What the court directed about vehicles
The court asked the state to constitute a committee comprising experts, civil administrators and people associated with traffic management. The committee was to assess the appropriateness and feasibility of phasing out petrol- and diesel-driven vehicles and permitting CNG and electric vehicles, then report to the court. The direction called for a study; it was not an operative citywide vehicle ban or a final decision to prohibit those vehicles. The Indian Express account of the January 9 hearing quoted the division bench, comprising Chief Justice Devendra Kumar Upadhyaya and Justice Girish S. Kulkarni, describing roads in the Mumbai Metropolitan Region as choked with vehicles and vehicle density as alarming.

The order did not select a replacement pathway. It did not establish a timetable for phasing out vehicles, set rules for owners, or say that CNG or electric vehicles had been approved as the sole permitted choices. Those questions were left for the committee to examine.
What the order said about wood- and coal-fired bakeries
The court directed the Brihanmumbai Municipal Corporation (BMC) and Maharashtra Pollution Control Board (MPCB) to ensure that bakery units using wood or coal convert to gas or other green fuels within six months. For new approvals, it said businesses planning to use those traditional fuels should not be approved; new units were to use green fuel. The court described the need for urgent and effective measures to limit hazardous particulate matter from bakery units. The contemporaneous report records those directions.

A July 8, 2025 Bombay High Court order in a bakery-related matter reiterated conversion to CNG, gas or other green fuels within six months from that order. It also temporarily restrained the BMC from acting on a particular notice pending the next hearing. That case-specific interim restraint was not a general exemption for bakeries and did not settle citywide compliance. The July 8 order records the proceedings.
Other air-pollution controls in the proceedings
The January 2025 directions also called for pollution indicators at active construction sites, centrally connected for surveillance, and contemplated action against sites that did not comply. Later proceedings addressed site inspections and controls including covering sites, water sprinklers, CCTV and sensor-based monitors. These construction measures are separate from the vehicle feasibility study and bakery fuel-conversion directions. A November 28, 2025 Bombay High Court order discusses construction-site inspections and pollution-control measures.
The January report also records directions concerning state funding to support MPCB staffing and audits of red-category industries. These were supporting parts of a broader response to air pollution, not a vehicle-ban decision. The Indian Express report summarizes them.

A January 29, 2026 Bombay High Court order shows that the Mumbai air-pollution litigation remained under judicial supervision and refers back to the earlier vehicle-feasibility direction. The reviewed order does not establish the committee’s final recommendation. Nor do the reviewed records establish consolidated citywide compliance with the bakery conversion direction. The January 29, 2026 order confirms the continuing proceedings, not a final vehicle outcome.

Accordingly, it is accurate to say the court directed a committee to study a possible phase-out and ordered fuel changes for wood- and coal-using bakery units. It is not supported to say that petrol or diesel vehicles have been banned across Mumbai, that the committee recommended a particular policy, or that all affected bakeries have converted.
