Why a restriction could have effects beyond the United States

That is a risk Wirth raised, not proof that a ban would produce a specific result. The available reporting does not quantify a price change, say how long any effect might last, or offer a region-by-region forecast.
Would a diesel export ban lower U.S. prices?
The reports do not establish that it would. A restriction might retain more diesel within the country, but Wirth’s concern is that reduced access to the global market could tighten supplies and create pressure rather than deliver reliable savings to domestic buyers. The outcome would depend on market conditions, and the cited coverage does not provide an estimate with which to judge the likely size or duration of any price effect.

Was a U.S. diesel export ban in force?
