On July 11, 2024, the U.S. Department of Energy (DOE) announced $1.7 billion in selected funding for 11 shuttered or at-risk auto factories in eight states. The projects were intended to convert plants for domestic production of electrified vehicles and components—not just complete battery-electric cars. The announcement was a selection, with companies still to negotiate awards; it does not establish that all the money was finalized or paid.
Which states and factories were included?
DOE identified projects in Michigan, Ohio, Pennsylvania, Georgia, Illinois, Indiana, Maryland and Virginia. It announced 11 facility conversions in total. The July 2024 announcement described the states and portfolio but did not establish in the cited materials a complete, current project-by-project status.

What would the converted plants make?
The portfolio covered a broader electrified-vehicle supply chain than the phrase “build EVs” suggests. DOE cited electric motorcycles, school buses, hybrid powertrains, heavy-duty commercial truck batteries and electric SUVs among the planned products. Some projects therefore involved components or specialized vehicles rather than complete passenger cars.

Was the $1.7 billion already paid?
No. DOE said the selectees would negotiate for awards. Selection is an early step, distinct from negotiating and executing a grant, obligating or disbursing funds, and completing construction and production. The $1.7 billion figure should be read as selected funding, not as proof that every project received a finalized award or that the full amount was paid.
The program was established under Section 50143 of the Inflation Reduction Act and sought to help convert U.S. facilities and expand domestic manufacturing of electrified vehicles, components and materials. DOE’s funding opportunity, DE-FOA-0003106, had application deadlines in 2023 and January 2024; this was a completed funding round, not an open consumer rebate.

The DOE Alternative Fuels Data Center describes a minimum 50% non-federal cost share for the program, while cautioning that its information may be outdated. That program-level rule does not establish the final negotiated share for any particular project; individual award documents would be needed for that. How many jobs were expected?
DOE projected more than 2,900 new jobs and retention of more than 15,000 union workers across the 11 conversions. Those were projections, not verified outcomes showing how many jobs were ultimately created or retained.

In its fall 2024 progress update, DOE reported that American Autoparts in Toledo had launched a project. The company anticipated a $65 million total investment and 223 new jobs, including 192 upskilled jobs in electrified manufacturing. That example documents one project’s reported plans; it does not establish the status or results of the full portfolio. The figures appear in DOE’s Fall 2024 Infrastructure Progress Report.

A September 17, 2026 Government Accountability Office report summarizes a DOE-wide review of awards funded through the Infrastructure Investment and Jobs Act and Inflation Reduction Act. DOE reported that, as of April 2026, it had approved 381 awards totaling $19.6 billion to continue and canceled 155 awards totaling $9.1 billion. Recipients were appealing 93 canceled awards worth $6.9 billion, and DOE had reinstated 12 canceled awards worth $0.9 billion.

Those figures cover DOE’s reviewed portfolios, not just the auto-conversion program. They do not identify whether any particular project in the 11-facility announcement was continued, modified, canceled, reinstated or paid. The cited GAO report does not provide a project-by-project status for these factories. Its department-wide totals therefore cannot answer whether a specific plant ultimately received funds or began production. See GAO-26-109087.
