What Fisker changed in September 2024
On September 18, 2024, TechCrunch reported that Fisker had reversed a decision announced only days earlier. Its initial position was that Ocean owners would have to pay labor costs for two recall repairs. Fisker then edited its FAQ to say it would provide the necessary parts, including labor, at no cost.
The dispute was about who would pay for physical repair work—not every Ocean recall. The two repairs at issue involved faulty door handles and an electric water pump associated with a possible loss of power. Three other recalls were described as addressable through no-cost over-the-air software updates.
How the repair recalls differed from software recalls
A software remedy can be delivered to a vehicle over the air, while a repair involving replacement parts requires service work. In Fisker’s 2024 payment dispute, the door-handle and water-pump campaigns were the repairs involving parts and labor. The other three recalls referenced in the contemporaneous reporting used software updates instead.

For a vehicle-specific campaign and its completion status, owners should check the VIN in NHTSA’s recall system. A general account of the payment dispute does not determine whether a particular vehicle has an open recall or whether its remedy has been completed.
What DOJ and NHTSA argued in Fisker’s bankruptcy case
The September reversal did not settle the broader question of recall costs. On October 7, 2024, TechCrunch reported that the U.S. Department of Justice, writing on behalf of NHTSA, objected in Fisker’s bankruptcy case to a plan that would limit recall funding and leave owners responsible for labor.

The filing argued that manufacturers must cover all costs of recall remediation and that bankruptcy did not erase that obligation. As TechCrunch quoted the filing: “The Safety Act is clear that all costs associated with remedying defective and noncompliant vehicles must be covered by the manufacturer.” That was the government’s position in a court filing, not a final court ruling.
Fisker’s later repair and reimbursement notice
A later Fisker notice said enrollment for repair and reimbursement for published NHTSA recalls on model-year 2023 Ocean vehicles was open until June 30, 2026. The notice asked owners needing recall work to provide their VIN and contact information. Owners who had already paid a third-party repair provider were asked to submit those details along with receipts.

That stated deadline has passed. The available information does not establish whether Fisker extended the program, replaced it with another process, or still accepts repair or reimbursement claims. Owners should not assume the earlier enrollment process remains open; verify current availability before relying on it.

NHTSA recall report 24V-865, submitted November 15, 2024, lists 7,745 potentially involved U.S. model-year 2023–2024 Fisker Ocean vehicles. The report describes complaints that vehicles might not shift into Park or the intended gear and could move in both directions while stopped in Drive or Reverse, creating a risk of unintended movement on an incline or under other environmental conditions.

In the filing, Fisker said OS 2.0, released March 11, 2024, implemented Automatic Vehicle Hold across U.S. Fisker Ocean vehicles. The report notes one injury related to the issue. This safety recall is distinct from the door-handle and electric-water-pump repair payment dispute.
