There is no evidence-based universal winner. Delivery robots and delivery bikes present different pedestrian hazards, and the safer choice depends on operating speed, route, yielding behavior, visibility, sidewalk access and how many people each vehicle encounters. Existing studies do not provide a matched, exposure-adjusted comparison of pedestrian injuries from the two delivery modes.
The most relevant field evidence observed sidewalk autonomous delivery robots on one university campus, while separate crash tests modeled injuries when service robots struck pedestrians or personal-mobility devices. Those sources can identify risk mechanisms and useful measurements, but they cannot establish that robots are safer or more dangerous than commercial bike couriers in ordinary city operations.

What the evidence actually shows
Comparing a robot with a bike requires the same route, time period, exposure measure and outcome definition. For example, analysts would need pedestrian conflicts or injuries per 1,000 deliveries or per 100 kilometres, collected for both modes in comparable environments. The available sources do not provide that design.

The METRANS Transportation Center report Evaluation of Sidewalk Autonomous Delivery Robot Interactions with Pedestrians and Bicyclists (report PSR-21-16, 10 August 2022) analysed five days of video from 10 shared-use locations at Northern Arizona University in Flagstaff, Arizona. It classified interactions using post-encroachment time (PET), a surrogate conflict measure.

PET records how soon a second road or pathway user reaches a potential conflict point after the first user has left it. A short PET can flag a close call even when nobody is hit. It is therefore useful for identifying interaction severity, but it is not an injury count, a crash rate or a probability that a pedestrian will be hurt.
The campus setting, short observation period and shared-use-path design limit what can be inferred. The report was intended as early evidence for facility management, not as a national estimate or a comparison between robot and bicycle delivery fleets. It did not measure representative pedestrian injury rates and did not use commercial delivery bikes as a matched control.
Crash tests and computer simulations
In a peer-reviewed Scientific Reports paper published on 28 March 2022, Diego Paez-Granados and Aude Billard used crash tests and simulations involving service robots and personal-mobility devices. At an impact speed of 3.1 metres per second (11.1 km/h or 6.9 mph), their specified test conditions produced modeled risks of serious head injury of 14%, neck injury of 20% and chest injury of 50% for child pedestrians, plus a 33% tibia-fracture risk for adults. The work also examined injury risk from secondary falls.

The paper found that reducing the impact differential speed below 1.5 m/s or adding energy-absorbing materials brought modeled impact-injury risks below 5% under its specified conditions. That threshold should not be treated as a universal engineering limit: pedestrian posture, robot geometry, braking, surface, angle and the person’s age all affect a real collision.
Why national crash totals cannot settle the comparison
The U.S. Department of Transportation describes the National Highway Traffic Safety Administration’s Fatality Analysis Reporting System (FARS) as a nationwide census of fatal injuries in motor-vehicle traffic crashes, including pedestrian and bicyclist fatalities. FARS is valuable for roadway safety, but those totals do not supply a common denominator for sidewalk-robot trips and delivery-bike kilometres. A larger number of bike fatalities, for example, could reflect vastly greater bike exposure rather than greater risk per delivery. Mixing unrelated counts cannot produce a valid robot-versus-bike ranking.

