UL 2849 is the main U.S. safety standard for an e-bike’s complete electrical system. It evaluates the drive unit, battery, battery-management system (BMS), wiring, power inlet and dedicated charger as a system. UL 2271 is narrower: it covers a light-electric-vehicle (LEV) battery pack. UL 2272 is aimed at electrical systems for other personal e-mobility products, such as scooters and hoverboards.
A standard number in a product listing is not proof that the exact bike, battery or charger was certified. You need to confirm the model, the certified scope, the standard edition, the certification body and the matching battery-and-charger configuration.

What UL 2849 means for an e-bike
UL 2849 is a product standard for lithium-rechargeable e-bikes, including pedal-assist and non-pedal-assist designs. Its minimum electrical-system scope includes the drive unit, battery, BMS, interconnecting wiring and power inlet. Dedicated off-board charging equipment is included when it is part of the system being evaluated. The current catalogue entry lists publication on January 2, 2020, and the last revision on December 15, 2022. You can see the standard’s catalogue record at UL 2849.
What the standard covers
- Drive unit: the motor and associated electrical controls.
- Battery and BMS: the rechargeable battery assembly and the electronics that monitor and manage it.
- Wiring and power inlet: interconnections and the point where power enters the bike.
- Dedicated charger: an off-board charger designed for that e-bike system, when included in the certification scope.
What UL 2849 does not automatically cover
UL 2849 is not a blanket safety certification for every part of a bicycle. The catalogue excludes the bicycle’s mechanical structure unless a particular evaluation specifies otherwise. It also does not evaluate whether a rider can maintain control while operating the bike. A UL 2849 certification therefore supports an electrical-safety claim; it is not a promise that a bike is crash-proof, fireproof or safe to ride carelessly.

UL 2271, UL 2272 and UL 2849: the difference
These standards are often mixed together in marketing copy, but they address different products or scopes.
| Standard | Primary scope | How it relates to an e-bike | Important limitation |
|---|---|---|---|
| UL 2849 | Complete e-bike electrical system | Drive unit, battery, BMS, wiring, power inlet and relevant dedicated charger | Does not automatically cover the mechanical frame or rider-control ability |
| UL 2271:2023 | User-replaceable LEV battery packs | Can apply to an e-bike battery pack as a component | A battery certification is narrower than certification of the complete e-bike system |
| UL 2272:2024 | Electrical systems for other personal e-mobility devices | Associated with e-scooters, self-balancing scooters, e-skateboards, e-unicycles and hybrid micromobility products | It is not the e-bike-specific system standard |
The U.S. Consumer Product Safety Commission (CPSC) identifies UL 2271:2023 for user-replaceable LEV battery packs and UL 2272:2024 for the other device categories in its June 24, 2026 proposed rule (Federal Register proposal). A bike advertised with a “UL 2271 battery” has not thereby demonstrated UL 2849 certification for the entire bike.
Is a UL 2271 battery the same as a UL 2849-certified e-bike?
No. UL 2271 addresses the battery pack; UL 2849 addresses the e-bike electrical system and the way its matched components work together. A UL 2271 battery may be installed in a system that has not been evaluated to UL 2849. Conversely, a complete-system certification may include a battery that is evaluated within that system rather than being marketed as a separately certified replacement pack.

Testing is not the same as product certification
Manufacturers sometimes say a product was “tested to” selected UL clauses. UL Solutions distinguishes that limited statement from certification to a complete product standard. Testing selected clauses can show that particular checks were performed; it does not by itself establish that the finished product holds a certification for the whole applicable standard.
Certification can be issued by an appropriately accredited product-certification body or an OSHA-recognized Nationally Recognized Testing Laboratory (NRTL) for the relevant standard. UL Solutions explains the distinction in its micromobility product-certification overview.
Questions to put to a manufacturer or retailer
- Is the claim for the complete e-bike electrical system, only the battery pack, only the charger or another component?
- What is the exact model number, including a regional or production suffix?
- Which standard and edition were used?
- Which organization issued the certification, and where can its public listing be checked?
- Which battery and charger part numbers were included?
- Does the certification apply to the configuration sold in your country?
- When was the claim current, and has the model changed since then?
Do not treat a logo, a laboratory report or the phrase “UL compliant” as a substitute for a model-specific certification record. The word “compliant” can describe a manufacturer’s assertion, whereas a certification listing identifies a product, scope and certifier.
European standards are not automatic equivalents
In Europe, UL Solutions lists EN 15194 for e-bikes and EN 50604-1 for light-electric-vehicle batteries. These standards are useful in their respective compliance contexts, but they do not automatically mean the same thing as UL 2849. UL Solutions cautions that EN 15194 does not address battery electrical-system safety in the same manner as UL 2849 (European and U.S. e-bike certification overview).

