The answer depends first on the scooter’s certified classification, not on the words used in an advertisement. ARAI’s published CMVR type-approval scope for electric two-wheelers covers vehicles with motor power above 250 W and maximum design speed above 25 km/h. If your scooter is a motor vehicle under the applicable rules, check the requirements for a driving licence, registration for public-road use and third-party insurance before riding it.
A fee exemption does not automatically cancel the registration requirement. Lakshadweep’s located 2025 electric-vehicle policy is marked as a draft, so its proposed targets and incentives should not be treated as current law without a later final notification.

1. Classify the scooter from its certified documents
The most important step is to establish what the vehicle is legally, using its certified specifications and approval papers. “Electric scooter,” “low-speed scooter” and similar sales descriptions are not enough to determine the legal result.
ARAI’s published power-and-speed scope
The Automotive Research Association of India (ARAI) describes a CMVR type-approval scope for electric two-wheelers with power above 250 W and maximum design speed above 25 km/h. The wording uses both conditions: do not silently change it to an “or” test. See ARAI’s current vehicle certification information at ARAI’s vehicle CMVR type-approval page.

That page gives a useful starting point, but it does not by itself decide every possible vehicle-specific exception. A scooter that does not exceed both figures is not automatically proven exempt from licensing, registration or insurance. The applicable classification, certificate and current rules still need to be confirmed with the licensing and registering authority.
What to compare before buying or riding
| Check | What to read | Why it matters |
|---|---|---|
| Rated motor power | The certified power stated in the manufacturer’s approval or vehicle documents | ARAI’s cited scope uses a boundary of above 250 W |
| Maximum design speed | The certified maximum design speed, not a rider’s observed speed | ARAI’s cited scope uses a boundary of above 25 km/h |
| Type-approval classification | Approval certificate and vehicle papers | They provide stronger evidence than a showroom label or online listing |
| Identity of the actual vehicle | Chassis or vehicle identification details matching the papers | Registration and insurance must relate to the vehicle you actually use |
Why “low speed” is not a complete answer
People often ask whether a low-speed electric scooter needs a licence. The safe answer is not a blanket yes or no. The cited material establishes the general motor-vehicle framework and ARAI’s stated approval scope, but it does not create a universal exemption for every product marketed as low speed. If the documents are unclear, ask the registering or licensing authority to classify that exact model before using it in a public place.
2. The three obligations that can apply to a motor vehicle
For a scooter that falls within the applicable motor-vehicle framework, treat driving authority, registration and insurance as separate checks. Completing one does not substitute for the others.
Driving licence
The Motor Vehicles Act contains a general licensing requirement for driving a motor vehicle. Confirm the licence class for the specific electric two-wheeler and whether the authority requires a learner licence, a permanent licence or another step. The available legal source does not determine the answer for every power-and-speed combination, so do not rely on a salesperson’s statement that a particular model is “licence free.” Use the licensing authority’s current classification and the vehicle’s certified papers.
Registration and the registration mark
Section 39 of the Motor Vehicles Act states that a person may not drive a motor vehicle, and an owner may not permit it to be driven, in a public place or elsewhere unless it is registered under the Act, its certificate of registration has not been suspended or cancelled, and it carries the prescribed registration mark. The statutory wording is available in the Motor Vehicles Act, 1988 on India Code.
In practical terms, registration is an obligation in its own right. You should not treat an electric drivetrain, a low-speed claim or a possible fee concession as proof that an RC is unnecessary. Ask the registering authority how the vehicle is to be entered in the system and what mark must be displayed.
Third-party insurance
Section 146 of the Act is titled “Necessity for insurance against third party risk.” If the scooter is a vehicle covered by the Act, confirm that a valid third-party policy covers the exact electric two-wheeler and its intended use. Third-party cover is not the same as comprehensive or own-damage cover; the material available here does not establish prices, insurer availability in Lakshadweep or optional cover terms.

