Financial leasing is expressly allowed under Croatia’s announced 2026 citizen EV programme, while operational leasing is expressly excluded. Dealer-discount stacking is less certain: the published FZOEU summary requires an informative offer showing the vehicle price, but it does not say whether the discounted price, list price or another figure determines the grant, nor does it expressly confirm that every dealer promotion can be combined with the incentive.
That means you can plan around financial leasing, but you should not promise yourself a final price until the full EnU-2/26 call and any amendments are checked. Ask the dealer to put the actual transaction price and any discount on the informative offer, then obtain confirmation from FZOEU if the discount changes the vehicle’s price band.

What the 2026 Croatian EV incentive covers
The current citizen programme is FZOEU’s EnU-2/26 call, intended for natural persons resident in Croatia. It covers new electric vehicles in categories L1–L7 and M1. FZOEU has announced a €20 million budget, with online applications through eFZOEU using NIAS credentials opening on 21 October 2026 at 09:00. That opening date was still in the future in the FZOEU material published on 9 October 2026, so applicants should check the live call for amendments before submitting anything.

| Vehicle category | Published price band (including VAT) | Maximum announced support | Additional limit |
|---|---|---|---|
| M1 passenger car | Up to €35,000 | Up to €9,000 | Support cannot exceed 40% of vehicle price |
| M1 passenger car | Above €35,000 and up to €62,500 | Up to €7,000 | Support cannot exceed 40% of vehicle price |
| M1 passenger car | Above €62,500 | Not eligible | Price ceiling includes VAT |
| L1–L7 electric moped, motorcycle, tricycle or quadricycle | Up to €35,000 | Up to €2,500 | Support cannot exceed 40% of vehicle value |
These are figures FZOEU published for the announced 2026 programme, not a guarantee that every applicant receives the headline maximum. The 40% ceiling can reduce the payment for a lower-priced vehicle, and the final call controls the eligibility decision.
Do dealer discounts reduce the price used for the grant?
FZOEU’s accessible EnU-2/26 summary does not settle that question. It says the application must include an informative offer stating the vehicle price, manufacturer, model, propulsion type and category. It also says support is capped at 40% of vehicle price. It does not specify whether a dealer’s cash discount must be separately itemised, whether the grant is calculated from the pre-discount list price, or whether the net price after discount determines the €35,000 and €62,500 thresholds.
That omission is important because a discount can change both the 40% calculation and the price band. The following is an illustration of why the wording matters, not an official FZOEU calculation:
- A car listed at €36,500 including VAT with a €2,000 dealer discount would appear at €34,500 on a net-price offer. If that net figure is the relevant price, it falls below the €35,000 band boundary; if the list price controls, it remains above the boundary. The published summary does not choose between those interpretations.
- For a vehicle that remains in the lower M1 band, the headline ceiling is €9,000, but the 40% rule still applies. A €25,000 eligible price, for example, would produce a 40% ceiling of €10,000, so the band maximum would be the limiting figure. A lower price can make the percentage ceiling the limiting figure instead.
Do not treat a dealer’s statement that a promotion “stacks” as proof of the grant amount. The dealer can document its commercial price, but FZOEU decides whether that price is the eligible basis. Ask for an informative offer that clearly shows:
- the vehicle’s price including VAT;
- the discount amount, if any, and the resulting payable price;
- manufacturer, exact model and propulsion type;
- the L or M category;
- whether the transaction is a purchase or financial lease; and
- any advance already paid, with its date.
Keep the written offer and ask FZOEU to confirm how the discount affects the eligible price before you rely on a projected grant. Until the full call or a written clarification addresses the point, the safe conclusion is that dealer discounts are not identified as prohibited, but their treatment is not confirmed.