Requirements can also vary by country, market and product category. Do not infer that a bike certified under one framework satisfies every rule in another jurisdiction. Check the requirements that apply where the bike is sold, imported and used, and confirm whether the claim covers the complete system or only a battery.
U.S. regulatory status as of October 12, 2026
UL 2849 and the related UL standards are voluntary standards unless a law, regulation or local rule makes a requirement mandatory. CPSC has urged manufacturers and importers to follow applicable voluntary standards, including UL 2849 for e-bike electrical systems. In a December 2022 release, the agency said compliance with relevant UL standards “significantly reduces the risk of injuries and deaths from micromobility device fires.” That is an agency statement about risk reduction, not a guarantee that a certified product cannot catch fire (CPSC release).
The 2026 CPSC proposal
CPSC published a notice of proposed rulemaking on June 24, 2026. The proposal would incorporate relevant voluntary standards with modifications. Proposed additions include tamper-resistant battery enclosures, protections against charging after a battery has discharged, reverse-polarity testing and revised safety labels. These are proposed changes, not final federal requirements.

Local rules can be stricter
UL Solutions describes New York City’s 2023 law as requiring third-party certification for covered e-bike electrical systems to UL 2849 and storage batteries to UL 2271. The scope and applicability of a local law depend on the jurisdiction and the product. Verify the current city or state rule before relying on a broad statement about legality (UL Solutions certification overview).
How to verify an e-bike certification before buying
- Record the exact model. Copy the model, battery part number, charger part number and any regional suffix from the product page, label or manual.
- Identify the claimed scope. Separate “complete e-bike system” from “battery pack,” “charger” or “tested to.” If the listing does not say, ask in writing.
- Check the standard and edition. Look for UL 2849 for the system, UL 2271 for an LEV battery pack or UL 2272 for the other device types. Record the edition when it is stated.
- Find the certifier’s listing. Use the certification body’s public record or request a direct listing reference. Match the exact model, not merely the manufacturer’s family name.
- Match the configuration. Confirm that the battery and dedicated charger supplied with your bike are the parts evaluated. A generic replacement or a charger from another model should not be assumed compatible.
- Check the sales jurisdiction and date. A certification or local requirement may apply only to a particular market, and a model revision can change the covered configuration.
- Save the evidence. Keep the listing, manual, certification reference and correspondence so you can check a recall or replacement part later.
If a seller cannot provide a model-specific record or clear scope, treat the claim as unverified rather than assuming that a printed standard number proves certification.

Use the specified charger
CPSC warns consumers not to buy or use universal chargers with micromobility products because of fire hazards. Use the charger specified by the manufacturer for the exact battery and e-bike model. Voltage, connector design, charging controls and battery-management behavior can differ even when a plug appears to fit. A generic replacement should not be treated as universally compatible. CPSC’s Micromobility Information Center provides the agency’s consumer guidance.

A certification addresses the evaluated design and test requirements. It does not remove the need to use the approved charger, follow the manual, inspect a damaged pack and respond to recalls. If a battery, charger or enclosure has been damaged, stop using it and follow the manufacturer’s service or recall instructions rather than improvising a repair.

Dispose of lithium batteries correctly
Do not put lithium batteries in household trash or general recycling. CPSC directs consumers to use a local battery recycler or hazardous-waste collection center and to follow recall-specific disposal instructions when applicable (CPSC disposal guidance). Contact the collection facility first if the pack is damaged or recalled, because it may require special handling.
What the incident data says—and what it does not
In its 2026 proposed rule, CPSC reported 227 unique micromobility incidents from 2019 through 2023, including 90 incidents associated with 39 fatalities and 181 injuries. The figures cover micromobility products generally, not e-bikes alone. CPSC said the incidents potentially could have been prevented by the proposed rule (proposed rule).
Those statistics explain why system-level controls, compatible chargers and traceable certification matter. They do not provide a failure rate for a particular e-bike, prove that every uncertified bike is dangerous or guarantee that every certified bike is risk-free.
A practical way to compare certification claims
| Comparison question | Why it matters | What a strong answer looks like |
|---|---|---|
| What was certified? | Battery-only evidence does not establish complete-system certification. | “Complete e-bike electrical system to UL 2849,” with the battery and charger identified. |
| Which standard and edition? | Standards are revised, and the scope can change. | A named standard and edition, not only “UL tested.” |
| Which exact model? | Certification may apply to one model or configuration. | The public listing matches the model and regional suffix you will receive. |
| Who certified it? | A test report from an unknown provider is difficult to verify. | An appropriately accredited body or OSHA-recognized NRTL with a searchable record. |
| Which battery and charger? | Substituting components can take the system outside the evaluated design. | Part numbers or a clear statement that the supplied configuration is covered. |
| Where is it sold? | Local laws and market requirements differ. | Confirmation that the claim applies in your sales and use jurisdiction. |
| When was the claim current? | Products and rules can change. | A date, current listing and disclosure of later revisions or recalls. |
Bottom line for buyers, owners and fleet managers
For an e-bike, the most informative certification claim is a verifiable UL 2849 certification for the exact complete electrical system, including the battery and dedicated charger configuration you will use. UL 2271 can be meaningful evidence about a user-replaceable LEV battery pack, but it is not interchangeable with UL 2849. UL 2272 belongs primarily to other personal e-mobility systems.
Verify the model and certifier instead of trusting an isolated logo, use only the manufacturer-specified charger, track local and federal rule changes, and send lithium batteries to an appropriate collection program. Certification lowers risk when the certified configuration is used as intended; it does not make an e-bike fireproof or replace careful operation and maintenance.
