General Motors cut production at eight North American assembly plants in September 2021 as semiconductor shortages constrained parts supply. The changes varied by facility: some plants paused production, some downtime was extended, and GM used pauses to repair and ship vehicles that had been assembled without certain modules. This is a historical account of the 2021 schedules, not evidence of a new shutdown in 2026.
What happened in September 2021?
On September 2, 2021, Reuters reported that GM planned production cuts at eight North American assembly plants in the United States, Canada and Mexico. The company said the changes were driven by the ongoing semiconductor shortage. They affected several vehicle lines, including midsize and full-size trucks and vans, the Chevrolet Equinox, and the Chevrolet Traverse, Buick Enclave, GMC Acadia, and Cadillac XT5 and XT6.
The schedules were not identical across the eight facilities. They included new pauses, partial production reductions and extensions of previously announced downtime. Reuters reported two weeks of downtime at Wentzville, Missouri, and said downtime was being extended at CAMI in Canada and at San Luis Potosi and Ramos in Mexico. Lansing Delta Township, Michigan, and Spring Hill, Tennessee, were also affected.
Which plants were affected, and how?
Reuters identified the following plant actions in its September 2 report. It did not provide a complete, comparable estimate of lost units for each facility, so the schedule details should not be read as a ranking of production impact.
#1 Best Overall
- IC Type: Semiconductor
- Each wafer fragment contains visible integrated circuit patterns for demonstration and display purposes only.
- Made from single-crystal silicon wafer material for authentic semiconductor teaching and research.
- Ideal for electronics courses, microfabrication demonstrations, and STEM student projects.
- Also suitable for art installations, photography props, and chip design exhibitions.
| Plant | Location | Reported September 2021 action | Vehicle lines or context |
|---|---|---|---|
| Fort Wayne | Indiana, United States | Production was to halt the following week; downtime would also be used to repair and ship unfinished vehicles. | Pickup trucks |
| Silao | Mexico | Production was to halt the following week; downtime would also be used to repair and ship unfinished vehicles. | Pickup trucks |
| Wentzville | Missouri, United States | Two weeks of downtime were reported. | Midsize trucks and vans were among the affected lines. |
| CAMI | Canada | Previously announced downtime was extended. | The September report described cuts affecting Equinox SUVs. |
| San Luis Potosi | Mexico | Previously announced downtime was extended. | The September report described cuts affecting Equinox SUVs. |
| Ramos | Mexico | Previously announced downtime was extended. | The September report described cuts affecting midsize and full-size trucks and vans. |
| Lansing Delta Township | Michigan, United States | Production cuts were reported; the report did not specify a comparable duration here. | Traverse and Enclave crossovers were among the affected lines. |
| Spring Hill | Tennessee, United States | Production cuts were reported; the report did not specify a comparable duration here. | Acadia and Cadillac XT5 and XT6 were among the affected lines. |
These actions were plant-specific schedules rather than a halt across all GM North American manufacturing. Reuters’ September coverage is the source for the plant-by-plant details.
Why did GM cut production?
GM attributed the schedules to semiconductor supply constraints. In a February 9, 2021 statement, the company said, “Semiconductor supply remains an issue that is facing the entire industry.” That statement named downtime at Fairfax in Kansas, CAMI in Canada, and San Luis Potosi in Mexico, and said GM would reassess those extensions in mid-March. It provides earlier context for the shortage, not the exact September schedule.
In a separate July 16, 2021 account of schedule adjustments, S&P Global quoted GM spokeswoman Kristen Ackerman saying temporary parts shortages were caused by semiconductor supply constraints from international markets experiencing COVID-19 restrictions. She described the situation as complex and fluid. This was a broader contemporaneous explanation of the 2021 shortage, not a direct statement about the September plant schedule.

- PROTECTIVE PACKAGING: Carefully packaged with protective layers to help minimize scratches, dust and handling damage during storage and transportation.
What did GM do with unfinished vehicles?
A production pause did not necessarily mean that every vehicle already on an assembly line was abandoned. Reuters reported that GM planned to use downtime at multiple affected plants, including Fort Wayne and Silao, to repair and ship unfinished vehicles.
GM had also described a related mitigation approach in its February statement: in some cases, it intended to build vehicles without certain semiconductor-dependent modules and complete them when the missing semiconductors became available. The company said it was working with suppliers to find solutions and mitigate production impacts, and that it intended to make up as much lost production as possible. These statements describe GM’s stated plans; they do not establish how many vehicles were later completed or how much output was recovered.

Contemporaneous figures illustrate the broader supply pressure, but they are snapshots of the 2021 market rather than current measures. Axios reported that Morningstar analyst Dave Whiston estimated U.S. light-vehicle inventory at the end of August 2021 was 70% below the level two years earlier, and that GM inventory in August 2021 was 86% below August 2019. Axios also reported Kelley Blue Book’s average new-car transaction price of $42,736 in July 2021, up 8.2% from July 2020. These figures describe market conditions; they do not quantify the output lost at each GM plant.

Was this a new GM shutdown?
No. The September 2021 report describes a dated production disruption during the global chip shortage. GM also issued other production updates that year, including its February statement and the schedule changes covered by S&P Global in July. Those reports are separate points in the timeline and should not be treated as interchangeable descriptions of the September schedule.
The cited accounts document historical production plans and company explanations. They do not establish the current operating status of each named plant in October 2026.
