Stellantis’ October 14, 2025, plan put U.S. factory investment and a broader lineup ahead of a major electric-vehicle expansion. Of five new vehicles announced, the company explicitly identified one as a range-extended EV; the plan also included combustion-powered products and a new four-cylinder engine. The $13 billion commitment was a four-year company plan, not a report of money already spent or vehicles already built.
What Stellantis’ $13 billion plan covered
Stellantis said it planned to invest $13 billion in the United States over four years, calling it the largest U.S. investment in the company’s 100-year history. The October 14, 2025, announcement covered research and development, supplier costs and manufacturing operations—not just factory construction. The company projected more than 5,000 new jobs across Illinois, Ohio, Michigan and Indiana, and a 50% increase in annual U.S. finished-vehicle production over then-current levels.
The announced product program comprised five new vehicles, 19 refreshed products and updated powertrains through 2029, plus production of a new four-cylinder engine. These were company forecasts. Stellantis said detailed investments remained subject to successful negotiations and final approval of development packages with relevant state and local governments. Why the headline says EVs take a backseat
The October announcement’s disclosed mix was weighted toward new and refreshed vehicles, manufacturing capacity and an engine rather than a broad U.S. EV buildout. Of the five new vehicles, only the Warren range-extended EV was explicitly described as electrified; the same plant was also slated for a large internal-combustion SUV. TechCrunch’s contemporaneous description that EVs “take a backseat” captures that announced mix, but does not mean Stellantis said it was abandoning EVs. TechCrunch’s October 2025 coverage.
A range-extended EV is distinct from a conventional battery-only vehicle: the October announcement used that powertrain label for one planned vehicle, but did not provide enough detail to establish its specifications or operating design. Nor did the release identify the powertrains of every vehicle counted among the five new models. The defensible conclusion is about what Stellantis disclosed—not a claim that all other products would use combustion engines.

What changed after the 2025 announcement?
February 2026: customer demand and the Ram 1500 BEV cancellation
In February 2026, Stellantis described a business reset in which product and powertrain choices would be guided by customer demand across EVs, hybrids and advanced combustion engines. The company said it canceled products that could not achieve profitable scale, including the previously planned Ram 1500 BEV, and reduced volume and profitability expectations for some BEV products. Those are Stellantis’ explanations and characterizations of its reset, not terms of the October 2025 investment announcement. Stellantis’ February 2026 business-reset announcement.
May 2026: a separate global turnaround plan
Axios reported on May 21, 2026, that Stellantis’ broader global turnaround included plans for 11 new U.S. products and 12 model refreshes by 2030 across Jeep, Ram, Chrysler and Dodge, with a mix of powertrains. Those later figures belong to a subsequent strategy; they do not add to or revise the $13 billion announced in October 2025. Axios’ May 21, 2026, report.

How to read the investment figure
The $13 billion describes a planned four-year U.S. investment spanning R&D, suppliers and factory operations. Stellantis presented the plant actions, product counts, job estimates and production increase as plans or projections. The announcement therefore establishes the company’s intended scope and timing, not proof that every project received final approval, proceeded on schedule or delivered its forecast jobs and output.
