For a road-legal electric scooter in Kolkata or elsewhere in West Bengal, plan for the vehicle price, insurance, registration and any applicable tax unless the dealer and registering authority provide current written proof of an exemption. Treat any advertised “subsidy” as conditional until the exact model and transaction qualify under a live government notice.

Ask the dealer to split the on-road figure into these lines:
- Ex-showroom vehicle price and any manufacturer discount.
- Insurance premium and policy type.
- Registration fee and road tax, each shown separately.
- Accessories, handling, logistics or documentation charges.
- Any central incentive shown as a deduction, with the scheme name and eligibility evidence.
If the quote combines tax and registration into a single “RTO” amount, request a revised document. It is difficult to check a waiver or challenge an incorrect charge when the components are not visible.

The West Bengal Electric Vehicle Policy 2021 Gazette, issued by the Power Department, states: “This policy shall remain applicable for a period of 5 years unless repealed or substituted with a new policy, whichever is earlier.” The Gazette notification date was 3 June 2021, so the stated five-year term elapsed on 3 June 2026 unless a replacement policy or earlier continuation applies.

Why the WBSEDCL dashboard is not enough
The WBSEDCL electric-vehicle dashboard displays the phrase “Exemption of Road Tax and Vehicle Registration Cost” and also contains a FAME-II information label. It does not state an effective date, an end date, a current scooter-by-scooter eligibility list or the amount a buyer can deduct in October 2026.
Use that page as a lead to verify with the dealer and registering authority, not as a guaranteed entitlement. A current notification should identify the issuing authority, covered vehicle classes, effective dates and the procedure for claiming the relief. No current West Bengal buyer-level subsidy amount is established here, so do not infer one from an old FAME-II reference or from the undated dashboard wording.
How PM E-DRIVE fits into the purchase
The portal currently shows an e-2W extension
The Ministry of Heavy Industries’ PM E-DRIVE portal displays a notice that the terminal date for electric two-wheelers was extended to 31 March 2028 by an amendment dated 10 August 2026. The notice says private and corporate registered electric two-wheelers may qualify, subject to the scheme’s conditions, and limits support to vehicles fitted with advanced batteries.

This is a scheme window, not a promise that every electric scooter receives money. Confirm that the exact model appears on the live eligible list (if one is required by the scheme), uses the qualifying battery technology, and is sold and registered within the applicable period. Ask who submits the claim, what documents are needed and whether the quoted deduction is provisional until registration.

Do not mistake scheme totals for your personal subsidy
The portal displays a maximum supported volume of 4,579,120 electric two-wheelers and total Ministry of Heavy Industries fund support of ₹2,767 crore for the e-2W segment. Those are programme-level ceilings, not the amount payable to an individual buyer. The portal does not establish a universal per-scooter payment in the material considered here.
Resolve the date conflict before relying on the FAQ
The PM E-DRIVE FAQ contains a sentence saying vehicles registered after a terminal date rendered as “31st September 2024” are ineligible. September has no 31st day, and that sentence conflicts with the portal’s newer notice showing an extension to 31 March 2028. Do not use the impossible date as a live cut-off. Rely on the dated portal notice for the current direction, then obtain confirmation for your model and registration date from the dealer or the Ministry’s current support channel.