What financing is allowed
Financial leasing is expressly permitted
The 2026 citizen announcement expressly allows acquiring an eligible vehicle by purchase or financial leasing. This is the clearest answer to the financing part of the question. A financial lease normally transfers ownership after the contractual conditions are met, but the grant decision depends on the exact requirements in EnU-2/26, not on a generic description of leasing.
The announcement also sets timing rules. A vehicle that was fully paid before publication of the call is ineligible. An advance may be eligible when it was paid no earlier than 1 January 2026, subject to the other conditions in the final call. Do not assume that every earlier deposit qualifies: retain the invoice, payment confirmation and contract so FZOEU can assess the date and nature of the payment.

Operational leasing is expressly excluded
Operational leasing is not an alternative route under the announced citizen scheme. A low monthly rental, a short contract or a lease with a return option does not become eligible merely because the vehicle is electric. If the dealer offers both lease types, have the contract identify the product as financial leasing and check it against the call wording before signing.
What about a normal car loan?
The accessible 2026 announcement discusses purchase and financial leasing, but it does not explain how a standard bank or dealer car loan is treated. A loan used to pay a purchase invoice is not automatically subject to the leasing provisions, yet the grant may impose its own proof-of-payment, ownership or registration requirements. Do not equate a loan with financial leasing. Ask FZOEU whether the planned loan-funded purchase satisfies the final call and what documents are required.
Why the 2025 company rules cannot be copied into 2026
FZOEU’s EnU-4/25 programme was a separate call aimed at companies. Its official FAQ described conditions such as a user contribution under financial leasing that had to be at least as large as the grant, reporting on instalments and a leasing period that fit that programme’s rules. Those provisions show that leasing requirements can vary by call, applicant type and year.

- WORKS WITH EVERY NON-TESLA EV: Standard J1772 connector plugs straight into Ford, Chevrolet, Hyundai, Kia, Nissan, BMW, Volkswagen, Audi, Rivian, Lucid and every other EV or plug-in hybrid sold with a J1772 port - no adapter needed. Tesla drivers can charge too, using the J1772 adapter that comes with the car.
- PLUG IN, NO HARDWIRING: Level 2 charger delivers up to 40A to fully charge most EVs overnight. Plugs into a 240V, 4-prong NEMA 14-50 outlet (the RV/range type - NOT a dryer outlet) on a dedicated 50A circuit. The extra-long 25 ft cable easily reaches across a garage or driveway. Before ordering, check your car's port type and that you have the right outlet.
- CONTROL & SAVE FROM YOUR PHONE: A stronger built-in antenna keeps the charger online even in a garage or basement. Use the free app to start/stop charging, set speed (6-40A), get reminders, and track energy use and cost. Schedule off-peak overnight charging to cut your electric bill. Requires 2.4 GHz WiFi.
- SAFETY-CERTIFIED & WEATHERPROOF: Independently tested and certified (UL, ETL, FCC, Energy Star). A fully sealed IP66 / NEMA 4 housing stands up to rain, snow, heat and dust indoors or out, and internal steel shielding protects the electronics for years of reliable use.
- GLOW-IN-THE-DARK HOLSTER: The included high-visibility holster glows in the dark so you can find and dock the plug easily at night. Holds the connector securely when not in use.
They are not terms of the 2026 citizen programme. Using the 2025 company FAQ to promise a particular down payment, instalment schedule or lease duration for a private applicant would be unsafe. Use the 2025 material only as a warning to read the current call closely; use EnU-2/26 and FZOEU’s current answers for your application.

