In the U.S., an open recall does not automatically answer whether your particular car is safe to drive. Check the recall for your vehicle and follow the manufacturer’s instructions: if they say “do not drive” or “park outside,” take that warning seriously and contact a dealer about the free repair. If no such warning appears, read the recall’s risk details and contact the manufacturer’s dealership promptly; the recall status alone is not a safety assessment.
What to do when your car has an open recall
- Look up the exact vehicle. Use NHTSA’s recall lookup with the 17-character VIN or license plate. The VIN is commonly found at the lower left of the windshield, on the driver-side doorjamb label, and on registration or insurance documents. NHTSA also offers the no-cost SaferCar app. NHTSA’s recall-checking page explains the lookup options.
- Read the defect description and interim instructions. The risk and precautions vary by recall. NHTSA’s March 3, 2026 consumer alert says: “Follow any instructions from the automaker, including any ‘do not drive’ or ‘park outside’ warnings.” For example, NHTSA’s Takata air bag recall spotlight says certain 2001–2003 Honda and Acura vehicles should be driven only to a dealership for repair before any other driving.
- Call the manufacturer’s local dealership to arrange the remedy. NHTSA says recall repairs at the manufacturer’s dealership are free. Ask whether the remedy is available and how to get the vehicle repaired.
- If the remedy is not available, ask for current guidance. Contact the manufacturer or dealer and follow any interim precautions. A repair delay does not establish that the vehicle is safe to drive; remedies can take time to develop and distribute, and interim guidance should be provided when needed. See NHTSA’s owner guide, updated November 21, 2024: Motor Vehicle Safety Defects and Recalls: What Every Vehicle Owner Should Know.
What an open recall means—and what it does not
A safety recall means a vehicle has a safety-related defect or does not meet minimum safety standards. NHTSA describes recalls as addressing an unreasonable safety risk or a failure to meet those standards. That definition does not mean every recall has the same danger, driving restriction, or remedy. The recall notice and manufacturer’s instructions are the relevant guidance for your vehicle. See NHTSA’s vehicle safety resources.
There is no single nationwide rule established by the sources cited here that automatically prohibits every private owner from driving any car with an unrepaired recall. That is different from a safety recommendation: if your specific recall says not to drive, do not treat the absence of a universal ban as permission to ignore it.
Can an open recall affect inspection or registration?
It can in certain state enhanced inspection-and-maintenance programs. Under 40 CFR § 51.370, states must require applicable recall repairs for covered vehicles as part of an annual or biennial inspection process or registration renewal. The rule allows inspection failure or registration denial when required repairs remain incomplete. It applies within those programs; it is not a blanket driving prohibition for all U.S. vehicles. Check your state’s requirements for your vehicle.

Owner driving is different from a business delivering a recalled vehicle
Rules restricting manufacturers, distributors, dealers, and rental companies from delivering certain unrepaired recalled vehicles in their possession are separate from the question of an owner driving their own car. See 49 U.S.C. § 30120. The rule for a business should not be mistaken for a universal rule governing private owners.

In 2025, NHTSA recorded 997 vehicle and equipment safety recalls covering more than 29 million vehicles in the United States, according to its 2026 consumer alert. NHTSA’s Chief Counsel Peter Simshauser said in a March 3, 2025 alert: “Checking for recalls on your vehicle could save your loved ones’ lives or your own.” The figures do not indicate the risk of any individual recall; checking the exact vehicle does.
