Driving in Spain: What You Need to Know in 2026

A practical 2026 guide to driving in Spain: licences, speed limits, low-emission zones, rental-car checks, emergency procedures and the V-16 beacon rule.

Driving in Spain is easy to manage when you prepare for the rules that depend on your licence, residence status, vehicle registration and destination city. This guide separates those checks from the nationwide rules every visitor should know.

Driving in Spain is straightforward when you arrive with the right documents, follow the signs and treat city access and emergency equipment as vehicle-specific checks. Carry a valid licence, the vehicle’s registration and technical documents, and proof that insurance is in force. For ordinary cars, the national defaults are 120 km/h on motorways and dual carriageways, 90 km/h on conventional roads, and 50, 30 or 20 km/h in towns depending on the street layout—unless a sign sets another limit.

The details that most often catch visitors out are not the act of driving itself. They are whether your particular licence is accepted, whether you are a visitor or Spanish resident, whether the car is Spanish-registered or foreign-plated, and whether a destination city has its own low-emission-zone or parking rules.

Before you drive: the four checks that matter

1. Make sure your licence works for your status

A current EU/EEA driving licence is valid in Spain. For visitors with a non-EU/EEA licence, Spain’s visitor guidance says an international driving permit (IDP), carried with your passport or other ID, is needed. However, DGT’s more detailed foreign-licence guidance also recognises some licences that are in Spanish, officially translated or in a format covered by the Geneva or Vienna road-traffic conventions. The safe answer is not to assume that every non-EU licence is either automatically accepted or automatically rejected: confirm the position for your issuing country with DGT or the relevant Spanish consulate before travel.

An IDP supplements a valid original licence; it does not replace one. Take both.

Visitor versus resident matters. The rules above are for a visitor. A qualifying non-EU licence generally stops being valid no later than six months after you acquire normal residence in Spain. At that point, you may need to exchange the licence or obtain a Spanish one, depending on the country and agreement involved.

2. Carry the right papers

Spanish traffic authorities say a driver should have the driving licence, vehicle registration document and technical inspection card available. Originals or certified copies are the documents an officer will initially request. Insurance must be current and include at least compulsory third-party liability cover.

If you are taking your own car, put these papers somewhere you can reach without unpacking the whole vehicle. If you are hiring, the company will normally retain or provide the vehicle documentation, but ask at collection exactly what must stay in the car and what its roadside-assistance procedure is.

3. Treat a rental agreement as part of your trip plan

A rental contract can impose conditions that are separate from Spain’s traffic law. Before leaving the desk, confirm:

  • every authorised driver and any age-related conditions;
  • the insurance cover, excess and deposit;
  • how breakdowns, collisions and glass/tyre damage are handled;
  • the fuel and return policy;
  • whether taking the car across a border is allowed; and
  • what emergency warning equipment is in the car and where it is stored.

Do not assume a cross-border itinerary is permitted simply because the road crosses a border.

4. Check city access before you enter a city centre

Spain does not have one nationwide emissions permit that automatically decides access for every foreign car. Low-emission zones, known as Zonas de Bajas Emisiones or ZBEs, are locally administered. Rules can cover entry, registration, parking, hours, exemptions and enforcement differently from one municipality to another.

A foreign-plated car cannot obtain a Spanish environmental label. DGT provides equivalence information for certain German, Austrian, Danish and French environmental classifications, but equivalence is not a guarantee that a particular city will admit the vehicle. Check the destination municipality’s current ZBE and parking pages before driving in, including whether advance registration is required. Do the same for a Spanish rental: its registration and environmental classification may affect access.

Speed limits: follow the sign first

For passenger cars and motorcycles, these are Spain’s general maximums when no sign says otherwise. They are limits, not targets: traffic, visibility, weather and road conditions can require a lower safe speed.

Urban road with two or more lanes in each direction 50 km/h
Urban road with one lane in each direction 30 km/h
Street with a single-level carriageway and pavement layout 20 km/h

Roadworks, approaches to towns, mountain roads and temporary weather controls can all change the applicable limit. Read the signs rather than relying on navigation software or a remembered national figure. Do not plan around an assumed extra allowance for overtaking; use the signed limit and the law that applies to the road.

Rules visitors most need to remember

Alcohol, drugs and fatigue

Spain publishes alcohol thresholds of 0.5 mg/ml for ordinary drivers, 0.3 mg/ml for novice drivers in their first two years and professional drivers, and 0.0 mg/ml for underage drivers. Driving under the influence of drugs is prohibited.

The practical rule is simpler and safer than trying to calculate a drink count: if you will drive, do not drink alcohol or take impairing drugs. Food, body size, time, medication and the strength of a drink make personal calculations unreliable.

