Yes. At a March 11, 2025, White House event, President Donald Trump said he would label violence against Tesla dealerships domestic terrorism, according to contemporaneous reporting. He also said perpetrators would be caught and “go through hell.” That public characterization was not itself a criminal charge, court ruling or finding that any particular incident met the federal definition. Federal prosecutors later announced specific arson and weapons charges in Tesla-related cases.
What Trump said about attacks on Tesla
Trump made the remarks at a White House event with Elon Musk and Tesla vehicles on March 11, 2025. TechCrunch reported that Trump said he would label violence against Tesla dealerships domestic terrorism, citing a transcript shared by White House pool reporters. He also warned: “You do it to Tesla, and you do it to any company, we’re going to catch you, and you’re going to go through hell.” (TechCrunch, March 11, 2025)

That was a political statement about how he would characterize the conduct. A president’s use of the phrase does not, by itself, charge someone with a crime, establish guilt or prove that an incident satisfies the legal definition of domestic terrorism.
What domestic terrorism means under federal law
Federal law defines “domestic terrorism” in 18 U.S.C. § 2331(5). The definition requires all three of the following:

- Acts dangerous to human life that violate the criminal laws of the United States or of any state.
- An apparent intent to intimidate or coerce a civilian population; influence government policy by intimidation or coercion; or affect government conduct through mass destruction, assassination or kidnapping.
- The acts occur primarily within the territorial jurisdiction of the United States.
Property damage alone—or a public official’s label—does not establish every element. Whether the definition applies to a particular act depends on evidence about the conduct, intent and jurisdiction, rather than on the name used in a speech or press release.
What the FBI and DOJ said and did
FBI: a dated account of incidents in at least nine states
In a public alert dated March 21, 2025, the FBI said incidents targeting Tesla vehicles, dealerships, storage lots and charging stations had occurred in at least nine states since January 2025. The Bureau described arson, gunfire and vandalism, and said known incidents appeared to involve lone offenders and had occurred at night. The alert is a snapshot of the FBI’s assessment at that time, not a current nationwide total or a final attribution of every incident. (FBI, March 21, 2025)

DOJ: strong rhetoric, followed by case-specific charges
On March 18, 2025, Attorney General Pamela Bondi called the attacks “nothing short of domestic terrorism.” Two days later, the Justice Department announced charges against three people accused of using Molotov cocktails to set fire to Tesla cars and charging stations. The release described the offenses charged and potential penalties; it did not report convictions or establish that every Tesla-related incident met the statutory definition. (DOJ, March 20, 2025)
In a separate March 27 announcement concerning Las Vegas, DOJ said Paul Hyon Kim had been charged by criminal complaint with arson and unlawful possession of an unregistered firearm. Those are the named offenses in the release, not a charge called domestic terrorism. DOJ expressly cautioned that a complaint contains allegations and that the defendant is presumed innocent unless proven guilty. (DOJ, March 27, 2025)

What the later September memorandum does—and does not—mean
On September 25, 2025, Trump issued a memorandum directing investigations and prosecution of federal crimes under applicable law. It also says the attorney general may recommend a qualifying group or entity for designation as a domestic terrorist organization. That later policy does not document a designation of Tesla attackers and does not retroactively decide the March cases. (White House memorandum, September 25, 2025)
