An earlier provisional approval by the Netherlands and recognitions in several countries provide context; the final EU-wide outcome and timing remain unsettled.
What Germany announced
On 6 October 2026, Germany’s Federal Ministry of Transport said Minister Steffen Bilger would support efforts to secure prompt EU-wide approval for Tesla’s supervised driver-assistance system. Bilger said: “My goal is for Tesla drivers to be able to use the benefits of assisted driving across the entire EU as quickly as possible.” The ministry described technical questions and liability as subjects examined in discussions with Tesla.
The ministry characterized Germany’s role as constructive support for continuing the European process. Its announcement does not establish that the EU has granted final, EU-wide approval, nor does it provide a date for a decision.
What approval status means in practice
The German statement came after a provisional approval and national recognitions had already been reported. The Czech Ministry of Transport said the Dutch approval authority RDW issued provisional EU type approval for Tesla FSD Supervised on 10 April 2026 under Regulation (EU) 2018/858. In a release dated 21 September 2026, Czechia said it recognized that provisional approval under Article 39, allowing use there under specified conditions, and that it had joined the Netherlands and five other European countries.

A provisional approval and recognition by individual countries are not the same as a completed EU-wide decision. Germany’s announcement concerns support for the ongoing European process; the available statements do not establish when it will conclude or what its final outcome will be.
It remains Level 2 driver assistance, not a self-driving system
The Czech ministry describes Tesla FSD Supervised as an SAE Level 2 driver-assistance system. EU rules for Level 2 assistance align with UN Regulation 171 on Driver Control Assistance Systems, within the framework that includes Regulation (EU) 2024/2689. The European Commission treats technical legislation for fully driverless Level 4 vehicles separately; the two categories should not be confused.

The system supports functions including acceleration, braking and steering, but the driver must remain attentive, continuously supervise its operation and be ready to take control. The German ministry says the driver remains responsible for vehicle control and safe operation. The “Full Self-Driving” wording can suggest more autonomy than the system provides.
The proposed name and speed approach
Name change: an offer, not a confirmed change
The German ministry said Tesla offered to rename the system “Tesla Assisted Driving” because it considered “FSD – Full Self-Driving Supervised” somewhat misleading. The statement records an offer; it does not confirm that Tesla has implemented the new name.

Speed limits: a proposed approach, not a general exemption
The ministry said its September discussions with Tesla included an approach under which the system could exceed the applicable maximum speed by up to 10%, and that Germany would constructively support this approach in the European process. The ministry described minor, situation-dependent exceedances as potentially helping traffic flow. This is a term of the approval approach described by the ministry, not evidence that drivers have received a blanket exemption from speed limits.
What is known about safety
The German ministry said findings to date show high performance in urban traffic. That is the ministry’s assessment, not an independent study result. The sources available do not establish a directly relevant, independent statistic for the system’s safety performance in Europe.

Tesla publishes its own collision-rate comparisons using vehicle telemetry and explains its methodology and limitations. Its safety page says the report uses rolling 12-month data and is updated quarterly. Any figures there are manufacturer-published claims; they should be read with the stated comparison group and period, not treated as independent proof of safety in Europe. When will Tesla FSD be approved across the EU?
The German ministry did not give a decision date, and the available statements do not establish when the European process will conclude.
Does Tesla FSD drive itself?
No. It is described as supervised Level 2 driver assistance. The driver must remain attentive, supervise its operation and be ready to take control.
