Do Solar Panels on Farmland Reduce Usable Crop Acreage?

Solar panels do not have one universal effect on farmland. Energy-only projects can remove cropland from production, while agrivoltaic systems retain some agricultural use with site-specific trade-offs in acreage, access and yield.

Sometimes—but not automatically. A conventional, energy-only solar farm can take cropland out of crop production. An agrivoltaic, or dual-use, project is designed to keep some agricultural activity under or between the panels, yet the area that remains physically farmable, the crops that can grow, their yields, and the practicality of using farm equipment may all change. There is no reliable single percentage of crop acreage lost for every farm; the answer depends on the site, crop, climate, panel layout and management plan.

What “usable crop acreage” actually means

The phrase can describe several different outcomes, and they should not be treated as equivalent:

As an Amazon Associate I earn from qualifying purchases.

  • Physically accessible acreage: ground where people, livestock or machinery can still move and work after construction.
  • Planted acreage: ground that is actually seeded or planted, excluding access lanes, inverter pads, fencing, drainage changes and other infrastructure.
  • Comparable production: acreage producing a similar crop and yield to the pre-solar farm.

A solar site may retain grass, pasture or pollinator habitat while no longer supporting the original row crop. Conversely, crops may remain possible beneath or between panels, but with different yields, timing, labor requirements or equipment access. Any serious acreage comparison must state which of these meanings it uses.

Two fundamentally different ways to put solar on farmland

Energy-only solar development

In an energy-only installation, the principal land-use objective is electricity generation. Panels, support posts, service roads, fencing, drainage works and electrical equipment occupy the project area, and conventional crop production generally stops where those features are installed. Some vegetation may be maintained for erosion control or compliance, but that does not mean the land remains usable for the former crop.

This arrangement can therefore reduce planted crop acreage substantially within the project boundary. The reduction is not necessarily equal to the full parcel size: undeveloped margins or spaces between rows may remain vegetated, and the exact share depends on the engineering plan. However, if the lease or permit converts the parcel to energy use, the former crop enterprise should not be assumed to continue.

Agrivoltaic or dual-use solar

The U.S. Department of Energy defines agrivoltaics, also called dual-use solar, as colocating agricultural production—such as crops, livestock or pollinator habitat—with photovoltaic panels. The National Renewable Energy Laboratory describes systems with crops beneath elevated panels, crops between rows, grazing, habitat and greenhouse configurations.

Dual use is not a promise that the original crop acreage or yield is preserved. It is a design intention to keep an agricultural use alongside energy production. Whether that succeeds depends on panel height, row spacing, shading, water, crop choice, soil, climate, access and day-to-day management.

What the U.S. data show—and what they do not show

USDA Economic Research Service estimates published in 2024 found that more than 70% of large-scale commercial solar development in rural areas between 2012 and 2020 occurred on agricultural land. Of 3,177 projects in that analysis, 43% were on cropland and 28% on pasture-range land. Those figures describe where projects were sited; they are not the percentage of all U.S. farmland converted and not a measurement of crop yield lost under every array.

Another ERS measure found agricultural land cover changed on 22% of solar-farm sites from 2012 to 2017, while 15% of solar sites shifted out of agriculture after installation. These are site-level land-cover statistics for the periods and definitions used by ERS. They cannot be converted into a universal crop-acreage-loss rate because a change from cropland to pasture, habitat or another cover is not the same as a measured loss of crop yield.

ERS also reported that fewer than 5% of identified U.S. agrivoltaics sites included crops beneath panels, typically fruits or vegetables. Grasses, pollinator-friendly vegetation or both were more common. That finding confirms that “agrivoltaic” does not necessarily mean conventional food crops continue across the entire project.

NREL reported nearly 600 U.S. agrivoltaics sites operating by November 2024, with a snapshot of approximately 10 gigawatts and about 60,000 acres. A later passage in the same feature refers to 62,000 acres, so the acreage should be treated as a dated inventory estimate rather than a precise current total. The site count and capacity also change as projects open and inventories are updated.

Jordan Macknick, who leads NREL’s InSPIRE project, summarized the growing interest this way: “People are seeing the benefits of agrivoltaics. Companies are seeing what these benefits are, farmers are seeing what these benefits are, and they’re recognizing, ‘Hey, this might be for me.’ And so they’re testing it out.” Testing and adoption, however, do not establish that every configuration preserves the former crop output.

How panel design changes the farmable area

Panel height

Elevating panels can create clearance for crops, people, livestock or specialized equipment. It also adds structural cost and may complicate installation, maintenance and storm-load engineering. A low array may leave soil physically present but make cultivation, spraying or harvest impossible.

Row spacing

Wider rows admit more sunlight and can leave a larger share of the developed ground accessible to crops or machinery. The trade-off is that the solar installation may require more land to produce the same electrical capacity. NREL presentations compare standard, wide-row, elevated and livestock-oriented configurations; their acreage shares apply to the specific examples analyzed, not to every commercial farm.

Shading pattern and orientation

Panels create changing shade as the sun moves. A crop that tolerates partial shade may perform acceptably, while a sun-demanding crop may lose production. The result can vary within the same field because edge rows, panel gaps and seasonal sun angles are different. NREL emphasizes that crop performance varies with location and solar design.

Access, water and infrastructure

Farmable acreage must include practical routes for planting, irrigation, spraying, weeding and harvest—not merely open soil visible from above. Posts, inverter stations, fences, drainage channels and maintenance roads can interrupt field patterns. Water lines may need to be relocated or extended, and a design that works in a dry climate may not suit a humid region with different disease or equipment pressures.