On a long journey, build in breaks. In rain, wind, fog, snow or heavy traffic, reduce speed and increase following distance. This is safety guidance, not permission to ignore a lower temporary limit or an instruction from police or traffic authorities.

Belts, children and phones

  • Seat belts and suitable child restraint systems are mandatory.
  • Children under 1.35 m must use an approved child seat secured in the rear, subject to limited front-seat exceptions. Reserve a suitable rental seat in advance and check that it is installed correctly before setting off.
  • Using a hand-held phone or other hand-held communication device while driving is prohibited.
  • Hands-free systems are allowed, but headphones and earphones are not.

Set the route, charging cable and audio before moving off. If navigation needs changing, stop in a place that is genuinely safe and legal—not merely on the roadside.

Lanes, lights and winter conditions

Do not drive in lanes reserved by signs for buses, taxis, bicycles or other users. Unauthorised use can lead to a €200 fine. Motorcycles must use daytime running lights; other vehicles need lights in reduced visibility. On snowy routes, chains are mandatory where signs or restrictions require them.

Spain is not uniformly warm or flat. For mountain or winter drives, check live traffic and weather, follow temporary restrictions and signs, and make sure the rental company permits the equipment or route you intend to use.

The 2026 V-16 emergency beacon rule

This is the equipment distinction to get right. From 1 January 2026, a connected V-16 beacon is the legal warning method for an immobilised vehicle in the specified Spanish-registered categories, including passenger cars, mixed vehicles, goods vehicles and buses. A Spanish-registered rental will normally fall within that system.

The beacon is intended to be kept accessible and placed as high as possible on the immobilised vehicle, so that a person does not need to walk along the road to position warning triangles. It signals the vehicle’s location; it does not replace calling for help or arranging recovery.

If you collect a Spanish-registered hire car: ask the desk to show you the connected, approved V-16 beacon, where it is stored and what its breakdown instructions are. Do this before you leave, not after an incident on a busy road.

If you bring your own foreign-plated car: DGT’s international-traffic instruction allows vehicles registered abroad and circulating in Spain internationally to comply with warning triangles or another equivalent device permitted by their country of origin. Check your home-country equipment rule before departure. Do not buy a V-16 beacon solely on the assumption that every tourist car must have one, and do not assume triangles are sufficient for a Spanish rental after 1 January 2026.

What to do after a breakdown or collision

  1. Protect people first. If it is safe, move occupants to a safer location and use the correct warning device for the vehicle’s registration and status.
  2. Call 112 for ambulance, police or fire emergency help.
  3. Call the rental company, roadside-assistance provider or insurer for recovery, and follow its accident-reporting process.
  4. Use DGT traffic information to assess the route or disruption. DGT lists 011 for traffic information.
  5. Keep documents controlled. If police attend, show the requested vehicle papers and ID. Be cautious about handing over bags or wallets to anyone merely claiming to be an officer; genuine officers normally ask to see vehicle documents.

Do not try to settle liability or insurance coverage at the roadside based on travel advice. Report the event to the provider named in your policy or rental agreement and follow the directions of local authorities.

Route planning: build in the checks that change

Use navigation for the route, but do a separate pre-trip check for the parts software can miss or misread:

  • destination-city ZBE, parking and access restrictions;
  • the rental company’s cross-border and vehicle-use terms;
  • tolls and payment methods on your actual route, which vary by operator and road;
  • weather, snow controls and live traffic for mountain or winter travel; and
  • the location of the V-16 beacon or foreign-vehicle warning equipment.

A current Spain road atlas can be a useful offline planning backup. The bilingual 2026 Mapa Oficial de Carreteras includes 170 pages plus a fold-out map and covers roads and city access mapping. It is not a legal requirement and should not replace live traffic, weather or municipal restriction checks.

A five-minute collection routine for a Spanish rental

  1. Confirm the named drivers, excess, roadside number and fuel policy.
  2. Photograph existing damage and make sure it is recorded on the agreement.
  3. Ask whether the car is Spanish-registered and locate the connected approved V-16 beacon.
  4. Check the destination’s ZBE and parking plan before heading for the centre.
  5. Set navigation, adjust mirrors, fit child seats and store documents before driving away.

That short routine resolves the most common preventable problems: a missing emergency device, an unapproved driver, a restricted city-centre entry, an undocumented scratch and a stressful first stop to configure a phone.

Frequently Asked Questions

Do I need an international driving permit to drive in Spain?

No. A current EU/EEA licence is valid. A full UK photocard licence can be used for a visit. For other non-EU/EEA licences, an IDP is commonly required with the original licence and ID, but some convention-format or translated licences may also be recognised. Confirm your issuing-country position before travel.

Must every tourist car have a V-16 beacon?