How each delivery mode can create pedestrian risk
The same six operating dimensions should be measured for both modes. A robot’s low mass does not automatically make every encounter harmless, and a bike’s rider does not automatically make every encounter dangerous.
| Safety dimension | Delivery robot | Delivery bike | What a fair comparison needs |
|---|---|---|---|
| Operating and closing speed | Robots generally operate at low speed, but a low profile can make their approach difficult to notice. A collision test involving a service robot modeled substantial injuries at 3.1 m/s. | A bicycle can travel and turn faster, and a rider’s speed may vary with traffic, hills, load and urgency. | Measured speed and relative closing speed at each interaction, not a maximum advertised speed. |
| Interaction frequency | Sidewalk routing can place a robot in repeated encounters with walkers, wheelchair users and people waiting near entrances. | Riders may use roads, cycleways or sidewalks depending on local law and the route, changing who they encounter. | Conflicts per delivery, trip, kilometre and hour in the same locations. |
| Yielding and braking | Automation, sensors and remote supervision determine whether the robot detects, stops for and gives space to a person. | A rider can interpret gestures and negotiate immediately, but reaction time, distraction and braking skill vary. | Stopping distance, time to yield, completed evasions and failures to yield. |
| Visibility and detectability | A small object near ground level may be obscured by crowds, parked vehicles, street furniture or a child’s sightline. | A rider and bicycle are taller and often easier to see, but speed, noise, clothing, lighting and vehicle blind spots matter. | Approach visibility for children, older people, blind and partially sighted pedestrians, and people using mobility aids. |
| Sidewalk access and blockage | A stopped or stranded unit can narrow a path or obstruct a ramp even without a moving collision. | A bike can also block a curb ramp or entrance when parked, while riding on a sidewalk can create a moving conflict. | Blocked-path minutes, clear passing width and accessibility complaints or interventions. |
| Outcomes | Available field work reports observed interactions, not a population injury rate. | No directly matched delivery-bike outcome rate appears in the cited material. | Police, medical, operator and near-miss records linked to a known exposure denominator. |
When a robot may be the lower-risk option
A robot could reduce risk on a carefully designed, low-speed route where it stays within a defined operating area, detects people early, yields reliably and can be stopped or recovered quickly. Removing a human rider from a fast road may also avoid exposing that rider to motor traffic; that is a different safety outcome from pedestrian safety and should not be counted as proof that sidewalks are safer.

Engineering choices matter. Lower impact speed, soft or energy-absorbing exterior surfaces, predictable braking and conspicuous lighting can reduce the severity of a contact. The collision study supports these mechanisms under its test conditions, but operators still need evidence from actual deployments to show that the safeguards work around children, older adults and people using wheelchairs or canes.
When a bike may be the lower-risk option
A bicycle may be preferable where a protected cycleway or roadway keeps deliveries away from crowded footpaths, where the rider has clear sightlines and where sidewalk riding is prohibited or unnecessary. A person can make eye contact, hear a warning, dismount and move around an obstruction; those capabilities can help in a complex pedestrian environment.
Those advantages disappear if delivery pressure encourages fast riding through a crowded plaza, if the rider cannot see around a vehicle or if a parked bike blocks an accessible route. A bike’s higher travel speed also increases the energy available in a collision, so speed and route separation must be documented rather than assumed.

