The Rover 45 was a 2023 speed-pedelec concept, not a confirmed production bike. Developed by CIXI and Look Cycle and shown at the Prodays expo in Paris, it demonstrated CIXI’s PERS system: rider pedaling generates electricity for a motor instead of turning the rear wheel through a chain or belt. The reported concept had a 700-Wh battery and a 45 km/h (28 mph) assisted-speed target, but no published range or commercial-release details.
What the Rover 45 concept showed
New Atlas reported on July 14, 2023 that CIXI and Look Cycle had developed the Rover 45 and presented it at Prodays in Paris. Look Cycle contributed a low-step frame. The reported setup paired a PERS unit at the bottom bracket with a hub motor, and included MIK-compatible racks at both the front and rear.
The 700-Wh battery and 45 km/h (28 mph) assisted-speed target are figures reported for this concept in 2023, not confirmed specifications for a retail model. New Atlas did not give a range figure and said the companies had shared no details about a possible commercial release.
How PERS replaces a chain or belt
PERS stands for Pedaling Energy Recovery System. In the Rover 45’s described arrangement, sensors and electronics manage the rider’s input, a generator converts pedaling effort into electricity, and that electricity powers the motor. The pedals therefore are not mechanically connected to the rear wheel by a chain or belt: the drive path is electrical rather than a conventional mechanical transmission.

New Atlas described adjustable pedal effort, automatic management of torque and power, regenerative braking, and a companion app for power settings, locking the system, sharing a digital key, and locating the bike. CIXI’s current product information also says the system adjusts cadence, can transfer generator output to the motor when the battery is empty, and can recover energy through regenerative braking. CIXI describes anti-theft locking, geolocation, connectivity, and professional service tools as further features. Those are manufacturer descriptions, not independently verified performance findings.
What a chainless drivetrain changes—and what it does not establish

The electrical drive architecture is the defining distinction; it does not, by itself, answer questions about range, durability, ride feel, service costs, or efficiency relative to a chain or belt. Those require measurements or ownership evidence that the cited coverage does not provide.

What later PERS milestones do—and do not—tell us
Development testing reported in 2025
In January 2025, LEVA-EU reported CIXI development milestones from the second half of 2024: 40,000 km accumulated on test benches and just over 3,000 km in real conditions. The report said real-world testing would continue until at least the end of April. These are reported development-test distances, not proof of long-term consumer reliability or an independent durability evaluation.
Eurobike plans reported in January 2025
The same LEVA-EU item said four PERS-equipped bikes spanning pedelec, speed bike, light cargo, and trike categories were to be presented for sale at Eurobike 2025, and that CIXI planned to start a PERS production line in May 2025. Those were forward-looking statements made in January 2025; they do not confirm that each planned presentation or production milestone subsequently occurred.

Professional kits and a separate trike
CIXI’s 2026 catalog describes PERS kits for pedelec, speed-pedelec, and cargo applications. Its professional offering is aimed at vehicle development and includes system-integration resources. CIXI’s professional page lists 80% efficiency, 3.4 kg system weight, 185 Nm maximum resistive torque, 613 W maximum producible power, and 360 W continuous producible power. These are current manufacturer-published specifications for professional PERS systems, not independent test results; they should not be assumed to describe the Rover 45 configuration.
ICE Trikes published a notice on March 31, 2026 saying its PERS chainless pedaling system was available to order. That is a separate PERS-equipped trike offering, not evidence that the Rover 45 entered production. Ordering availability and stock may vary by region, so prospective buyers should confirm them with ICE Trikes directly.

What remains unknown about the Rover 45
- Whether the Rover 45 itself entered production.
- Its final price, if any, and the markets where it might have been sold.
- Its real-world range, certified market category, and independently measured performance.
- How its efficiency, maintenance needs, and lifetime cost compare with conventional chain or belt drivetrains.
The original 2023 report said no commercial-release details had been shared. Later PERS development and other PERS-equipped vehicles show activity around the technology, but do not fill those Rover 45-specific gaps.
Practical detail: the racks
The reported Rover 45 concept used MIK-compatible racks at both ends. If considering a compatible accessory for a different bike, look for a pannier explicitly identified as MIK-compatible; the concept’s rack detail does not mean a particular bag was tested, endorsed, or included with a purchasable Rover 45.
