Federal EV Tax Credits Have Ended, but Federal Funding for Charging Infrastructure Continues

Federal EV tax credits have expired on separate deadlines, but programs such as NEVI still fund charging infrastructure through state allocations and grants.

As of October 7, 2026, federal tax credits for new, used and commercial clean-vehicle purchases are unavailable for vehicles acquired after September 30, 2025. The separate federal credit for qualifying charging property also expired for equipment placed in service after June 30, 2026. Yet taxpayer-funded support for public charging infrastructure has continued through programs such as the National Electric Vehicle Infrastructure (NEVI) Formula Program. These are different policies: tax credits benefit eligible buyers or property owners, while infrastructure funding is administered through government programs.

Why is the government still funding EV chargers if federal EV tax credits are gone?

Because ending a tax benefit for a vehicle buyer is not the same as ending every federal program that supports charging infrastructure. The credits and the infrastructure programs have different recipients, mechanisms and purposes. A consumer tax credit can reduce an eligible taxpayer’s cost; NEVI allocates federal transportation funds to states for charging deployment.

“Tax breaks vanished” refers here to specific federal clean-vehicle and charging-property credits and their statutory deadlines. It does not establish that state, local, utility or private incentives have ended. Nor does public funding for charging stations mean a buyer can claim a federal vehicle-purchase credit or that a particular charger is subsidized.

Which federal tax credits ended, and when?

The later section 30C deadline does not extend the vehicle-purchase credits. For eligible tax-exempt and governmental entities, IRS guidance describes an elective-pay route for the charging-property credit during its applicable period; that route does not make property placed in service after June 30, 2026, eligible under the stated termination.

How federal charging funds work: NEVI’s FY 2026 allocation

NEVI is a federal formula program administered by the Federal Highway Administration (FHWA) with state transportation departments. It is infrastructure funding, not a rebate or tax credit paid to an EV purchaser. FHWA described the program’s purpose as helping states deploy charging infrastructure and establish an interconnected network.

FHWA’s October 1, 2025, FY 2026 apportionment notice set out an original $1 billion NEVI amount. Of that, $885 million was available for distribution to states, the District of Columbia and Puerto Rico after a $15 million administrative retention and a $100 million set-aside. Those figures describe the original apportionment and its distribution framework; they do not establish how many chargers were built.

A later change to unobligated balances

In a March 12, 2026, notice, FHWA reported that the Department of Transportation Appropriations Act, 2026, repurposed $503,756,000 in previously distributed NEVI balances that remained unobligated. This is a later change to funds that had not been obligated; it should not be described as the cancellation of that amount in completed construction or as a reduction in the number of operating stations. Nor should the original $885 million distribution figure be treated as the amount still available to states after the later action.

Appropriations, apportionments, obligations, expenditures and operational chargers are different measures. The FHWA notices establish funding actions, not project completion totals or station use. They do not support a claim about how many new chargers resulted or how frequently drivers use them.

What other federal funding routes exist?

FHWA’s competitive grant materials describe a NEVI assistance set-aside and the Charging and Fueling Infrastructure (CFI) program, which supports publicly accessible alternative-fuel infrastructure. These are potential infrastructure funding routes for eligible applicants—not direct purchase credits for drivers.

A program appearing in a grant matrix does not mean applications are currently open. Applicants should check the individual FHWA notice for the application window, eligible recipients, eligible projects and conditions before treating a grant as available. The existence of a competitive program alone does not establish funding for a specific charger, location or project.

What this means for EV buyers and communities

  • For a vehicle acquired after September 30, 2025: the federal new, used and commercial clean-vehicle credits covered here are unavailable under the IRS cutoff.
  • For a qualifying vehicle acquired by the cutoff: a later delivery or placement-in-service date may still be allowed if the taxpayer meets IRS requirements, including the binding written contract and payment condition by the deadline.
  • For charging equipment placed in service after June 30, 2026: the stated section 30C credit period has ended; do not confuse this with a vehicle-purchase credit.
  • For states and infrastructure applicants: federal formula and competitive funding operate separately from those consumer tax benefits, and each program’s current availability depends on its governing notice and later funding actions.

For readers, the central distinction is who receives the support and how: expired tax credits were claimed by eligible taxpayers for qualifying vehicles or property, while infrastructure programs direct funds through public agencies and grant processes. The funding notices cited here do not establish a consumer rebate or prove completed charging outcomes.
