Is it suitable for city commuting and off-road riding?

The reported 55 km/h top speed and urban range claim suggest a small, short-trip vehicle rather than a fast road commuter. Suitability will depend on the roads and traffic where you ride, as well as local rules for registration, licensing, insurance and required road equipment. The cited reports do not establish those requirements outside Japan.

Light trails

Coverage positions the GE-N3 for dirt paths and light off-road use, not sustained or demanding trail riding. New Atlas reports an aluminum frame, rear rack and NFC key card, along with three handlebar-selected settings labeled Mode 0, Mode 1 and Mode 2. Its account says Mode 0 prevents starting, Mode 1 softens throttle response for low-grip conditions and Mode 2 gives a quicker response. GreatBiker describes the modes differently, including an off-road setting for closed routes. HOUYHNHNM, New Atlas and GreatBiker reported a Japanese price of JPY 396,000 in 2025. That is a dated Japan-market figure, not a current quote or a guaranteed cost in another currency. Taxes, shipping, dealer margins, exchange rates, import duties and registration may change the delivered price.