- Check the current call first. Before the application window opens, read the complete EnU-2/26 documents and any amendments published by FZOEU. The listing and 9 October 2026 summary are not a substitute for the final conditions.
- Choose the exact vehicle. Confirm that it is new, fully electric, in category M1 or L1–L7, and below the applicable price ceiling including VAT. Record the manufacturer, model and propulsion type exactly as they appear in the offer.
- Request a detailed informative offer. Have the dealer show the gross price, every discount, the resulting price, and whether the offer is for an outright purchase or financial lease. Avoid relying on a verbal promotion or an offer that shows only a monthly instalment.
- Ask about the price basis in writing. If a discount moves the vehicle across the €35,000 boundary or toward the €62,500 M1 ceiling, ask FZOEU how it will treat the list and net prices. Save the response with the application file.
- Check payment timing. Identify whether any advance has already been paid and when. A payment made before 1 January 2026 cannot be assumed eligible merely because the vehicle is delivered later; a vehicle fully paid before publication of the call is specifically excluded in the announcement.
- Compare the complete financing cost. Calculate the deposit, monthly instalments, fees, interest, residual or balloon amount, insurance requirements and any end-of-term payment. The grant does not by itself establish that one lease or loan is cheaper.
- Apply through eFZOEU. When applications open, use NIAS credentials and upload the documents in the formats and time limits specified by the portal and call. Check every vehicle and price field before submitting.
- Keep the evidence. Retain the signed offer, contract, invoices, payment proofs, registration documents and all communications with the dealer and FZOEU. If the Fund later checks the transaction, the documents must show what price and payment arrangement actually existed.
How to compare purchase, financial lease and other options
| Option | Status under the announced citizen programme | What to verify |
|---|---|---|
| Outright purchase | Permitted route for an eligible vehicle | Eligible price, discount treatment, payment date and ownership documents |
| Financial leasing | Expressly permitted | Lease classification, advance date, instalment and ownership requirements in EnU-2/26 |
| Operational leasing | Expressly excluded | Do not submit it as financial leasing; ask the provider to identify the product correctly |
| Standard car loan | Not explained in the accessible announcement | Obtain confirmation that a loan-funded purchase meets the current call and document rules |
For each option, compare the same five items: the eligible vehicle price after any stated discount, the grant after the 40% cap and applicable band maximum, the financing type, the timing of advances or full payment, and the total finance cost. No lender rate or fee schedule is established by FZOEU’s programme announcement, so those costs must come from the individual contract.

Assuming the advertised list price is the grant price
A showroom sticker may not be the amount used in the application. Require the informative offer to show the transaction price and discount separately, then verify the basis with FZOEU when the discount affects a threshold.
Counting a vehicle that was paid too early
Full payment before publication of the call makes the vehicle ineligible under the announced rule. If you have paid an advance, preserve proof of the date and amount and have the final call reviewed before treating it as qualifying.
Calling an operational lease a financial lease
Contract labels matter. A monthly rental arrangement with no qualifying financial-leasing structure does not become eligible because the dealer calls it a financing promotion. Ask for the complete contract and compare its legal description with EnU-2/26.

Using old company advice for a private application
The EnU-4/25 FAQ addressed a different applicant group and year. Its contribution and reporting rules should not be copied into EnU-2/26 calculations.
Budgeting the maximum grant as guaranteed
The published amounts are ceilings. The 40% cap, price category, vehicle eligibility and available programme funds all matter, and the final call controls the decision. Treat a dealer’s estimated net price as a planning figure until FZOEU accepts the application.
What to ask the dealer and FZOEU
Use precise questions rather than asking whether the promotion generally “stacks.” Ask the dealer: What is the VAT-inclusive price before and after the discount? Is the discount conditional on financing? Which exact lease product is being offered? Has any advance been paid, and on what date? Can the informative offer list all of those items?
Ask FZOEU: Is the grant calculated from the discounted price or another price? Does a discount determine which side of the €35,000 M1 threshold applies? Does the planned loan-funded purchase qualify, and which ownership or payment documents are required? Are there amendments to EnU-2/26 before the 21 October opening?

Bottom line for Croatian EV buyers
You may plan to use the announced EnU-2/26 incentive with a financial lease; the programme expressly permits that route and excludes operational leasing. A dealer discount is not expressly banned, but the accessible FZOEU summary does not confirm how the discounted price affects the 40% cap or the vehicle-price bands. Get a fully itemised informative offer, check payment dates, compare total financing costs and confirm the price calculation with FZOEU before committing to the purchase.