- A mobile number can be used once for the process.
- A resold electric vehicle does not qualify.
Because the FAQ carries the inconsistent date language, treat these conditions as requirements to verify against the latest portal instructions rather than as a substitute for checking the live scheme rules.
Does an electric scooter need registration in West Bengal?
West Bengal’s Transport Department states on its vehicle-registration page: “No motor vehicle can be driven or allowed to be driven by anybody in any public place without registration done by the concerned registering authority as per provisions of section 39 of the Motor Vehicle Act 1988.” For a normal road-going electric scooter, the safe planning assumption is therefore that you need a registration certificate and a registration mark before using it on public roads.
Vehicle classification can change the answer for some very low-speed products. Do not rely on a sales description such as “no RTO required.” Ask for the manufacturer’s classification and the documents that establish whether the particular variant is a motor vehicle requiring registration. A different battery, motor output or speed version sold under a similar model name can have a different legal treatment.
Registration process: a practical checklist
The Transport Department’s FAQ identifies Form 20 for a private, non-commercial registration application and lists the usual supporting documents. The dealer commonly coordinates submission, but the registered owner remains responsible for checking the application and the final receipt.
- Confirm the classification first. Obtain the exact variant name, chassis and motor details, and written confirmation of whether registration is required.
- Review the sale paperwork. The checklist includes the dealer’s sale certificate and the manufacturer’s road-worthiness certificate. Check that the chassis number and buyer name match the invoice and insurance.
- Arrange valid insurance. Keep the policy document available for the registration application; the Transport Department FAQ lists valid insurance as a requirement.
- Prepare identity and address proof. Provide the applicable identity documents and address proof requested by the registering authority. Use the same spelling and address across Form 20, invoice, insurance and identity records.
- Submit Form 20 and applicable charges. The application carries the applicable registration fee and tax. If a waiver is claimed, require the dealer to show the notification or order under which the charge is being reduced or removed.
- Check the receipt and registration certificate. Before taking delivery, verify the registration number, owner details, vehicle variant and chassis number. Retain the payment receipt and copies of every submitted document.
The FAQ is a general checklist, not a model-specific exemption list. The registering authority can request additional documents or apply a different process for a particular classification, so confirm the final checklist with the dealer and the relevant Regional Transport Office.

How to verify eligibility before paying
Use this sequence when a salesperson advertises a “subsidy,” “free RTO” or “zero road tax” price:
- Write down the exact model, variant, battery type, chassis prefix and proposed sale and registration dates.
- Check the current PM E-DRIVE portal notice and ask the dealer to identify the model’s eligibility and advanced-battery basis in writing.
- Ask whether the quoted central incentive is deducted at purchase, reimbursed later or dependent on successful registration. Get the answer on the quotation.
- For any West Bengal waiver, request the notification number, issuing department, effective date, expiry or replacement clause and the vehicle classes covered.
- Compare the claimed waiver with the registration receipt. A promise on a brochure is not proof that the RTO accepted the exemption.
- Keep Aadhaar-linked mobile access available if the PM E-DRIVE claim requires authentication, and ensure the buyer has not already used the relevant category entitlement.
- Do not buy a used or resold scooter expecting a new-vehicle PM E-DRIVE claim; the FAQ says resold EVs do not qualify.
Common mistakes and how to avoid them
Assuming the dashboard label is a current legal order
Fix: treat the WBSEDCL label as an indication to investigate. Require a dated, applicable notification before subtracting registration or road-tax charges from your budget.
Using the stale PM E-DRIVE FAQ date
Fix: note the FAQ’s “31st September 2024” error and use the portal’s 10 August 2026 amendment notice, while confirming live eligibility for the transaction.
Confusing a programme ceiling with a subsidy amount
Fix: do not divide ₹2,767 crore or use the 4,579,120-vehicle figure to estimate your saving. Ask for the amount applicable to the exact model and claim.
Accepting “no registration” without checking classification
Fix: obtain the manufacturer’s classification and supporting documents. The Transport Department’s public-road rule applies unless the vehicle genuinely falls outside the registration requirement.
Paying a bundled RTO charge
Fix: require separate lines for registration fee, road tax, insurance and dealer charges. This exposes whether a claimed exemption was actually passed on.

West Bengal buyers should not price an electric scooter on the assumption that a state road-tax and registration exemption is still active. The 2021 policy’s five-year term ended on 3 June 2026, and the dashboard that still displays exemption wording supplies no current validity date or buyer-level amount. Registration remains the default for a motor vehicle used on public roads.
