Usually, no—but there is no single robotaxi age rule. Whether a child may travel without an accompanying adult depends on the operator’s current terms, the city or service area, and local child-passenger law. Waymo generally requires solo riders to be at least 18, with limited teen-account exceptions in supported markets. A law can be stricter: North Carolina requires a child under 12 to be supervised by someone 18 or older in a moving fully autonomous vehicle. Before booking, check the exact service’s rider policy, the trip’s jurisdiction and the child-restraint requirements.
Why the answer is not universal
“Robotaxi” describes a ride-hailing vehicle operating without a human driver, but the service’s rider contract and the law where the vehicle is traveling are separate questions. An operator may permit a teenager to ride alone in one metropolitan area while another city, state or country requires adult supervision. Policies can also change as services expand or alter their account systems.

For a specific trip, apply the stricter applicable rule. Confirm the operator’s live terms for the pickup and drop-off area, then check local rules governing minors, supervision and child restraints. Do not infer permission from the fact that an app accepts a booking or that the vehicle is technically capable of carrying an unaccompanied child.

What Waymo’s published rules say
Default solo-rider rule
Waymo’s Rider Rules say solo riders generally must be 18 or older. That is the baseline for an ordinary account, not a universal legal age for every autonomous vehicle.

Teen-account exception
The same rules identify teen-account exceptions in Phoenix and Nashville. Waymo’s FAQ describes Phoenix-metro teen accounts for ages 14–17 when a parent or legal guardian gives permission. The account, age range, geography and permission requirements all matter; a teenager who is eligible in Phoenix is not automatically eligible in another market.
Because service areas and account rules can change, confirm that the child’s account is an eligible teen account for the exact city and that parental authorization has been completed before requesting the ride. A standard adult account, a guest invitation or an informal note from a parent does not create the teen-account exception.
Riding with an adult guest
A minor may ride as a passenger when an adult accompanies the child for the entire trip, subject to the service’s other rules. Waymo’s rider guidance specifically says not to let minors ride without an adult or an eligible teen account. That distinction is important: a child traveling with an adult is not the same case as a child being left to travel alone.

Company terms determine whether the operator will accept the booking. Local law can impose an additional duty on the parent or guardian, the rider or the operator, and can prohibit a trip that the app would otherwise allow. The legal rule may also vary between the pickup point, the route and the destination.

North Carolina example
North Carolina General Statute § 20-401(d) makes it unlawful for a parent or legal guardian knowingly to permit someone under 12 to occupy a moving fully autonomous vehicle without supervision by a person 18 or older. The text also addresses parental responsibility for specified child-restraint violations. Read the current statute at the North Carolina General Assembly.
This is a jurisdiction-specific example, not a nationwide robotaxi age rule. It does not establish a teen-account program, and it should not be used to assume that a 12-year-old or older child may ride alone everywhere. If a trip begins or ends in North Carolina, obtain current local guidance for the particular child and vehicle; if it occurs elsewhere, consult that jurisdiction’s law instead.
Quick comparison: service terms and the North Carolina rule
| Question | Waymo guidance | North Carolina statutory example |
|---|---|---|
| Can a minor ride alone? | Generally no on a standard account; an eligible teen account may be an exception in a supported market. | A child under 12 must have supervision by someone 18 or older in the moving fully autonomous vehicle. |
| Teen exception or program | Rider rules identify Phoenix and Nashville exceptions; the FAQ specifies Phoenix metro ages 14–17 with parental permission. Verify current local eligibility. | The cited provision sets a supervision requirement and does not create a teen-account program. |
| Adult accompanying the child | Minors may ride with an adult guest who remains with them throughout the trip, subject to the rules. | The statute’s cited requirement is supervision by a person 18 or older for the specified under-12 situation. |
| Child seats | Adults should bring and install a car or booster seat in the rear for children under 8. | Consult the child-restraint provisions that apply to the child, vehicle and trip; the cited statute assigns responsibility for specified violations. |
Child seats and seat belts are a separate issue
Permission to ride alone does not remove the obligation to restrain the child correctly. Waymo’s seating guidance tells adults to bring and install a suitable car or booster seat in the back for children under 8. Installation should follow the seat maker’s instructions and the applicable law. The adult who brings the child remains responsible for choosing a restraint that fits the child and can be installed in that vehicle.
Waymo also states: “All riders must wear their seatbelts for the entirety of the trip.” A child who is old enough for a seat belt still needs to use it correctly for the whole ride; an eligible teen account does not change that requirement.