A practical way to evaluate a delivery route
Property managers, cities and delivery operators can compare modes without pretending that a single near miss proves a winner. Use the same observation window and definitions for both modes.
- Define the exposure. Record deliveries, kilometres, operating hours and the number of pedestrians present. Report rates per delivery or distance as well as raw counts.
- Map the route. Mark sidewalk width, crossings, ramps, bus stops, building entrances, cycleways, loading areas and places where people queue. Note whether each mode is legally allowed there.
- Measure speed and closing speed. Capture the speed of the robot or bike and the pedestrian’s direction and speed immediately before each interaction. A posted speed limit is not a substitute for an observed value.
- Code the interaction. Record whether the vehicle yielded, stopped, diverted or forced a pedestrian to stop or step aside. Use PET or another defined surrogate consistently, while keeping it separate from actual injury data.
- Record visibility conditions. Log lighting, weather, obstructions, noise and whether the vehicle was visible to a child, a seated person or someone with limited vision. Do not infer that silence or a low profile is harmless.
- Measure access effects. Time any blockage of a clear walking line, curb ramp or doorway. Include stranded units and parked bikes, not just moving contacts.
- Track outcomes. Link reported collisions, falls, medical treatment, property damage and near misses to the corresponding trip or distance. Keep observations, controlled-test results and injury reports in separate categories.
- Review vulnerable-user impacts. Consult disability organizations and users who are blind, partially sighted, older, very young or using wheelchairs. A route that works for an alert adult may still be inaccessible or unsafe for another user.
- Test recovery. Check how quickly a remote operator or rider can clear a stalled vehicle, reroute around a closure and contact an affected pedestrian. Recovery time is part of the risk profile.
What operators should publish
A meaningful safety report should state the fleet size, route type, operating hours, number of trips and total distance. It should distinguish pedestrian contacts from near misses, falls without contact, blocked-path events and confirmed injuries. It should also state whether events were self-reported, independently observed or verified through medical or police records.
For robots, publish the speed cap, sensor and braking performance, remote-supervision arrangement, failure-safe behavior and the process for retrieving a disabled unit. For bikes, publish training requirements, speed and sidewalk rules, load limits, lighting requirements and how complaints or collisions are investigated. Without these details, a low incident count may simply reflect incomplete reporting.
What current UK policy illustrates
Rules are jurisdiction-specific and changing. In a written answer dated 14 April 2026, the UK government said there was no specific legislation then governing pavement delivery robots. It discussed a possible “Low-speed Zero Emission Vehicle” category and potential local control, while noting that safety remained a priority. Lord Hendy of Richmond Hill described the issue this way: “As with any new technology, there are potential risks with pavement delivery devices and safety remains our priority.”
In another written answer dated 15 July 2026, the UK government described intended pavement-robot trials focused on impacts to pedestrians, especially vulnerable groups. Simon Lightwood said, “A key part of the trial will be understanding the impact on pedestrians, particularly the most vulnerable groups.” The answer said permanent regulations would require consultation and impact assessment. It describes plans at that date; it does not establish that the trials have taken place.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What pedestrians can reasonably expect
People walking should not have to guess whether a low vehicle will stop or whether a cyclist is permitted on a footpath. A responsible operator provides a clear path, yields before entering a pedestrian’s line, avoids curb ramps and doorways, and removes a stalled vehicle promptly. A rider should slow before blind corners and crossings rather than relying on a last-second warning.
Children, older adults, blind and partially sighted people, and wheelchair users may need more time, more space or a predictable audible and visual cue. Designing only for a quick, sighted adult understates the real accessibility burden. Operators should treat a person forced into a roadway or unable to pass a blocked ramp as a safety event even if there is no contact.
The unanswered question
The decision-relevant study still missing from the cited evidence is a matched comparison of pedestrian conflict or injury rates for delivery robots and commercial delivery bikes in similar settings, normalized by trips or distance. Until such data are collected, claims that one mode is categorically safer are stronger than the evidence permits. The defensible approach is to compare specific routes, speeds, interaction rates, yielding performance, visibility, access effects and verified outcomes.
Frequently Asked Questions
Can a delivery robot seriously hurt a pedestrian?
Yes. Controlled crash tests modeled serious head, neck and chest injuries for children and tibia fractures for adults at a specified 3.1 m/s impact speed. Those results show that injury is possible; they do not estimate how often it occurs in normal delivery service.

Does a near miss count as a crash?
No. A near miss is an interaction without a reported collision or injury. Measures such as post-encroachment time help classify how close an interaction was, but they must not be reported as injury rates.
Are delivery bikes allowed on sidewalks?
There is no single global rule. Sidewalk access, speed, parking and insurance requirements vary by jurisdiction and can change, so check the current local code before operating.
Which delivery mode is better for wheelchair users?
Neither mode can be ranked in the abstract. Compare clear passing width, curb-ramp access, yielding behavior and the time needed to remove a stopped or parked vehicle on the specific route.
What should I do after a dangerous robot or bike encounter?
Move to a safe location, note the time and precise location, record the vehicle or operator description if it is safe to do so, and report the event to the delivery company and the local authority responsible for the path. Seek medical care and preserve documentation if there was contact or a fall.