3. A practical compliance process for Lakshadweep riders
Use the following sequence before taking the scooter onto a public road. It is designed to prevent the common error of buying a vehicle first and discovering later that its papers do not match its legal treatment.
- Collect the vehicle evidence. Obtain the manufacturer’s specification sheet, type-approval or certification information, invoice and chassis or vehicle identification details. Record the certified rated power and maximum design speed exactly as shown.
- Check whether the documents match the scooter. Compare the identification details on the frame and paperwork. If the seller provides only marketing material and no approval or classification evidence, pause the transaction and request the missing documents.
- Ask the licensing authority about the licence class. Provide the exact model, certified power, maximum design speed and approval papers. Ask whether a learner or permanent licence is required and what current application route applies in Lakshadweep.
- Confirm the registration path. Ask which registering office will handle the vehicle, whether an online application is available, which documents and photographs are required, what fees apply and when the registration mark may be displayed. Do not ride on the assumption that an application alone is equivalent to an issued registration.
- Arrange third-party insurance for the identified vehicle. Give the insurer the correct vehicle details and verify that the policy is active for the intended use. Keep the policy information available in the form accepted by the authority or enforcement officer.
- Recheck the physical vehicle before use. Make sure the registration mark, where required, is displayed in the prescribed manner and that the RC and insurance identify the same scooter. If any document contains a different model, chassis number or owner detail, correct it before riding.
- Keep a record of local confirmation. Lakshadweep-specific procedures, office locations, fees and processing times were not established in the available material. Save the authority’s written instructions, receipt or acknowledgement so that you can resolve a later discrepancy.
4. What Lakshadweep’s 2025 EV policy does—and does not—establish
The Lakshadweep Administration notice titled “Draft Lakshadweep Electric Vehicle Policy-2025” was published on 13 February 2025 and shows a public-comment period ending on 14 March 2025. The notice labels the document as a draft. Read the notice at the Lakshadweep Administration policy page.
The linked draft PDF proposes 100% new EV registrations in notified categories from 1 April 2025 and describes fiscal incentives. Those are proposals in a consultation document, not confirmed operating rules. The draft does not allow a reader to assume that every new scooter is already subject to a final 100% EV-registration mandate, or that an incentive is available automatically.
Before relying on a policy benefit, check whether Lakshadweep issued a final notification after the consultation, whether the vehicle falls within a notified category and whether separate conditions, dates or administrative orders apply. A dealer’s reference to the draft is not a substitute for the final order.
5. Registration-fee exemption versus registration exemption
The Ministry of Road Transport and Highways lists G.S.R. 352(E), dated 27 May 2021, as concerning an exemption of registration fees for battery-operated vehicles. The ministry’s description is available at the MoRTH notification page.
The distinction is important:
- Registration creates the official vehicle record and, where applicable, the registration certificate and mark.
- A registration-fee exemption changes the charge collected for that process.
MoRTH’s index description does not say that registration itself is waived. Confirm the current text, scope and applicability of any exemption before budgeting or submitting an application. Do not write “no registration required” merely because the payable fee may be zero.

The portal is a starting point, not proof that every island-specific detail has been resolved. The available material does not confirm Lakshadweep’s exact document list, local fees, appointment procedure, processing time or which office handles a particular island. If the online workflow conflicts with instructions from a local authority, obtain clarification before paying or riding.
7. Common mistakes and the safer correction
Assuming “low speed” means no licence
Correct the assumption by checking certified power, maximum design speed and classification. The available evidence does not support a universal low-speed exemption.
Confusing a fee waiver with an RC waiver
Ask whether the authority is waiving only the registration fee or removing the registration obligation. The MoRTH listing concerns fees, not a general cancellation of registration.
Using the sales page as the legal specification
Request the approval and vehicle papers. A promotional top-speed figure may not be the certified maximum design speed, and a headline wattage may not be the figure used in the approval record.
Treating the 2025 policy draft as current law
Check for a final notification. The located notice and PDF are expressly a draft and consultation document.
Buying a generic policy
Verify that the third-party policy names or accurately identifies the actual electric two-wheeler and covers its intended use. The legal requirement concerns the vehicle, not merely the fact that the rider owns an insurance document.
Riding while paperwork is pending
Wait until the required registration, licence and insurance status has been confirmed for the vehicle. Section 39’s rule applies to driving in a public place when the vehicle is required to be registered.
8. A final pre-ride verification list
- Certified rated motor power recorded.
- Certified maximum design speed recorded.
- Type-approval or equivalent vehicle documents obtained.
- Licence class and learner or permanent requirement confirmed with the licensing authority.
- Registration route, office and current fee treatment confirmed.
- Registration certificate and mark requirements confirmed.
- Third-party policy issued for the exact scooter and intended use.
- Any Lakshadweep EV-policy incentive checked against a final notification, not only the 2025 draft.
- Current local instructions saved from the registering or licensing authority.
The legally defensible approach is therefore vehicle-specific: classify the scooter from its certified documents, obtain the authority’s current licence and registration instructions, and carry third-party insurance when the vehicle is within the motor-vehicle framework. Recheck the position whenever the vehicle specification, local notification or central rules change.
