A red-light camera flash can mean the system recorded a possible event, but it does not prove that you ran the light or that a citation will be issued. Programs may capture events that do not meet the local violation criteria, and review procedures differ by jurisdiction. Whether you receive a notice depends on what happened at the intersection and the rules of the program that operates there.
What counts as running a red light for a camera?
The key question in the cited Victoria and British Columbia programs is when the vehicle entered the intersection relative to the signal turning red. Victoria says its cameras record the time between the light turning red and the vehicle entering; it says there is no fine if the vehicle entered before the signal turned red. British Columbia describes images showing the vehicle before and during entry while the light is red. These are local program descriptions, not a substitute for the law where you drove. If you were already inside the intersection when the signal changed, the timing of your entry matters in those examples; the flash alone cannot tell you whether the system recorded a qualifying violation. For a turn, local rules and the recorded signal phase and vehicle movement still matter.
Why might a camera flash if you stopped?
A flash is not a verdict. Tampa says its system can trigger when a vehicle stops quickly before entering the intersection or slows before continuing a turn. Police review each captured event and decide whether to issue a citation. A camera may therefore record a possible event even when subsequent review finds no violation. Tampa’s description of how its system works details those triggers and review.

Nor does the absence of a flash establish that nothing was recorded. The sources do not establish a universal visible flash pattern, color, or intensity for every red-light camera system.
How a red-light camera system works
A red-light camera is an automated enforcement device, not the traffic signal itself. In a 2009 interpretation, the Federal Highway Administration described a camera as detecting traffic-signal violations and issuing citations automatically, while the traffic signal regulates traffic. In practice, programs may use sensors to detect a vehicle, record its position and the signal phase, capture images or video, and screen the event before a citation is issued. The equipment and review process vary by location. FHWA Interpretation Letter 4-357(I) explains the distinction between the signal and the enforcement device.

Detection and evidence differ by program
- Victoria: The state describes different technologies at different sites, including in-road piezoelectric sensors, inductive loops, and radar. Its guidance explains how the system records the signal and vehicle entry. Victoria’s red-light camera page
- British Columbia: The program describes three photographs documenting the vehicle before and during its entry while the signal is red. Two officers separately examine the photos. RoadSafetyBC’s how-it-works page
- Tampa: The city says its system captures two rear images and a 12-second video, along with the date, time, and yellow- and red-light durations. Police review the event and verify vehicle information before a citation is issued. Stop On Red Tampa
- San Francisco: SFMTA describes a system using high-speed digital cameras, strobes, HD video, 3D radar, and signal-phase monitoring. Technicians screen events before an officer reviews and signs a citation. This is a local example, not a universal camera specification. SFMTA’s enforcement overview
What should you do after seeing a flash?
- Do not treat the flash as confirmation. It does not by itself establish that a violation occurred or that a citation was approved.
- Wait for an official notice. A driver’s immediate view of the flash cannot establish what evidence was captured or how the event will be reviewed.
- If a notice arrives, follow its instructions. Use the notice and the responsible jurisdiction’s official program or court information to review the evidence and meet the stated response requirements.
Ticket responsibility and consequences are local. NHTSA’s operational guidance discusses both driver-responsibility and registered-owner-responsibility models and notes that legal requirements vary by state. British Columbia, for example, sends its camera tickets to registered owners and says those tickets do not carry driver penalty points; that rule should not be assumed to apply elsewhere. There is no universal deadline, fine, appeal standard, recipient rule, or driving-record consequence established for all camera notices. Check the current official instructions for the jurisdiction named on any notice rather than relying on another city’s process.