Potential agricultural benefits are context-specific

Shade is not universally harmful. DOE describes research in dryland Arizona in which farming under panels can reduce soil-water evaporation and potentially reduce irrigation needs. That is a possible benefit in the studied context, not a guaranteed water saving or yield increase elsewhere. Cooler temperatures, reduced wind exposure or protection from extreme weather may help some crops; excessive shade, altered humidity or difficult access may hurt others.

Because these effects interact, a project should measure the crop and management system rather than assume that a panel percentage translates directly into a production percentage. A farm can retain a high proportion of planted ground yet produce less of its original crop, or retain less planted ground while maintaining output if the remaining crop performs better under the local microclimate.

How to compare an energy-only plan with a dual-use plan

Question Energy-only design Dual-use design
Primary objective Electricity generation Electricity plus crops, grazing or habitat
Crop access Often ends where the project infrastructure is installed Planned beneath or between rows, subject to clearance and equipment needs
Panel arrangement Optimized mainly for energy output, cost and maintenance Adjusted for light, crop height, machinery, livestock or habitat
Land requirement May use a denser layout Wider rows or elevated structures can require more land for the same capacity
Crop performance evidence Usually not a design objective Must be established for the specific crop, climate and layout
Operational complexity Primarily solar operations Coordinated farm and solar construction, access, water and maintenance

The comparison should be made using acres planted before and after construction, the share of the developed area that remains accessible, expected crop performance in the altered light environment, panel height, row spacing, water availability and construction practices. DOE and NREL identify these as design considerations, but neither provides a universal scoring system.

  1. Map the baseline: record the current crop boundary, planted acres, rotation, yield history, irrigation, drainage, headlands, field entrances and the equipment used for each operation.
  2. Map every solar footprint: include panel rows, posts, inverter and transformer pads, fences, roads, laydown areas, drainage works and required setbacks. Ask the developer for a construction and operations plan, not only a panel-area drawing.
  3. Divide the remaining ground by use: identify areas that are fully accessible, seasonally accessible, suitable only for hand work, suitable for grazing or habitat, or unavailable for agriculture.
  4. Test the crop and equipment: verify turning radii, boom or harvester clearance, irrigation paths, spraying restrictions and harvest timing under the proposed row spacing and panel height.
  5. Estimate production separately from acreage: compare expected planted acres and expected yield per acre with the pre-solar baseline. A retained acre that cannot produce the same crop or yield is not equivalent to a retained production acre.
  6. Set management responsibilities: specify who plants, irrigates, controls weeds, repairs damage, maintains access and pays for changes when solar maintenance conflicts with farm work.
  7. Monitor after construction: track planted area, yield, water use, labor hours, equipment delays and unplanned outages by field zone. Use the results to adjust the layout or crop plan where contracts and permits allow.

An acreage worksheet can use three separate totals: physically farmable acres, acres actually planted and acres producing a target crop at a comparable standard. Keeping those totals separate prevents a pasture or pollinator strip from being counted as preserved row-crop acreage.

Common mistakes when interpreting solar-on-farmland claims

  • Calling every solar project agrivoltaic: a field with grass under panels is not automatically continuing its former crop enterprise.
  • Equating land cover with yield: satellite or parcel data can show a change in cover, but not necessarily how many tons of a crop were lost.
  • Applying one demonstration layout everywhere: NREL examples are configuration-specific; soil, climate, crop and machinery alter the result.
  • Counting theoretical space as usable space: a gap that a person can walk through may be too narrow for a planter or harvester.
  • Assuming dual use preserves the original business: fruits, vegetables, grazing and pollinator vegetation may replace a prior grain, forage or specialty-crop system.
  • Ignoring construction and maintenance: temporary staging, compaction, damaged drainage or recurring access closures can affect production beyond the panel rows.

What a landowner should require before signing

Request a scaled layout showing dimensions, clearances, access lanes, equipment pads, fences, drainage and utility routes. Require the proposal to identify the crop or agricultural use, not merely “vegetation.” Ask for assumptions about planted acres, expected yield, irrigation, weed control, soil repair after construction and access during solar maintenance.

Have an independent agronomist or farm engineer review whether the proposed machinery can operate safely and whether the crop is suited to the expected shade. The review should distinguish a demonstration result from a commercial guarantee. Contract language should also address soil compaction, restoration, responsibility for failed crops, removal obligations and how disputes over access or maintenance will be handled.

Bottom line for the acreage question

Solar panels can reduce usable crop acreage when farmland is converted to energy-only use. Agrivoltaic designs can keep some crops, grazing or habitat on the site, but they do not automatically preserve the original planted area, crop mix or yield. The only defensible answer for a particular farm comes from its before-and-after layout, crop suitability, equipment access, water conditions and measured production—not from a single national percentage.

Frequently Asked Questions

Does land under solar panels count as cropland?

Only if the site continues a genuine crop-production use. Soil beneath a panel is not automatically equivalent to planted cropland; accessibility, crop choice and actual production must be documented.

Are agrivoltaic projects guaranteed to maintain farm income?

No. Agrivoltaics is a dual-use design approach, not a guarantee of unchanged yield, revenue or operating costs. Results vary by crop, location, layout and management.

Why can wider panel rows help farming but use more land?

Wider rows can improve sunlight and equipment access, leaving more of the developed area workable. The trade-off is that the solar project may need a larger overall site to achieve the same electrical capacity.
