China’s Global EV Ambitions: Can It Dominate Sales Worldwide?

China’s huge home market and manufacturing base underpin its growing EV presence abroad, but sales, exports and a government plan for global dominance are not the same thing.

China is already the biggest center of electric-car sales and production, and Chinese automakers have a growing presence in some overseas markets. But “a plan to dominate” is stronger than the evidence supports: the figures show scale and expansion, not a verified government target for worldwide sales. The outcome will also depend on trade rules and where companies build vehicles.

What does “dominate” mean in this context?

Domestic sales, manufacturing, exports and overseas sales measure different things. China’s large home market helps sustain production at scale; exports and overseas factories are ways for automakers to reach customers abroad. None of those measures alone proves that Chinese brands lead every market or that the government has set a global sales target.

The International Energy Agency (IEA) uses “electric cars” for battery-electric vehicles (BEVs) and plug-in hybrid electric vehicles (PHEVs) together. Where the IEA specifies BEVs, the count is battery-electric only. Keeping that distinction in view matters when comparing market totals with figures about Chinese manufacturers’ BEV sales.

Measure What it tells you What it does not establish
Electric-car sales in China How many new electric cars are sold in China, including BEVs and PHEVs in the IEA figures. How many cars China exports or how many are sold under Chinese brands abroad.
Electric-car production in China Where vehicles are manufactured, regardless of the manufacturer’s headquarters or the destination market. How many vehicles are sold abroad or the market share of Chinese brands in each country.
Chinese manufacturers’ global BEV sales The global sales share of manufacturers headquartered in China, for BEVs in the IEA’s 2025 measure. That all those vehicles were built in China, or that Chinese brands lead every national market.
Chinese imports’ share of electric-car sales in Brazil or Thailand The share of electric cars in those markets that were imported from China, as reported by the IEA for 2024. The share sold by Chinese brands: country of manufacture and brand origin are not interchangeable.

How large is China’s home-market advantage?

Sales at home

In 2025, China sold more than 13 million electric cars, close to 55% of its new-car sales, according to the IEA’s 2026 report. That was about six out of every ten electric cars sold worldwide that year. These figures describe sales in China, not exports. IEA, Global EV Outlook 2026: Trends in electric cars.

The earlier 2024 baseline shows how quickly the market had grown: the IEA reported more than 17 million electric cars sold globally that year, over 20% of new-car sales worldwide. China accounted for more than 70% of global electric-car production in 2024, while Chinese-headquartered carmakers made up around 80% of domestic EV sales in China. The production figure concerns vehicles made in China; the domestic sales figure concerns vehicles sold there. Scale and model choice

In 2025, Chinese manufacturers accounted for more than half of global BEV sales and more than half of the BEV models available worldwide, the IEA reports. Sales share indicates how many vehicles buyers purchased; model availability indicates the breadth of vehicles on offer. Together with China’s large home market and production base, those measures point to substantial industrial capacity and competitive reach. They do not, by themselves, establish that every Chinese manufacturer is profitable or that its vehicles will succeed in every market. IEA, Global EV Outlook 2026: Trends in electric cars.

Where are Chinese electric cars gaining ground overseas?

Brazil and Thailand illustrate a strong presence, not universal dominance

In 2024, electric-car sales in Brazil more than doubled to 125,000, exceeding 6% of the country’s car market. The IEA also reported that imports from China accounted for 85% of electric-car sales in both Brazil and Thailand that year. These are figures for particular countries and a particular year; they should not be generalized to all overseas markets. Nor should import origin be treated as Chinese-brand share: a vehicle made in China and a brand headquartered there are separate classifications. Exports are only one route to customers

Shipping fully built vehicles from China can connect manufacturers to overseas demand, but import rules and tariffs can make that route more costly or uncertain. The IEA described Chinese automakers pursuing or announcing production in Brazil, Thailand, Indonesia and Malaysia amid changing tariff arrangements. Local assembly or manufacturing may reduce exposure to duties on fully assembled imports or help meet localization conditions. Why overseas production matters as trade rules change

Localization gives automakers another way to serve a market when rules or tariffs make imported vehicles less attractive. It can also create a local production footprint, but the potential benefit depends on the country’s specific conditions. Tariffs differ by market, vehicle origin and product scope, so local production is not a guaranteed exemption or a universal workaround. EU duties are a distinct trade constraint

The European Union has definitive countervailing duties for covered new battery-electric vehicles originating in China. The applicable rules include company-specific rates and invoice conditions, and are distinct from the EU’s ordinary vehicle import tariff. The regulation’s product scope, exporter details and exceptions matter; a single headline rate would not accurately describe every covered vehicle or company. Does China have an official plan to control global EV sales?

The available official policy evidence does not establish a numerical target for worldwide sales or a plan to control the global market. China’s Ministry of Commerce says a joint decision by the Ministry, the Ministry of Industry and Information Technology, Customs and the market regulator placed specified pure battery-electric passenger cars under export-license administration from 1 January 2026. The stated purpose is to promote the healthy development of new-energy-vehicle trade. That is an export-administration measure; on its own, it is not evidence of an export cap or a global sales target. The rule covers specified pure BEV passenger cars, not every vehicle described broadly as an electric car. China’s Ministry of Commerce policy notice, published 26 September 2025.

It is therefore more accurate to describe the global push as a combination of a very large domestic market, manufacturing scale, overseas demand and company efforts to adapt to trade conditions. Government policy can shape the setting, but the cited export-license notice does not substantiate the title’s stronger implication of a state-set worldwide domination objective.

What could limit further expansion?

  • Trade barriers: Duties or other import rules can raise costs or change which vehicles qualify for market access.
  • Local production requirements and conditions: Building or assembling vehicles abroad may help companies respond to localization rules, but announcements are not proof of completed, successful production.
  • Market-by-market variation: A high import share in Brazil or Thailand is evidence of presence in those markets, not a forecast or measure for every country.
  • Different measures can be misleading: Domestic sales, production location, exports, import origin and brand headquarters describe different parts of the market. A claim about one should not be used as a substitute for another.

How to read claims about China’s EV ambitions

When evaluating a claim that China is “dominating” EVs, check four things: whether it describes Chinese sales or sales abroad; whether it counts BEVs alone or BEVs and PHEVs; whether production is taking place in China or overseas; and whether it cites a stated government policy or infers an ambition from company activity. That distinction separates well-supported evidence of scale and expansion from claims that go beyond what the figures and policy documents establish.