Uber’s Autonomous Vehicle Global Rider and Eater Guidelines, modified October 23, 2025, state: “Adults must ensure children are properly secured in a car seat in compliance with applicable local law.” That guidance illustrates the approach another operator may take, but it is not a substitute for checking the terms of the service you plan to use.
How to check a planned trip before booking
- Identify the exact operator and vehicle service. Do not rely on the generic label “robotaxi.” Open the operator’s current rider rules and any child, infant or teen-account FAQ.
- Confirm the service area. Note the city or metropolitan area shown in the app and whether the pickup, route or destination crosses a boundary. Teen eligibility can be market-specific.
- Check the child’s account status. Determine whether the child is riding as a guest with an adult, using an approved teen account or attempting to use a standard account. Obtain any required parental or guardian permission in the operator’s account system.
- Check the law for the trip. Look for age thresholds, adult-supervision rules and special provisions for fully autonomous vehicles in the jurisdiction where the ride occurs. When the rule is unclear, ask the relevant transport or legal authority rather than guessing.
- Plan the restraint. For a young child, bring the correct car seat or booster, confirm that it is permitted in the vehicle and install it in the rear as directed. Allow extra time; the vehicle may not provide a seat or an adult installer.
- Confirm the handoff. Decide who will place the child in the vehicle, verify the destination and ensure the child knows how to contact the parent or guardian if the trip is interrupted. An app’s autonomous operation does not replace an adult’s planning responsibility.
- Save the confirmation. Keep the account approval, trip details and the operator’s support response until the child arrives. If the app rejects the booking or support gives a different answer, do not send the child until the eligibility issue is resolved.
Common situations and the safest interpretation
Child under 12 in North Carolina
The North Carolina supervision rule applies to the under-12 situation described above. A parent should arrange for a person at least 18 to accompany the child in the moving fully autonomous vehicle, even if an operator’s account flow appears to permit the ride.
Teen aged 14–17 in Phoenix
A Phoenix-metro teenager may fit the age range Waymo lists for its teen account, but only after the parent or legal guardian completes the required permission and the account is accepted for that service area. Confirm the live terms on the day of travel; age alone is not authorization.
Teen in Nashville or another supported market
Waymo’s rider rules identify Nashville as an exception market, yet the published FAQ details the Phoenix age range. Treat Nashville eligibility, age limits and permission steps as questions to verify directly in the current account and local service information rather than transferring Phoenix’s conditions automatically.

Young child traveling with a parent or caregiver
An adult can accompany the child, but the adult still needs to bring and correctly install the required restraint and keep every rider belted. The presence of an adult solves the unaccompanied-minor question; it does not solve an improperly fitted seat.
Child traveling between jurisdictions
Do not assume the law at the pickup point controls the entire trip. A route that crosses a state or municipal boundary may encounter a different rule. Ask the operator how it handles the route and check the laws that could apply at each relevant location.
Why a teen exception is not blanket permission
Teen-account programs are controlled access arrangements, not a declaration that all minors can use any robotaxi. They may limit the rider’s age, require a verified parent or guardian, operate only in named cities and impose account-specific conditions. A child outside those conditions remains subject to the default adult requirement in the operator’s terms.

Likewise, a parent’s permission cannot override a statute. If local law requires adult supervision or a particular restraint, the family must comply even when the operator has approved the account. Conversely, satisfying a legal minimum does not force a company to accept the booking if its own policy is stricter.
What to do when the answer is unclear
- Use the operator’s in-app help or official support channel and ask about the child’s age, account type, city and whether the ride is fully autonomous.
- Request a written answer that identifies the applicable teen-account or minor-rider rule; keep it with the trip details.
- Check the current local statute or transportation guidance for supervision and child restraints, especially when the route crosses a jurisdiction.
- If the operator and local rule cannot be reconciled confidently, arrange a conventional ride with an adult rather than sending the child alone.
Policies, coverage areas and laws are changeable. Recheck them for every new travel arrangement instead of relying on a previous approval or another family’s experience.
