Elon Musk denied knowing about a possible $400 million U.S. government purchase of armored Tesla vehicles after a State Department procurement forecast became public in February 2025. Despite widespread headlines calling them “Cybertrucks,” the document did not name the Cybertruck—or even formally confirm Tesla as the supplier.

The entry described a planned acquisition of “Armored Tesla (Production Units),” with a projected value of $400 million over five years. At that point, however, the government had not awarded a contract, selected a manufacturer, or issued a final solicitation.

What the State Department document actually said

The controversy centered on a fiscal year 2025 State Department procurement forecast. The forecast listed an armored-electric-vehicle project in the planning stage and projected a total value of approximately $400 million over five years.

The original wording reportedly identified the requirement as “Armored Tesla (Production Units).” It also listed an anticipated award date in September 2025. That date was a planning estimate, not evidence that Tesla had won the work or that an award was guaranteed.

Procurement forecasts are used to signal potential future government purchases. They can change, be delayed, or disappear before a formal request for proposals is released. A forecast entry is therefore very different from a signed contract or an award notice.

Why people assumed the vehicle would be a Cybertruck

The procurement forecast did not specify a Tesla model. The Cybertruck became the assumed vehicle because its large body, electric powertrain, and stainless-steel construction appeared to fit the idea of an armored electric vehicle better than Tesla’s smaller models.

That inference was never officially confirmed. The government did not announce a purchase of Cybertrucks, and available reporting did not establish that Tesla had designed or supplied a production Cybertruck for this requirement.

Musk said he did not know about the proposal

His statement denied personal knowledge of an awarded $400 million deal, but it did not establish that no government discussions or preliminary inquiries had taken place. The State Department later clarified that the project was still at an early information-gathering stage.

The State Department said there was no contract

The department said it had not awarded a contract to Tesla or any other manufacturer. Officials described the effort as involving a request for information, or RFI. An RFI is used to learn what suppliers can offer and to help an agency define its requirements; it is not a purchase order.

The department said one company had expressed interest in response to an earlier inquiry. It also said a formal solicitation was on hold and that there were “no current plans” to issue one at that time.

That distinction matters in this case:

  1. Forecast: The agency identifies a possible future requirement and estimates its size.
  2. RFI: The agency asks industry for information about available products, capabilities, and costs.
  3. Solicitation: The agency formally invites bids or proposals.
  4. Contract award: The agency selects a supplier and commits funds under a signed agreement.

The public information about the armored Tesla proposal reached the first two stages, not the final two.

The wording changed after the reports

Following public attention, the State Department changed the forecast language from “Armored Tesla” to the more generic “Armored Electric Vehicles.” The $400 million estimate remained in the revised entry for a time, but the item later disappeared from the department’s procurement document.

The change did not prove that a Tesla deal had been canceled, because no Tesla contract had been announced in the first place. It did show that the original wording was no longer being presented as the active description of the possible acquisition.

What the earlier Biden-era proposal involved

The State Department said the project originated during the Biden administration. That statement created another source of confusion, because the earlier plan was substantially smaller than the $400 million figure associated with the later forecast.

Documents obtained by NPR indicated that the Biden-era proposal involved roughly $483,000 for electric vehicles in fiscal year 2025, along with approximately $3 million for supporting equipment, including charging stations. It was focused on researching and evaluating whether electric vehicles could be armored for diplomatic use—not on an already funded $400 million Cybertruck purchase.

The technical questions were significant. Adding armor increases a vehicle’s weight, which can reduce acceleration, efficiency, and driving range. An armored electric vehicle also needs protection for its battery pack, durable suspension and tires, suitable charging access, and reliable operation in countries where charging infrastructure may be limited.

Why an armored electric vehicle would be difficult to deploy

Armor changes more than a vehicle’s exterior. A production EV would need substantial engineering work to handle the extra mass while preserving braking, handling, crash performance, and battery range. Diplomatic vehicles may also require secure communications, specialized glass, run-flat tires, underbody protection, and other equipment that adds further weight.

Charging is another practical concern. A diplomatic fleet cannot depend solely on the public charging network, particularly in locations with unreliable electricity or limited charging coverage. The government would need to consider chargers, backup power, maintenance, spare parts, and local technical support as part of the total program cost.

Those unresolved issues help explain why the earlier proposal was described as research and exploration rather than an immediate fleet purchase.

The accurate bottom line on the $400 million story

A State Department procurement forecast briefly described a potential five-year, $400 million acquisition of armored electric vehicles and originally referred to “Armored Tesla (Production Units).” That entry was not a contract award. Tesla had not been publicly selected, Musk said he had not been informed of such a deal, and the government never officially identified the vehicles as Cybertrucks.

The department later replaced Tesla’s name with generic wording, put the solicitation on hold, and removed the item from the procurement document. The story is best understood as a proposed and uncertain procurement effort—not as a completed government purchase of Tesla Cybertrucks.

FAQ

Did the U.S. government buy $400 million worth of Tesla Cybertrucks?

No. The State Department did not award Tesla a contract for $400 million worth of Cybertrucks. The figure came from a planning-stage procurement forecast.

Was the proposed vehicle definitely the Tesla Cybertruck?

No. The original forecast referred to “Armored Tesla (Production Units)” but did not identify a model. The Cybertruck was an outside inference, not an official confirmation.

What did Elon Musk say about the possible deal?

On February 13, 2025, Musk wrote on X: “I’m pretty sure Tesla isn’t getting $400M. No one mentioned it to me, at least.”

What happened to the State Department proposal?

The department said no contract had been awarded, described the effort as an early information-gathering process, and said the formal solicitation was on hold. The wording was later changed to “Armored Electric Vehicles,” and the item subsequently disappeared from the procurement document.

The Bottom Line

Bottom line: The $400 million figure described a possible future State Department procurement, not a completed Tesla deal. No Cybertruck purchase was officially announced, Tesla was not confirmed as the supplier, and Elon Musk said he was unaware of the proposal.
