No. In the United States, a Tesla Model 3 does not need an AM/FM tuner for a compatible mobile phone to receive Wireless Emergency Alerts (WEA). WEA arrives through the phone’s cellular alert system, not through the car stereo, and pairing the phone with the Tesla is not what enables it.

Three alert systems that are easy to confuse
Wireless Emergency Alerts (WEA): phone-based notifications
WEA is the system that sends geographically targeted government warnings to compatible mobile devices. Depending on the event and the device, a message may appear as a prominent notification with a distinctive sound or vibration. It is handled by the phone and the participating mobile network, not by a Tesla tuner.
Because WEA is a phone function, the phone does not have to be paired to the car. It does not need to be playing through the Tesla speakers, connected by Bluetooth, or plugged into a USB port. A phone can be in the vehicle, in a pocket, or elsewhere and still receive WEA if it is compatible, configured to receive the relevant alert categories, and within the network conditions required for delivery.

EAS rules cover participating media outlets, including AM/FM and digital radio broadcasters. When a station carries an EAS message, a radio tuned to that station can reproduce the alert tones and announcement. The Tesla’s tuner is therefore one possible way to hear EAS programming when the car has the relevant radio hardware, the station is participating, and the broadcast signal is available.

Hearing an EAS message on the car radio does not activate WEA on a phone, and a phone receiving WEA does not require the car to have a radio. They are parallel systems with different delivery paths.
NOAA Weather Radio (NWR): a dedicated weather-warning network
NOAA Weather Radio is an all-hazards information network that carries weather warnings and other public-safety information. NOAA says the network has more than 1,000 transmitters and covers all 50 states, adjacent coastal waters, Puerto Rico, the U.S. Virgin Islands, and U.S. Pacific Territories. The retrieved NOAA page does not state a publication year for that figure.
NWR uses frequencies that ordinary AM/FM receivers cannot tune. NOAA’s guidance is explicit: “The broadcasts cannot be heard on a simple AM/FM radio receiver and require a special radio receiver or scanner capable of picking up the signal.” A compatible NOAA receiver is consequently an additional device, not something the Model 3’s regular audio system can replace.

The Federal Communications Commission’s 2025 final rule distinguishes WEA and EAS as separate systems; the definitions specified in that result became effective September 15, 2025. The distinction matters in practical terms: losing one delivery path does not automatically mean the others will work or fail.

How to make sure your phone can receive WEA
Exact menu names vary by phone maker, operating-system version, and country. Use the emergency-alert section in your phone’s settings rather than relying on the Tesla display.
- Confirm the phone is compatible with U.S. WEA. A current smartphone sold for a market that supports WEA is the usual starting point. A phone with no WEA support cannot gain that capability by connecting to a Tesla.
- Open the phone’s emergency-alert settings. Look for labels such as Wireless Emergency Alerts, Emergency Alerts, Government Alerts, or Public Safety Alerts. The available categories can differ by device and jurisdiction.
- Leave the alert categories you need enabled. Do not assume that a phone’s general notification setting controls every government alert category; review the dedicated emergency-alert controls.
- Keep the phone able to connect to its mobile service. WEA depends on the participating mobile network. A Bluetooth link to the car is not a substitute for cellular service.
- Know where the alert will appear. The phone may display the warning even when the Tesla screen is off or the audio system is on another source. If you want to hear it through the car speakers, you would need to handle that as an ordinary phone-audio connection after the phone itself receives the alert; the connection is not part of WEA delivery.
Neither Tesla’s infotainment software nor the presence of an AM/FM antenna changes the phone’s WEA eligibility. If a warning does not arrive, investigate the phone’s compatibility and settings, the mobile connection, and the alert’s geographic targeting before blaming the car radio.
When the Model 3 radio can help with EAS
If your particular Model 3 configuration includes a functioning AM/FM tuner, you can listen for EAS messages by tuning to a participating local station. Reception depends on the station, the broadcast signal at your location, and the vehicle’s hardware and software configuration. The existence of a radio does not guarantee that every alert will be carried on every station.

Streaming a station through a phone or an internet service is also a different path from receiving the station over the car’s tuner. A stream can be interrupted by cellular congestion, an internet outage, an application problem, or a station’s streaming policy. Treat it as another way to access programming, not as proof that the vehicle has received an EAS activation.

The FCC rules cover participating broadcasters and other covered media, so EAS availability is tied to those outlets. It is not a built-in Tesla warning channel, and it does not replace WEA on a compatible phone.

Not through a normal AM/FM tuner. NWR broadcasts require a receiver or scanner designed for the NOAA weather-radio frequencies. Some portable and desktop units are battery powered; some offer alert monitoring while the speaker is otherwise quiet.
A receiver with Specific Area Message Encoding (SAME) can be programmed for selected counties or other defined areas. That lets you choose which geographic codes should trigger the receiver, subject to the model’s features and the transmitter serving your location.

Setting up an optional NWR receiver
- Identify the transmitter serving your location. Use current local National Weather Service information and the receiver’s coverage documentation. A transmitter list alone does not establish reception inside a particular building, valley, or travel route.
- Choose a compatible receiver or scanner. Verify that it is designed for NOAA Weather Radio and, if desired, supports SAME programming and alert monitoring.
- Enter the appropriate area codes. Follow the model’s instructions to select the county or other area codes you want. Avoid programming distant areas merely because they are nearby on a map; the useful choice is the area whose warnings affect you.
- Position and power the unit for your situation. A window, exterior wall, or higher location may provide a better signal than an enclosed interior space. Keep spare batteries or another charging plan if you intend to use it during an outage.
- Review the receiver’s alert behavior. Confirm which alert types it monitors, how the alarm is silenced, and whether it resumes monitoring after a power interruption. Follow the specific instructions supplied with that unit.
NWS and NOAA describe NWR as an additional source of warnings, not a promise of uninterrupted reception at every address or during every outage. Local terrain, building construction, transmitter distance, power, and receiver placement all matter.

This is a choice of complementary channels, not a ranking of guaranteed reliability. The cited systems have different coverage areas and failure conditions, and none of them establishes uninterrupted delivery at a specific destination.
Troubleshooting when an expected warning is missing
The phone did not show a WEA
- Check that the handset and its software support U.S. WEA and that the relevant emergency-alert categories remain enabled.
- Check whether the phone had mobile-network service and was in the geographic area targeted by the message.
- Review the phone’s notification, sound, focus, and do-not-disturb behavior, while recognizing that emergency-alert handling varies by device.
- Do not infer anything from the Tesla’s Bluetooth or media status; those settings are not the WEA delivery mechanism.
The car radio did not carry an EAS message
- Verify that the vehicle actually has the tuner feature for your configuration and model year.
- Try a participating local station with a usable signal; reception can change with location and terrain.
- Remember that an EAS activation is carried by participating outlets, so another station or media outlet may have different programming.
The NOAA receiver is silent
- Confirm that it is an NWR-capable receiver or scanner, not merely an AM/FM radio.
- Recheck the selected channel, local transmitter, area codes, volume, alert mode, and power source.
- Move the receiver and consult local coverage information; silence does not prove that no warning exists.
Model-year and location caveats
Tesla hardware and software are not identical across all Model 3 years or markets. The current North American manual retrieved for this topic is identified as 2024+ and software 2026.32, so its feature descriptions should not be generalized automatically to a 2019, 2021, or non-North-American vehicle. Check your vehicle’s own manual for the available radio hardware, regional services, and current software behavior.
