Elon Musk Says He Wasn’t Told About $400 Million ‘Armored Tesla’ Proposal

Elon Musk said he had not been told about a $400 million armored-vehicle proposal. The State Department said the figure was a forecast, not an awarded contract.

Elon Musk said he had not been told that Tesla would receive $400 million for armored vehicles. The figure came from a State Department procurement forecast—not an awarded contract or payment—and the department said the solicitation was on hold with no current plans to issue it.

What was the $400 million ‘armored Tesla’ entry?

A State Department fiscal year 2025 procurement forecast included a $400 million planning entry for armored electric vehicles. An earlier version called it “Armored Tesla (Production Units)”; a later version changed the wording to “Armored Electric Vehicles” while retaining the $400 million figure. The original listing did not specify a Tesla model. The Washington Post described the forecast as a planning-stage projection, with a prospective award projected for September. The Washington Post’s account makes clear that this was not evidence of an award. The Associated Press reported that the spreadsheet row’s stated value range was $100 million to $500 million; that range, like the $400 million figure, was not a payment or completed contract. The AP report also says an official bid request was never issued.

What did Musk and the State Department say?

On February 13, 2025, Musk wrote on X: “I’m pretty sure Tesla isn’t getting $400M. No one mentioned it to me, at least.” Axios reported the response and the department’s clarification. A State Department official told Axios that “no government contract has been awarded to Tesla or any other vehicle manufacturer to produce armored electric vehicles for the Department of State.” The official added: “The solicitation is on hold and there are no current plans to issue it.”

The AP reported that the department said Tesla had been the only company to express interest when it sought information in May 2024. The agency said the forecast should have referred to a generic electric-vehicle manufacturer, not Tesla. That information request was not a request for bids, and the department said no official bid solicitation had been issued. The AP’s report provides that account.

Why is the forecast’s history disputed?

The State Department’s public explanation was that the proposal originated under the Biden administration and that naming Tesla was an error. A later NPR account, summarized by PolitiFact, described a Biden-era FY2025 plan with $483,000 for electric-vehicle purchases and $3 million for supporting equipment—far below the later $400 million forecast entry. NPR did not publish the underlying document, and PolitiFact said it could not independently verify the account. PolitiFact’s review distinguishes the reported earlier figures from what it could confirm.

On March 3, 2025, Sen. Richard Blumenthal wrote to Secretary of State Marco Rubio asking when the procurement document was created, who created it, and whether it had been modified in January or February. The letter cited conflicting accounts and raised the possibility of a backdated document as a question for investigation; it did not establish that backdating occurred. Blumenthal’s letter records the questions, not a finding about the document’s history.

What is known—and what is not

  • Established: A State Department FY2025 forecast carried a $400 million planning figure. An earlier version named Tesla, while a later version used a generic description.
  • Established in the department’s reported statements: No manufacturer had received an award, and the solicitation was on hold with no current plans to issue it.
  • Not resolved by the cited public record: When and why the $400 million line was created or changed, and the proposal’s ultimate disposition after the reported hold.

So, if the question is whether the State Department was about to pay Tesla $400 million for Cybertrucks, the answer supported by the available record is no: no contract had been awarded, and the forecast did not identify a specific Tesla model. The cited reporting does not establish a later final cancellation or award.
