Yes. An electric car can be part of a hurricane evacuation plan. Follow local evacuation orders and routes, plan charging and backup stops before you leave, and never drive through floodwater. If an EV is flooded and battery damage is suspected, contact the dealer or emergency services and follow the vehicle-specific safety guidance.
Can you evacuate in an electric car during a hurricane?
There is no general rule that an EV cannot be used to evacuate. The same first priority applies to every vehicle: leave when authorities order you to, follow their route directions, and do not drive around barricades. FEMA’s hurricane guidance also recommends gathering essential supplies and conserving mobile-device battery.
Do not delay an ordered departure to charge. If you have time before leaving, check your route, charging options and local conditions. FEMA recommends alternative ways to charge phones and critical devices, such as a power bank; that can help keep a phone available, but it cannot charge an EV’s traction battery.
How to plan charging before you leave
NHTSA advises EV drivers to learn where charging stations are along their route, which plug types they use and what charging levels they offer. Check your vehicle manual for compatible connectors and charging information, then confirm current station status with the operator when possible.

- Indication Displays - LED display that can tell you the status as well as indicate errors while charging your electric vehicle.
- Map more than one option. Identify charging locations along the evacuation route and a fallback option in case a stop is unavailable.
- Account for charging time. Charging speed depends on both the vehicle and the station. NHTSA notes that some DC fast chargers can replenish a battery in under an hour, while home charging may take overnight; these are general examples, not a promise about a particular vehicle, station or storm.
- Check conditions as they change. Charger availability during an outage is local and time-dependent. A station shown as available before a storm may not remain online.
- Follow official timing. Do not hold up an evacuation ordered by authorities to reach a charger or a preferred battery level.
The official guidance cited here does not set a universal hurricane evacuation charge percentage. Choose a plan using your vehicle’s range and charging needs, your route and current local information rather than treating any fixed percentage as an official target.
Why floodwater is dangerous for every vehicle
Do not drive through floodwater, even if it looks shallow or the road is familiar. FEMA warns that one foot of moving water can sweep a vehicle away. Water depth and road damage can be hard to judge from the driver’s seat; an EV’s battery enclosure or ground clearance is not a reason to cross a flooded road.

Follow official route directions and avoid barricades. If a route is flooded or closed, use the directions provided by local authorities rather than attempting to cross or improvise around a closure.
What to do if an EV has been flooded
NHTSA warns that flooded electric and hybrid vehicles can pose high-voltage shock, short-circuit and fire hazards. Their batteries are highly corrosive and should not be exposed to standing water. A flooded EV is not guaranteed to catch fire, but suspected battery damage warrants prompt attention.

- Contact the dealer and/or emergency services if the vehicle has been exposed to flood conditions and battery damage is suspected. Follow their instructions and the vehicle manufacturer’s guidance.
- Keep a damaged lithium-ion vehicle away from hazards. NHTSA says not to park it within 50 feet of a house, another structure, another vehicle or combustible materials.
- Do not treat the vehicle as safe based on appearance alone. Seek vehicle-specific advice if it has been flooded or damaged; do not rely on an assumption that the battery enclosure prevents risk.
What is known—and not known—about flood-related EV fires
In a 2024 proposed rulemaking, NHTSA discussed EV fires observed after floodwaters from Hurricanes Sandy and Ian receded. The agency described work involving ten flood-damaged EVs and said it needed a better understanding of field incidents to develop a field-relevant test addressing submersion risks. That record establishes a recognized hazard and an ongoing investigation; it does not quantify an individual owner’s chance of a fire or mean every flooded EV will ignite.
The official sources cited here do not provide a statistic comparing EV and gasoline-vehicle evacuation outcomes, or the share of hurricane evacuees who use EVs. A specific storm’s charger availability likewise depends on local conditions and can change quickly.
