How a conventional steering pump behaves
In most conventional hydraulic steering systems, an engine drives the pump by a V-belt. HELLA describes a vane pump in which rotating chambers move fluid from the suction side to the pressure side. Its flow rises with pump speed, and a flow-control valve regulates flow to reduce steering assistance at higher driving or pump speeds (HELLA’s explanation of pump function and repair).

That regulation is part of a steering system’s design; it does not make the pump a general-purpose flow source. Magna Engineering Center Steyr likewise explains that a conventional hydraulic power-steering pump runs at a fixed ratio to the engine, so pump speed follows engine speed. The system must provide sufficient flow at low engine speeds and restrict flow at higher speeds, which entails losses (Magna’s EHPS product description).
What the speed-control study does—and does not—show
A 2009 SAE International paper describes a prototype using a magnetorheological coupling and closed-loop speed control. The pump was run at an optimum speed based on steering angle, angle rate, and vehicle speed. In the reported full-size truck prototype tests, the researchers found an average 3% fuel-economy improvement and said the prototypes met prescribed durability and high-speed tests (SAE International, 2009).

This is a result from a specific steering-system prototype and its tests—not a general performance claim for a salvaged pump or a prediction that repurposing one will improve speed or efficiency. The study does not remove the need to check the actual pump’s limits and the new system’s requirements.
How purpose-built electrohydraulic products differ
Some manufacturers offer electric hydraulic pumps for steering applications. These are engineered products with their own motors and controls, not proof that a conventional engine-driven pump can be used interchangeably or outside its intended role.

A steering pump is part of a safety-relevant vehicle system. HELLA warns that incorrect repair can cause system failure and personal injury, and advises using qualified personnel, following vehicle-manufacturer safety and repair instructions, using the specified fluid, and checking for leaks after installation (HELLA repair guidance).
