million investment at Tonawanda Propulsion in New York for a next-generation V-8 engine; that was not part of the three-plant $4 billion figure.

GM also said Factory ZERO in Detroit-Hamtramck would be the dedicated assembly location for the Chevrolet Silverado EV, GMC Sierra EV, Cadillac Escalade IQ, and GMC HUMMER EV pickup and SUV. That allocation is relevant to GM’s broader production planning, but it does not identify the two trucks implied by the headline.

Which trucks are moving to the U.S.?
The June 2025 announcement names a vehicle category—light-duty full-size pickups—rather than specific truck models. GM’s October 2025 shareholder letter later clarified Orion’s sequence: the plant was expected to come back online in early 2027, build the Cadillac Escalade first, and then add next-generation full-size light-duty pickups. Therefore, the available announcements do not support saying that two specifically identified truck models have already moved, or that pickup production starts as soon as Orion reopens.
GM has also described the broader North American pickup supply chain as spanning multiple plants. In a February 2025 report, Reuters described Silverado and Sierra production across four plants, including U.S. locations as well as Silao, Mexico, and Oshawa, Canada. A change in allocation at one U.S. plant is not, by itself, proof that a vehicle’s entire supply chain has moved home.

What else is being added—and what later updates say
Fairfax: Equinox after the Bolt
GM’s January 2026 update said Fairfax would produce the Chevrolet Bolt before the planned gas Equinox and a next-generation Buick compact SUV. The company described the transition as a future launch supported by workforce investment. GM’s July 2026 overview still listed the Equinox for Fairfax the following year, consistent with the previously announced 2027 timing; it did not confirm that the added Equinox production had begun.
Spring Hill: Blazer and later investment
The original plan assigned gas Chevrolet Blazer production to Spring Hill starting in 2027. In June 2026, GM announced a further $275 million investment across the complex: $150 million for Assembly and a future Cadillac internal-combustion product, plus $125 million for the 2.7-liter engine program. GM said that engine powers the Chevrolet Colorado, GMC Canyon, Silverado, and Sierra. This is later manufacturing investment, not evidence that those four trucks are the pair referenced in the headline.

Orion: sequence matters
GM’s October 2025 update placed the Escalade ahead of the next-generation pickups in Orion’s planned production sequence. That detail narrows what “early 2027” means: GM expected Orion to return to operation then, but pickup production was to follow the Escalade rather than necessarily begin at the plant’s reopening.
How tariffs fit the story
The Associated Press characterized GM’s June 2025 investment as a move to shift some production from Mexico to the United States while the company navigated tariffs. GM’s own announcement emphasized domestic manufacturing investment and capacity. Neither source provides a vehicle-level estimate of tariff savings attributable to these plant allocations, so it is not possible to state how much the plan saves or to assign tariffs as its exclusive cause.

A Council on Foreign Relations analysis published before GM’s announcement discussed Oshawa and Silao as possible short-term sources of pickup production shifts in response to potential Mexico tariffs. That was scenario analysis, not confirmation of GM’s later plan. Tariff conditions and exemptions can change, so a production announcement should not be treated as a current calculation of the cost of importing a particular vehicle or part.

- GM estimated nearly 5,000 indirect Kansas jobs associated with Equinox production at Fairfax.
- GM estimated more than 5,300 indirect Tennessee jobs associated with additional vehicle allocation at Spring Hill.
In April 2026, GM said its domestic manufacturing investments over the preceding 12 months had climbed to more than $6 billion. That company-reported aggregate covers a broader time period and set of investments than the original June 2025 commitment, so it should not be read as a revised total for the three plants alone.
What is confirmed—and what is still a plan
As of October 8, 2026, the cited company updates continue to describe the 2027 vehicle additions as scheduled or planned; they do not confirm that every listed production program has started. GM has not published plant-level final production volumes in these announcements, nor a quantified tariff-savings figure for the allocations. The key distinction is between stated plans and completed operational changes: the plans identify plants, vehicle categories, and expected timing, while the available updates do not establish that all launches are already underway.
GM Chair and CEO Mary Barra said in the June 10, 2025 announcement: “Today’s announcement demonstrates our ongoing commitment to build vehicles in the U.S and to support American jobs.”
