Gartner Forecast 85 Million EVs on the Road by End of 2025—Then Revised Its Estimate

Gartner’s October 2024 forecast put the global EV installed base at 85 million by the end of 2025. A later estimate was higher, but neither figure is a verified final fleet count.

Gartner’s October 2024 forecast projected 85,143,189 electric vehicles in use worldwide at the end of 2025. In a December 2025 update, Gartner estimated the 2025 total at 89,554,951. Both figures are forecasts or estimates—not a verified final count of vehicles actually on the road.

What Gartner’s 85-million forecast counted

The headline figure came from Gartner’s October 14, 2024 forecast of the worldwide electric-vehicle installed base at the end of 2025. Gartner estimated 85,143,189 vehicles: 61,860,183 battery electric vehicles (BEVs) and 23,283,006 plug-in hybrid electric vehicles (PHEVs). Its estimate for the 2024 installed base was 64,032,383. Gartner’s October 2024 release described the vehicles in scope as cars, buses, vans, and heavy trucks.

That scope matters: 85 million was not a count of new EV sales in 2025, nor a count limited to passenger cars. It was Gartner’s projected number of qualifying vehicles in use worldwide at year-end.

How Gartner’s 2025 estimate changed

Gartner published a higher estimate in its December 4, 2025 update: 89,554,951 EVs in the worldwide 2025 installed base. The revised total comprised 59,480,370 BEVs and 30,074,582 PHEVs. The updated estimate raised the total while lowering the BEV estimate and raising the PHEV estimate relative to Gartner’s October 2024 forecast. Gartner’s December 2025 release also forecast 116 million EVs in use worldwide in 2026.

The change illustrates why a forecast’s publication date belongs beside its number: forecasts can be revised as assumptions and market information change. The December estimate is still an estimate, not proof that nearly 90 million vehicles were actually in use at the end of 2025. The sources cited here do not establish a verified final 2025 fleet count.

Why the IEA’s sales figures are different

The International Energy Agency reported more than 17 million electric car sales worldwide in 2024 and expected more than 20 million in 2025. Those figures concern annual sales of electric cars, while Gartner’s figures concern the installed base of several vehicle types. Annual sales add vehicles during a period; an installed-base estimate concerns vehicles in use at a point in time. The measures are not interchangeable. The IEA’s 2025 electric-car market chapter provides the sales figures.

Longer-range numbers require another distinction. The IEA’s Stated Policies Scenario projects 250 million EVs across modes by 2030, excluding two- and three-wheelers. The IEA presents scenarios to explore plausible futures and their implications, not as predictions of what will certainly happen. The IEA’s outlook chapter gives the scenario context.

What EV growth implies for charging

A larger EV fleet increases the importance of charging access, but a fleet forecast alone cannot tell an individual driver which charger to buy or whether their home can support one. The IEA expects home charging to remain the preferred option where it is available. In its Stated Policies Scenario, the IEA projects roughly 150 million additional charging points from 2025 to 2030, nearly two-thirds of them home chargers. These are scenario projections, not a guaranteed build-out. The IEA’s charging chapter discusses home, public, and other charging infrastructure.
