In the U.S., keep your child in a forward-facing car seat with a harness until they reach that seat’s height or weight limit. Then move to a booster only if they can sit correctly with the vehicle’s lap-and-shoulder belt. Keep using the booster until the adult belt fits properly without it. Age alone does not decide when to switch.
When should a child switch from a harnessed seat to a booster?
Use the limits printed in the manual for your child’s current forward-facing seat. The National Highway Traffic Safety Administration (NHTSA) recommends keeping a child in that seat with its harness and tether until the child reaches the seat’s top height or weight limit. Limits vary by seat, so there is no universal height, weight, or age at which every child should switch.
Reaching the harness limit makes a booster a possible next step, not an automatic one. The child also needs to be able to stay seated correctly for the entire ride, and the booster must fit the child and vehicle. NHTSA recommends considering a harnessed seat with higher limits if a child who has outgrown their current seat cannot remain seated properly in a booster. What does a booster do?
A booster raises and positions a child so the vehicle’s lap-and-shoulder belt lies where it should: the lap belt snug across the upper thighs, not the stomach, and the shoulder belt across the chest. The vehicle belt—not the booster—restrains the child. That is why a booster is appropriate only when the child has outgrown the harnessed seat and can use the belt correctly.

How to tell whether the adult belt fits without a booster
Keep using the booster until the vehicle belt fits the child correctly without it. Check the fit in the vehicle and seating position the child will actually use:
- The child’s back rests against the vehicle seat.
- The child’s knees bend naturally at the edge of the seat.
- The lap belt rests snugly across the upper thighs, not the stomach.
- The shoulder belt crosses the chest, not the neck or face.
- The child can maintain this position for the whole trip.
If the belt does not fit this way, continue using an appropriate booster within its own height and weight limits. NHTSA’s booster-seat installation guidance explains belt positioning and setup.

Check the booster and vehicle before using it
- Use a booster with a lap-and-shoulder belt; a lap-only belt is not the belt arrangement described in NHTSA’s booster guidance.
- Make sure the booster sits flat on the vehicle seat and follow both the booster manual and the vehicle owner’s manual.
- For a backless booster, the vehicle must have a head restraint or a high seat back that supports the child’s head.
- Check the specific booster’s height and weight limits; they are not interchangeable across models.
Keep children in the back seat
NHTSA advises that children ride in the back seat at least through age 12. This is separate from the harness-to-booster decision, which depends on the child’s current seat limits, ability to sit properly, belt fit, and the instructions for the seat and vehicle.
